Statement of Work

Egmont Key Fireline Repair/Stabilization

Contractor is responsible for the supply, transportation, maintenance, and operation of all equipment.

Any equipment malfunctions, recoveries, or damages are the responsibility of the contractor.

The service is providing fill material.

Reasoning:

Following the Egmont Key Fire (August 2023) heavy rains and storm surges associated with tropical storms and hurricanes caused erosion along the fire control lines and trail system constructed/utilized to contain and suppress the wildfire. Refuge staff utilized equipment on site to temporarily stabilize the area to limit continued erosion, but the scale of the effort necessary to complete the repair and stabilization is beyond the capabilities of local staff.

Description of work requested:

Area 1: Egmont Key NWR, Tampa Bay, Fl

Contractor will backfill the scoured fire line to the

North of the pilot compound on Egmont Key utilizing storm deposited material located along the west side of the island.

The scoured-out section of line will be filled to 12” above adjacent grade to allow for the settling of fill material. All fill material will be obtained from the pre-identified location of storm deposited material

(collection site) along the western shore, from an elevation at or above the grade of the interior of the island. (No material to be removed below the existing elevation of the island’s interior, resulting in low areas for water to pool or channelize.) Fill material will be transported by contractor along the existing fire line from the collection site to the area to be filled. The collection site will be left in a reasonably safe condition following work (no vertical faces greater than 12” from excavation, not severely leaning or weakened trees left standing). Contractor and equipment traffic on the island will be limited to the project area and access to other project areas, as well as ingress and egress from the island.

Area 2: Egmont Key NWR, Tampa Bay, Fl

Contractor will backfill the scoured-out section of trail adjacent to the southeastern corner of the pilot compound on Egmont Key.

Material from adjacent dunes will be utilized to fill the identified section of trail to an elevation of 12” above adjacent grade to allow for the settling of fill material. Contractor and equipment traffic on the island will be limited to the project area and access to other project areas, as well as ingress and egress from the island.
