About this file

This is a Statement of Work (SOW) for the procurement of a Helium Mass Spectrometer Leak Detector System by the National Institute of Standards and Technology (NIST) Materials Measurement Laboratory (MML) located in Boulder, Colorado.

The procurement requires delivery of one (1) mobile Helium Mass Spectrometer Leak Detector System capable of operating in both vacuum and sniffer leak detection modes. The system must detect He-4, employ a dry pump (not wet/rotary vane), operate with a helium pumping speed between 1 L/s and 10 L/s, and achieve a minimum detectable leak of ≤5×10⁻¹² mbar L/s in vacuum mode and ≤5×10⁻⁸ mbar L/s in sniffer mode. The system must operate on standard US outlet power (110-120V, 60 Hz, 20A maximum), be mobile with integrated wheels or an accompanying cart from the same manufacturer, and include a helium spray gun/probe, a sniffer probe of at least 10 feet long, and all associated accessories from the same manufacturer. All items must be new and shipped in original manufacturer packaging with complete documentation and software. Delivery is due no later than 90 days after receipt of order to NIST Boulder (C/O Tara Fortin, MS 647.08, 325 Broadway, Boulder, CO 80305) under F.O.B. Destination terms. Training for up to two users at NIST is required if included in the cost, covering system functions, maintenance, and troubleshooting during operating hours (9 AM–6 PM Mountain Time) within 60 days of installation. The contractor must provide a minimum one-year warranty commencing upon government acceptance, and the government reserves the right to conduct quality assurance testing and reject nonconforming equipment. Partial shipments and invoices are not acceptable unless pre-approved by the Contracting Officer. The equipment will support CHIPS Project 1.02 on gas flow and thermophysical property data collection for semiconductor chip production.
