PR 40584604 – CRVFO - Milk Creek Bridge Timber Wearing Deck

Replacement

1. Description of Work: Remove and replace timber wearing deck on Milk Creek Bridge located approximately at 39.757244° N, 106.754668° W within the Colorado River Valley Field Office in

BLM Colorado. Remove sediment beneath bridge to keep channel flowing beneath bridge girders. Install two water bars to direct run-off to road side at each side of bridge.

1.1 General:

1.1.1 Coordinate with Government to plan and close road

during work.

1.1.1.1 In general, all roads in this contract will be

closed for public use during contract period. The contractor shall provide closure signage near the site and a “ROAD CLOSED AHEAD” sign at the start of the road during closures.

1.1.1.2 Notify Government of planned work schedule at

least 10 working days prior to start of construction so road may be signed.

1.1.1.3 Government must coordinate with concession

operator in this area to close road.

1.2 Bridge Timber Wearing Surface Replacement

1.2.1 Remove existing decking

1.2.1.1 Remove only as much bridge deck as can be

replaced in one day.

1.2.1.2 Remove all deposited sediment from bridge

structural metal deck. Deposit removed sediment at side of road outside of Milk Creek flow area.

1.2.2 Replace Timber Wearing Surface(Decking).

1.2.2.1 Replace according to “Contech Recommendations for

the Inspection and Maintenance of… …BIG R Bridge

Rolled Girder Steel Structures” document Section

“Maintenance for Decking” (starting on page 6) included with this contract.

1.2.2.2 Timber decking shall be purchased from Contech or

their direct supplier or approved equal.

1.2.2.3 Timber shall be pressure-treated Doug Fir in 3x12

planks. Pressure treatment shall be approved for ground contact.

1.2.2.4 Remove, match, and replace decking attachment

hardware with like grade and finish hardware.

1.2.2.5 At time of contract document development in June

2022, lead time for timber procurement is estimated at

4 months.

1.3 Remove sediment and debris from beneath bridge

1.3.1 Remove sediment from beneath bridge girders as

possible so stream stays within design channel and sediment and water do not flow against the girders of the bridge.

1.4 Conveyor Belt Water Bars diversion

1.4.1 Construct conveyor belt per attached BLM “detail

312310-9” and Penn State “Conveyor Belt Diversion” documents.

1.4.1.1 Completed water bars shall have conveyor belt

protruding 4”-5” from adjacent road surface.

1.4.1.2 Bed and compact soil around water bar.

1.4.1.3 Gather stones on site to place at spill area from

water bar diversion.

1.4.1.4 Place one diversion at each bridge abutment and

another approximately 25’ up the road each way from the bridge.

1.4.1.5 Use 2x6 wood treated for ground contact and

recycled conveyor belt material to construct water bar diversions.

2. Work Locations: It is the responsibility of the Contractor to decide where the best place to park equipment, transportation vehicles, and the best route to the start of each route. Road location maps are included with this package.

3. The Contractor is responsible for any locates needed for utilities that are within the working area of the roads. The

Contractor is responsible for any damaged utilities and shall repair them according to Utility Company that has jurisdiction over that utility and at no expense to the Government.

4. The contractor is responsible for all stormwater permitting.

Comply with all BMP requirements for stormwater permits.

5. Period of Performance: This work shall be performed prior to 5/5/2023.

6. Work is not permitted outside of 0700 - 1800 M-F or without Government supervision unless authorized by CO or COR in writing.

7. FIRE EXTINGUISHER, EQUIPMENT AND STIPULATIONS:

7.1 It is prohibited to operate or use any internal

combustion engine, on any timber, brush, or grass covered land, including trails traversing such land, without a spark arrester maintained in effective working order and meeting guidelines set forth in National Wildfire

Coordinating Group Publication NFES 1363 and 2363.

7.2 During periods when fire danger is rated high, very

high, or extreme as identified by the interagency Grand

Junction Fire Dispatch Center, the Contracting Officer or

BLM Field Manager may issue a restriction or closure order to the Contractor. The contractor and employees must follow the order. At a minimum the contractor must have available a shovel, a class A-B-C fire extinguisher with a minimum of one pound of retardant, or a container with a minimum of 5 gallons of water and one axe/pulaski.

7.3 In the event a fire should start during construction

activities, the contractor and/or his employees will immediately take initial action necessary to suppress the fire if it can be done safely. This will in no way relieve the contractor from any responsibility regarding suppression and/or trespass cost, in the event fire investigation reveals the fire was started by the

Contractor and/or his employees, either through negligence or from operations.

8. ENVIRONMENTAL CONSIDERATIONS AND HAZARDOUS MATERIALS

8.1 No equipment maintenance to be performed on site, any

equipment in poor conduit and showing leaking of fluids shall be removed form site.

8.2 Use of hazardous materials and/or petroleum products

requires that all appropriate State and Federal Regulations be complied with including, but not limited to, Material

Safety Data Sheets (MSDS) on hand and use of necessary

Personal Protective Clothing (PPE).

8.3 Maintain a spill-containment and cleanup kit

appropriate for the equipment used. At a minimum, a kit for petroleum products should include: 1) plugs and clamps

CRVFO - Milk Creek Bridge Timber Wearing Deck Replacement to control a hydraulic line break; 2) container(s) to catch leaking fluid; 3) shovel, and 4) absorbent material such as sawdust to absorb fluid if the soil is frozen.

8.4 The Contractor will report all hazardous substance

spills immediately to the BLM representative.

8.5 The Contractor will clean-up all litter, fuel, hydraulic fluid, or lubricant spills and dispose of the hazardous materials including all contaminated: soil, water or vegetation; at an approved sanitary landfill or other location and in a manner approved by the BLM.

8.6 The contaminated site must be rehabilitated as

directed by BLM’s authorized representative.

8.7 Protect County and State Roads from tracking of soil

and construction materials, clean equipment as needed
