About this file

This Statement of Work outlines requirements for Native Language translation services needed by the Indian Affairs (IA) Office of Indian Economic Development (OIED) in collaboration with the USDA. The contract will provide translation services to federal agencies for documents, signage, and website content into four specific Native languages: Yu'pik (Central dialect), Cherokee (Western dialect), Ojibwe (Western dialect), and Navajo.

The one-year project requires contractors to provide written translations in Microsoft Word format on an as-needed/project-based frequency. Deliverables must undergo a Quality Assurance process to verify cultural accuracy, with turnaround times ranging from weeks to a month depending on project size. Multiple translation requests may occur simultaneously, requiring clear organization and timelines. The process includes federal agency review, potential revision cycles, and final approval by the OIED Director. Full-time work is not guaranteed unless specific translation projects require that level of commitment.

Statement of Work Native Language Translation Services for IA OIED

Background There are 574 federally recognized Tribal Nations (commonly referred to as tribes, nations, bands, pueblos, communities, and native villages) in the United States. Approximately 229 of these tribes are located in Alaska; the other 345 federally recognized tribes are located in 35 other states.

Through a collaboration with the United States Department of Agriculture (USDA), the Indian Affairs (IA) Office of Indian Economic Development (OIED) seeks a contract providing Native Language translation services to various federal agencies interested in assuring their media and documentation can be made available in Native languages further supporting tribal community access to information.

Purpose The Assistant Secretary – Indian Affairs (AS-IA) wants to ensure that official documents, signage, and website content are made available to the widest possible audience of the Tribal Nations. This requires the translation of information and official Government documentation into multiple, indigenous languages.

Scope The scope of this current project will include written translation services with use of translation contractors who are retained on an as needed/project-based frequency, for a variety of federal agencies interested in providing Native Language signage, documents, website content, or other media ensuring tribal nations have access to information in more prevalent native languages. Full time work should not be expected for translation contractors, unless the individual translation project requires that level of commitment.

Translation of information will be into the following languages (specific dialects identified for each, as applicable):

1. Yu'pik (Central dialect)

2. Cherokee (Western dialect)

3. Ojibwe (Western dialect)

4. Navajo

The written translation shall be provided in Microsoft Word format, with separate files for each language. The response time is expected to include a verified Quality Assurance process that evaluates the cultural accuracy of the translation being provided. Depending on the size of the translation project, the reasonable amount of response time could be as quick as a few weeks or as long as a month, for longer projects. Translation products will be shared with the federal agency for review. There will be an opportunity provided for feedback on the translation provided. Should edits be requested, additional time may be needed for translators to review and potentially revise the translation products. A FINAL product will then be provided to the federal agency completing the revision exchange process. The OIED Director will confirm all FINAL translation products.

Estimated Level of Effort This is a one-year project that will respond to federal agency requests for ongoing and diverse Native Language translation that will be specific to the federal agency needs. There could be multiple requests being addressed simultaneously requiring clear organization and concrete timelines.
