The mobile enclosure must be a 19-inch EIA standard rack on heavy-duty casters, not exceeding 48 inches in height, with noise levels not exceeding 50 dBA at idle and 60 dBA at full load. The system shall operate on 120V/20A power with a NEMA 5-20P plug and include a minimum 2200 VA UPS with 5-minute runtime at full load. The two SDRs must be Commercial Off-The-Shelf equipment with minimum 500 MS/s streaming per channel, 1 GHz instantaneous bandwidth, frequency range 10 MHz to 20 GHz, and UHD API compatibility, equivalent to Ettus USRP X420 or better. The Clock Distribution Hub must include integrated GPSDO with 10 MHz and 1 PPS outputs, equivalent to NI OctoClock-G CDA-2990 or better. The system includes eight antennas total (Ku-Band and X-Band sets with transmit and receive configurations), phase-stable RF cabling, and two 100 GbE QSFP28 DAC cables for SDR-to-server communication.
Each server (C1 and C2) requires an enterprise workstation-class CPU with exactly 24 physical cores and 48 threads, minimum 128 PCIe Gen5 lanes, enterprise workstation motherboard with minimum six PCIe 5.0 x16 slots and four PCIe 5.0 M.2 slots, minimum 128 GB DDR5 ECC RDIMM at 6000 MT/s, dual-port 100 GbE QSFP28 adapter (NVIDIA/Mellanox ConnectX-5 or ConnectX-6 with DPDK support), minimum 4 TB enterprise NVMe RAID 0 array with sustained write speed exceeding 6 GB/s for 10 minutes, minimum 16 TB enterprise HDD archival storage, one four-port 1 GbE adapter, minimum 1200W power supply, 360 mm AIO liquid cooling, and Ubuntu 24.04 LTS. The C1 server includes a low-profile workstation graphics card with HDMI and DisplayPort outputs. The C2 server additionally requires a professional GPU meeting or exceeding NVIDIA RTX PRO 5000 Blackwell specifications: minimum 48 GB ECC GDDR7 memory, PCIe Gen5 x16 bus interface, minimum 14,080 processing cores, 440 Tensor cores, 110 RT cores, minimum 1,344 GB/s memory bandwidth, maximum 300W TDP with active blower cooling and dual-slot FHFL design.
Delivery shall be completed by December 31, 2026, to NIST Gaithersburg, Maryland, with FOB Destination terms. All assembly, integration, configuration, and testing occur at the contractor's facility; Government acceptance testing occurs at the Government facility within 30 business days of delivery. Acceptance testing includes BIOS POST verification, operating system verification, 100 GbE connectivity and SDR synchronization verification, fio storage benchmark demonstrating sustained writes exceeding 6 GB/s for 10 minutes, and 6 GB/s data capture and transmission verification. The contractor shall provide benchmark testing results, configuration documentation, warranty documentation, and OEM warranty transfer documentation. Payment is Net 30 upon delivery of the complete system, successful Government acceptance testing completion, and receipt of a proper invoice, with 100% payment after Government acceptance. The contractor must possess an ECCN at time of award, maintain active SAM.gov registration and UEI, provide all equipment as new commercial products, and provide a one-year comprehensive warranty covering labor, parts, and integration workmanship, with all original manufacturer warranties transferring directly to NIST.

