About this file

This statement of work outlines requirements for a service agreement for a Stem Cell Translation Laboratory automated cell culture system. The National Center for Advancing Translational Sciences seeks preventative maintenance and repair services for one base year from June 2023 through May 2024. The contractor shall perform scheduled preventative maintenance visits, software updates, and provide support services. Duties include checking equipment, aligning robots, updating software, assisting operators, and responding to service requests. The contractor must submit detailed reports and is responsible for testing equipment functionality after visits. The government's only responsibility is coordinating maintenance scheduling and providing facility access.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SOW)

GENERAL INFORMATION

Title of Project:

Service agreement for the NCATS/SCTL SelecT Compact Automated Cell Culture Systems Vesper (serial # E0YK04000)

Statement of Need and Purpose:

The National Center for Advancing Translational Sciences (NCATS) Chemical Genomics Center requires a service agreement for one base year for the SCTL SelecT CompacT automated cell culture system Vesper (serial # E0YK04000).

Background Information and Objective:

The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives.

The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

To establish and move stem cell technologies forward through a more centralized effort, NIH has launched the Stem Cell Translation Laboratory (SCTL) within the NCATS. SCTL goal is to bring iPSC technology closer to clinical application, drug discovery and regenerative medicine.Ongoing research projects in SCTL focus on understanding molecular mechanisms regulating stem cell pluripotency and their multi-lineage differentiation capabilities with a focus on defining optimum culture conditions for maintaining pluripotent stem cells and their conversion to homogeneous and mature population of differentiated cells.

As such, discovering probe molecules that could serve as starting points for therapeutics in rare cancers is of great interest within NCATS. NCATS has several projects that address many aspects of oncology mechanisms and approaches to discovering novel, effective small molecules. The services requested here are fee for service testing that will provide insight on efficacy across many cancers and will help progress and provide critical scientific guidance on projects that NCATS has been working on for many years.

Period of Performance:

June 1, 2023, through May 31, 2024.

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:

Specific Requirements:

Hardware PM:

Provide for planned hardware Preventative Maintenance (PM). At least two PM visits per annum to ensure efficient operation of the equipment is maintained. These visits shall be arranged by the Contractor for times mutually convenient for both the Government and the Contractor. The services shall be carried out by Contractor personnel, or authorized and approved subcontractors, in coordination with NCATS and representatives of other companies supplying major system components. The size and complexity of the system will determine the content and duration of the inspections. The field service engineer will follow the Lock Out/Tag Out and any other prescribed industry safety procedures during any service or repair visit. Examples of activities included in the hardware preventative maintenance services are:

· Checking all wear and tear parts

· Checking that all safety features are operating as intended

· Checking function, alignment and calibration of robots, conveyors and carousels

· Checking Customer spare parts stock levels against recommended lists

Software PM:

The Contractor shall ensure the most current version of the software is installed. The system software and firmware is under periodic improvement and review, leading to the release of revised versions. The Government shall receive updates to the system software and firmware free of charge when they become available (excluding extensions to functionality). The Contractor shall notify the Government when a relevant release is available, including release notes to enable Government to assess the changes, and will strive to coordinate the installation of software changes during scheduled hardware PMs. The Contractor is not responsible for third-party software..

Examples of activities included in the software maintenance services are:

· Assessing and upgrading the system software for the removal of ‘bugs’

· Assessing the suitability of configuration data for the use being made of the system

· Performing checks on operating and network system parameters for efficient function

· Assessing workstation PC’s hard disk usage

The Government may choose not to accept new or upgraded software but in order to provide continued assistance with non-current versions, the Contractor may apply additional charges to future Service and Support Contracts.

Support

Operations Support

The Contractor shall provide assistance to answer questions and resolve problems using various methods, examples of which are:

· Advising, helping and assisting operators and supervisors in the day-to-day use of the system

· Advising, helping and assisting technicians in maintaining the system

The Contractor shall assist in all aspects of the system where possible. Support shall be provided by trained operators, and designated personnel.

Hardware Support

The Contractor shall provide the Government with access to the manufacturer’s hardware engineers for advice, help and assistance during core hours. Following all service and repair visits and prior to handing the equipment back to the Government, the manufacturer’s engineer will conduct documented tests to show that there has not been any effect to the system’s functional capabilities. All service actions will be documented, including all test results, and copies of these documents will be passed to the operator as notification that the system is now ready to be used.

LEVEL OF EFFORT:

PM Frequency: 1 per year. Service Frequency on As Needed basis.

GOVERNMENT RESPONSIBILITIES

NCATS will coordinate with the Contractor in regards to scheduling preventative maintenance visit. NCATS will provide access to the facility and access to the units being serviced. There are no other government responsibilities.

DELIVERY OR DELIVERABLES

The Contractor will perform preventative maintenance service and necessary repair service and suggest further maintenance as needed. Detailed reports of service performed will be provided.

The period of performance is one year from the date P.O. is established Service to be billed quarterly in arrears.
