STATEMENT OF WORK

US Fish and Wildlife Service

Theodore Roosevelt NWR Visitor Center

Exterior Revitalization

The US Fish and Wildlife Service is seeking a qualified contractor/vendor to revitalize the exterior of the Theodore Roosevelt National Wildlife Refuge (NWR) Visitor Center.

Theodore Roosevelt is one of nine Refuges administered through the Theodore Roosevelt NWR Complex. The Visitor Center is located at 5068 US-61, Rolling Fork, MS 39159 (32°42'14.63" N, 90°55'52.33" W) in Sharkey County, Mississippi.

Purpose:

The Visitor Center at Theodore Roosevelt NWR was constructed in 2019. It is pine and cypress wood construction, separated by a breezeway. The visitor center is approximately 5000 square feet. The exterior has been maintained but is showing normal weathering and some bird damage. This contracted service will revitalize the exterior of the visitor center, reducing liability from deferred maintenance, and ensuring these public lands facilities meet the needs of the visitors. Revitalization will include replacing rotten/missing/damaged boards, filling gaps and reseating nail “pops”, thoroughly cleaning of the exterior of the office and porches prior to staining, refinishing with an exterior acrylic solid color stain, and ensuring gutters are properly rehung.

Contractor Qualifications:

5+ years of experience with commercial painting and carpentry experience is required.

Must possess the painting equipment and physical stamina to work on ladders in 100+ degree heat for 8 hours a day.

Period of Performance:

Contracted period of performance should not exceed 90 days and must be concluded by November 24, 2025.

Normal duty hours are Monday through Thursday, 6 a.m. – 4:30 p.m. In the event of emergencies, Contractor shall provide contact information. Non-duty hours include Fridays, week nights, weekends, and Government holidays (Independence Day, Labor Day, Columbus

Project Overview:

Day).

Scope:

Selected contractor/vendor must provide all material (unless otherwise noted) and labor to complete the following work:

Remove all gutters and downspouts prior to any pressure washing, scrapping, or preparatory work. Special care to not damage gutters, downspouts, and hardware, not to drop screws or fasteners on the ground. After staining and refinishing, all gutters, downspouts, and mounting brackets reinstalled with new fasteners and ensure proper flow/direction. Fasteners must be stainless steel and approved by site representative prior to purchase and use.

All exterior walls, facia, and trim need rotten/missing/damaged boards replaced with like material, gaps filled with 100% exterior-grade silicone colored caulking, and nail pops removed and replaced with larger galvanized, ring-shank nails. Exterior grade deck screws can be used on all treated, 2X pine wood. Exterior wood siding, facia, trim, soffit, and ceilings are rough finished cypress. FWS possesses enough cypress siding to provide contractor for replacing the rot. Ceiling of the breezeway and eaves are smooth finish pine.

Estimated 100 linear feet of cypress siding (board), 50 linear feet of cypress batten and/or trim, and 50 linear feet of cypress facia may need to be replaced per office. Ledger boards and some trim is pine. Forty feet of pine ledger and trim boards may need to be replaced.

Entire exterior surface of building, porches, dormers, soffit, etc. pressure washed/cleaned with a biodegradable cleaner (as approved by the site representative) and hand scrapped to remove all loose and peeling paint. Bird nests/droppings, insect nests, and webs must be removed prior to staining.

Front, back, and side door and window overhangs as well as breezeway ceilings to be cleaned and prepared for finishing. Overhangs and breezeway ceilings measure approximately 2200 square feet. Soffits overhang approximately 24 inches and run the entire exterior perimeter of the building.

The visitor center has eight aluminum clad exterior doors that require cleaning and painting.

2 doors are full glass design with only the edging requiring revitalization, 4 door are half glass, and 2 doors have no glass. Primer and paint specifically for aluminum must be approved by site representative prior to purchase and use. Color will be the same as exterior door trim.

There is also privacy fencing totaling approximately 38 feet in length and 6 feet in height around the dumpster and by the AC units that is included, as well as 7 cypress columns.