STATEMENT OF WORK
Deployable Asymmetrical ISAC Testbed
I. BACKGROUND
The National Institute of Standards and Technology (NIST), Communications Technology Laboratory (CTL), Wireless Networks Division, Radio Access and Propagation Metrology Group (673.02), requires a highly portable, asymmetrical dual-node computing and radio system designed for Integrated Sensing and Communication (ISAC) experimentation.
The purpose of this procurement is to establish a flexible research testbed capable of simultaneously emulating a next-generation wireless communications network and a high-fidelity radar sensing system.
The testbed will support experimentation involving 5G/6G physical-layer communications, synchronized software-defined radio operations, radar sensing topologies, and offline post-processing of high-bandwidth RF data collected within a Government-furnished anechoic chamber.
II. SCOPE
The Contractor shall provide one (1) turnkey Deployable Asymmetrical ISAC Testbed consisting of:
• One (1) Transmit/Protocol Server (C1)
• One (1) ISAC Sensor Server (C2)
• Two (2) Software Defined Radios (R1)
• One (1) Clock Distribution Hub (K1)
• One (1) Local Oscillator Sharing Interconnect (L2)
• All RF interconnects and antennas
• Mobile rack enclosure and power management system
• All integration, assembly, cabling, testing, and configuration services
The Contractor shall provide a fully assembled and operational system capable of meeting all performance requirements identified in this Statement of Work.
III. TECHNICAL REQUIREMENTS
3.0 Deployable Asymmetrical ISAC Testbed
Quantity: One (1) Each
The Contractor shall provide a complete Deployable Asymmetrical ISAC Testbed meeting the following minimum requirements.
3.1 Mobile Enclosure and Power Management (M1)
The system shall be housed within a portable rack enclosure.
Rack Enclosure
The rack shall:
• Be a 19-inch EIA standard rack
• Be mounted on heavy-duty casters
• Not exceed 48 inches in total height including wheels
• Include horizontal and vertical cable management
• Allow flush mounting of SDR units
• Position SDRs approximately 24 inches above floor level
Acoustic Requirements
The integrated rack shall:
• Not exceed 50 dBA at idle
• Not exceed 60 dBA at full load
• Utilize low-noise cooling technologies
• Prohibit the use of uncontrolled high-RPM server fans
Electrical Requirements
The system shall:
• Operate on 120V / 20A power
• Utilize a NEMA 5-20P plug
• Include a minimum 20-foot power cord
• Include a rack-mounted PDU
• Provide a minimum of 20 percent spare outlet capacity
UPS Requirements
The system shall include:
• Minimum 2200 VA / 1980W UPS
• Minimum 5-minute runtime at full load
• Graceful shutdown capability when battery capacity reaches 30 percent
3.2 Radio and RF Front-End Subsystem
Software Defined Radios (R1)
The Contractor shall provide two (2) SDRs meeting the following requirements:
• Commercial Off-The-Shelf equipment
• Minimum 500 MS/s streaming per channel
• Minimum 1 GHz instantaneous bandwidth
• Frequency range of 10 MHz to 20 GHz
• Compatible with UHD API
• Equivalent to Ettus USRP X420 or better
Clock Distribution Hub (K1)
The Contractor shall provide one (1) timing hub containing:
• Integrated GPSDO
• 10 MHz reference output
• 1 PPS timing output
• Equivalent to NI OctoClock-G CDA-2990 or better
LO Sharing Cable (L2)
The Contractor shall provide:
• One SMA-to-SMA phase stable cable
• Rated to 18 GHz
• Maximum insertion loss of 1.5 dB
RF Cabling
Provide:
• Four (4) one-meter external RF cables
• Two (2) five-meter transmit cables
• Two (2) one-meter receive cables
All RF cables shall:
• Be microwave grade
• Be phase stable
• Utilize SMA connectors
• Meet insertion loss requirements specified herein
Antennas
The Contractor shall provide:
Ku-Band Set
• One transmit antenna
• Three receive antennas
X-Band Set
• One transmit antenna
• Three receive antennas
All antennas shall include compatible waveguide adapters.
3.3 Data Interconnects
• Two (2) 100 GbE QSFP28 DAC cables
The cables shall support full-rate communication between SDRs and server network interfaces.
3.4 Server Requirements
General Server Requirements (C1 and C2)
Each server shall include:

• Dual-port 100 GbE QSFP28 adapter
• NVIDIA/Mellanox ConnectX-5 or ConnectX-6
• DPDK hardware offload support
Storage
High-Speed Storage:
• Minimum 4 TB enterprise NVMe RAID 0 array
• Sustained write speed greater than 6 GB/s for 10 minutes
Archival Storage:
• Minimum 16 TB enterprise HDD
Additional NIC
• One four-port 1 GbE adapter
Power
• Minimum 1200W power supply
Cooling
• 360 mm AIO liquid cooling
Operating System
• Ubuntu 24.04 LTS installed
Video Adapter (C1)
The C1 server shall include:
• Low-profile workstation graphics card
• HDMI output
• DisplayPort output
3.5 ISAC Sensor Server Additional Requirements (C2)
The C2 server shall additionally include a professional GPU meeting or exceeding:

Processing
• Minimum 14,080 processing cores
• Minimum 440 Tensor cores
• Minimum 110 RT cores
Memory Bandwidth

• Maximum 300W TDP
• Active blower cooling
• Dual-slot FHFL design
Equivalent to NVIDIA RTX PRO 5000 Blackwell or better.
IV. DELIVERABLES

V. DELIVERY

Delivery shall be completed no later than:
31 December 2026
VI. PLACE OF PERFORMANCE
All assembly, integration, configuration, and testing shall occur at the Contractor's facility.
Final delivery shall be made to NIST Gaithersburg, Maryland.
Government acceptance testing shall occur at the Government facility.
VII. GOVERNMENT ACCEPTANCE TESTING
Acceptance shall occur within 30 business days after delivery.
The Government will perform:
System Initialization Testing
• BIOS POST verification
• Operating system verification
Network Connectivity Testing
• 100 GbE connectivity verification
• SDR synchronization verification
Storage Testing
• fio benchmark demonstrating greater than 6 GB/s sustained writes for 10 minutes
Receive Data Testing
• 6 GB/s data capture verification
Transmit Data Testing
• 6 GB/s data transmission verification
Final acceptance shall occur upon successful completion of all testing requirements.
VIII. WARRANTY
System Warranty
• Minimum one-year comprehensive warranty
• Coverage for labor and parts
• Coverage for integration and workmanship
OEM Pass-Through Warranty
All original manufacturer warranties shall transfer directly to NIST.
RMA Support
Defective components shall be repaired or replaced at no additional cost through standard manufacturer RMA procedures.
IX. VENDOR REQUIREMENTS
The Contractor shall:
1. Possess an Export Control Classification Number (ECCN) at time of award.
2. Maintain an active SAM.gov registration and UEI.
3. Provide all equipment as new commercial products.
4. Provide a turnkey integrated solution.
X. PAYMENT
Payment shall be made in accordance with Net 30 terms upon:
1. Delivery of the complete system.
2. Successful completion of Government acceptance testing.
3. Receipt of a proper invoice.
100% payment shall be made after Government acceptance.
