About this file
This Statement of Work (SOW) details facility requirements for the National Defense University (NDU) Joint Forces Staff College (JFSC) to conduct a Joint Professional Military Education (JPME) II program for US Central Command (USCENTCOM) in Tampa, Florida from 5 January to 20 March 2026. The document specifies comprehensive facility needs including a primary classroom for 25 people, a breakout room for 10 people, faculty office space, and a student/faculty break room, with specific technical and logistical requirements such as high-speed internet access, network-connected equipment, video conferencing capabilities, and unclassified printer/scanner access.
The SOW provides background on the JPME II program, noting its legal authorization through congressional acts since 2012, which initially permitted a pilot test of non-resident JPME II programs and subsequently expanded the Satellite Program to all Combatant Command Headquarters sites. NDU/JFSC will be responsible for all academic aspects of the program, including faculty training, curriculum content, and assessment data collection. The program will be delivered over a 10-week, full-time daily schedule with Program Learning Outcomes identical to the in-residence course at NDU/JFSC in Norfolk, Virginia, and attendance will be the students' primary duty.

The pilot program was successfully hosted by the Joint Special
Operations University in Tampa, Florida, from 2013 to 2015. Congress authorized JPME II to be taught at or offered through the JPME II institutions in the 2016 National Defense Authorization Act, which opened the Satellite Program to all CCMD HQ sites.
c. USCENTCOM is bringing NDU to Tampa, Florida to conduct a JPME II course from 5 January to 20 March 2026.