Proper equipment and lifts are required to ensure no roof damage. Contractor/vendor to loosen rake flashing on gable ends and dormers to apply stain under flashing. Flashing to be secured after stain dries. Stain should be applied behind electrical services and conduit where possible, but no electrical equipment should be removed or loosened from the office.

Contractor/vendor to apply at least 3 coats of exterior acrylic stain to all exterior surfaces, including walls, ceilings, trim, ledgers, soffits, rakes, etc. Drift must be managed to not be applied to screens, glass, roof, decking, or ground. Sherwin Williams Woodscapes A15-50 Series or equivalent will require approval by site representative. Product sheet is provided.

Colors/tint must be approved by site representative prior to purchase and application. Four colors/tints will be needed – siding/soffits, trim, breezeway bathroom ceiling, and breezeway ceiling/cedar columns/privacy fencing.

Water and electricity are available at the work site. Contractor/vendor may not clean equipment on site unless a catchment system is used. Contractor/vendor must properly dispose of all products (stain, caulk, paint thinner, etc.) offsite per local and federal guidelines. Use of a catchment system to rinse brushes, clear lines and hoses, etc. is required if action occurs on the job site. Rinsing on the ground or pouring any liquids on the ground or down drains is prohibited. All trash and garbage related to the work or employees must be removed and disposed of off site. There are no garbage receptacles available for use. A magnet must be used to collect all dropped screws and nails.

The Visitor Center is only open to the public Wednesday 9am-2pm. The visitor center has water and electricity that will be made available to selected contractor/vendor.

The site representative will be available, as schedules allow, to meet with the selected contractor once prior to initiation of the service to answer questions and review the expectations detailed in this SOW. Following the initial visit, the contractor may contact the site representative as needed, by phone. The contractor will notify the site representative of their schedule, deviations from that schedule, expected time of completion, and any other issues which may arise. Upon completion, the site representative shall complete a walk through with the selected contractor to ensure the service is complete and per the agreed upon standards.

Evaluation and Acceptance:

The contractor will be evaluated as detailed herein. Government acceptance is contingent upon:

Replacement Boards: All damaged/missing boards must be replaced with same material type, same dimensions, and same finish profile. Linear distances are provided above. Fit must be within 1/8" of adjacent boards. Galvanized, ring-shank nails, exterior grade deck screws, and stainless steel screws must by used in proper locations and approved by site representative.

Caulking: All joints, cracks, and seams wider than 1/16" must be sealed using 100% exterior-grade colored silicone. Caulk must be tooled smoothly, adhere fully to both sides of the gap, and not block water drainage pathways.

Re-seating nails: All raised nails must be removed and replaced with slightly larger, galvanized, ring shank nails. If a nail is loose, damaged, or missing, it must be replaced with a galvanized, ring shank nail.

Pressure Washing/Cleaning: Entire building surface to be pressure washed using no more than 2000 PSI to avoid damaging the wood. Biodegradable cleaner or mildew remover must be used and rinsed thoroughly. Surface must dry for at least 48 hours (or per manufacturer’s recommendation) before applying any finishes.

Stain Application: Must be exterior-grade, UV-resistant, stain. Product must meet or exceed Sherwin Williams Woodscapes A15-50 Series. Equivalent products must be suitable for wood surfaces in exposed conditions and approved by site representative.

Minimum 3 coats with proper dry time between coats (per manufacturer instructions, typically 4–24 hours). Full coverage required—no bare spots, drips, or lap marks. Each coat should provide at least 2 mils dry film thickness; final thickness must meet or exceed 6 mils

DFT.

Gutter Reinstallation: All gutters must be securely re-hung at proper slope (1/4" per 10 feet for drainage when possible) using stainless steel hardware. Gutters to be tested by running water to confirm proper drainage and absence of leaks or sagging. Minimum of one fastener every 4 feet, with special attention at corners and downspout joints.

Contractor must provide the site representative with material safety data sheets for all products used.
