STATEMENT OF WORK

CARPET REPLACEMENT

BUILDING 620, USAFWC

7 September 2023

PART I GENERAL

1.1. PURPOSE

This Statement of Work (SOW) defines the scope of work to accomplish the installation of new flooring within building 620 located on Nellis AFB, NV. The contractor shall provide all labor, material, equipment, management, supervision, coordination, and transportation required to accomplish this installation as well as removal/disposal of previous flooring.

1.2. WORK SCHEDULE, PLANS, AND WORKING HOURS

Work time for this contract will be after duty hours. Evenings Monday through Friday from 1630-2130 unless specified otherwise. The USAFWC will provide an escort for facility access. The contractor shall not begin any work until all materials are onsite. Written permission from the Contracting Officer shall be obtained before making any deviation from the aforementioned schedule.

Not all rooms inside building 620 will have carpet removed/replaced. The carpet replacement project will include the main hallways on the 1st and 2nd floor, the 1st floor conference room, and the front office. The front office has five satellite offices (Commander, Deputy, Command Chief, Director of Staff, and office adjacent to kitchen) that will be included in the front office carpet replacement. See Attachment 2.

1.3. AVAILABILITY OF UTILITY SERVICES

All reasonable quantities of utilities will be made available to the contractor. The Government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased costs incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Contracting Officer before being made and shall be removed upon project completion.

1.4. CLEAN-UP

All debris and rubbish not specified to become Government property resulting from the installation of new carpet shall be disposed of by the contractor off Government property. The Government will designate a location for a contractor provided dumpster, if necessary. Disposal will be compliant with all applicable Federal, State, and local hauling and disposal regulations. Site clean-up shall occur daily.

1.5. SAFETY REQUREMENTS

Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the USAFWC Safety Office, Building 620, Room 203. The base Civil Engineering Office has EM 385-1-1 available for reference in building 812.

The contractor shall ensure that any lifting devices or ladders meet all applicable safety standards. The contractor shall be required to use those lifting devices that will allow for the existing modular systems furniture to be raised for the installation of the new materials requested. The contractor will not be required to disconnect any electrical system connections to or from the modular systems furniture.

1.6. SITE CONDITIONS

Site visits will be scheduled upon request. Regardless of site visit attendance, contractors acknowledge satisfaction as to the nature and location of the work, the general and local conditions, access to job site;

disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at Nellis AFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or costs related to this requirement upon submission of offers. Contractors further acknowledge that any damage to the existing structure in and around facilities will be returned to existing condition prior to the completion of the subject work at no additional cost to the Government.

1.7 WARRANTY

The contractor shall provide the Government with a one-year warranty on workmanship.

The contractor shall provide any manufacturer’s warranty to the Government.

PART II – TECHNICAL

2.1 BUILDING 620, UNITED STATES AIR FORCE WARFARE CENTER

2.1.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the immediate work area to allow for the installation of new materials. The contractor will be required to replace that furniture back to its original configuration prior to the end of the workday. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor will be allowed to visit the site to determine what furnishings are to be moved. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. The contractor will not be allowed to dissemble existing modular furniture during the course of the contract.

2.1.2 Removal of existing on cove base, glued down carpet, and glued down edge molding. The contractor will carefully remove all existing cove base, taking care not to damage the wall finish or paint above the area where cove is being removed. Should the paint or wall become damaged during the removal process, the contractor will be responsible for repairing the damages, ensuring that the repairs match the existing finish and color.

2.1.3 Prepare existing floor for the installation of new glued down materials.

2.1.4 Purchase and install new carpet tile. The carpet tile shall be square and of commercial grade manufactured by the following Tier I vendors. Tier I vendor contacts can be found below.

Carpet tile style and color will be one of the following, but vendors shall provide pricing for each. One carpet will be selected at the time of award and all vendors will be evaluated evenly using that specific pricing:

2.1.5 Purchase and install cove base. The color of cove base shall be selected upon award.

2.1.6 Purchase and install edge molding. The color of the edge molding shall be selected upon award.
