6. Submittals – Prepare in English, product data shall identify manufacturer’s name, type, model, size, and characteristics, if multiple items are shown on data sheet strike through items that do not apply, and submit the following for Government approval or review within seven (7) days after award of the contract:

• Soil-Cement Slurry submit for Government approval the following:

o Mix design includes mixture proportions o Product name and manufacturer’s data for all admixtures to be used in mix design.

Provide certifications for admixture(s), contain no purposefully added chlorides and chloride ion limits are in accordance with ACI 201.2R.

o Material sources, include manufacturer’s certifications and source information for cement, admixtures, and aggregates o Trial mix test data that is less than 24 months old which supports compressive strengths.

• Pump Truck/Crane Equipment, Manufacturer’s data:

o Provide manufacturer’s equipment data for pump truck/crane to be used during these services.

• Operator’s Resume and Certifications:

o Provide Operator’s work experience for the past two years (Summarize), licensing, and certifications which qualifies the employee to operate a pump truck/crane equipment.

7. 40-80 PSI Controlled Low Strength Materials (Soil-Cement Slurry) Requirements –

The government is requesting 271 cubic yards of soil-cement slurry being supplied under these specifications and shall meet the following intrinsic features:

• Soil-cement slurry shall meet the following:

o f’c = 40 to 80 psi in 7 days, o Air Content = 4.5 to 7.5 percent o Temperature: = 50 to 90 degrees F

• Portland cement shall comply with ASTM C150, Type II or Blended hydraulic cement shall comply with ASTM C595, Type IP.

• Water shall comply with ASTM C1602, including optional requirements of Table 2.

• Coarse aggregate materials shall comply with ASTM C33 with a maximum particle size of ¾-inch

• Soil producing a color darker that the standard color when tested in accordance with

ASTM C40 is not allowed. Gradation passing U.S. Standard No. 200 sieve by weight a maximum 30 percent and U.S. Standard No. 100 sieve by weight a maximum 50 percent and non-plastic or low plasticity is provided.

• Admixtures for air-entraining shall comply with ASTM C260.

• Batching, Mixing, and Transporting shall meet the following:

o Batch Plant: NRMCA certified o Manufacture/Deliver: ASTM C94 and ACI 304R.

o Batch Ticket: ASTM C94 for every batch o Placement: Prevent appreciable segregation of ingredients and place within 90 minutes from introduction of cement to water or aggregates.

8. Pumping Truck Service with Operator

The successful vendor shall provide or sub-contract a concrete pumping truck and operator to perform the requirements as listed below:

• This construction project will consist of placing approximately 271 cubic yards of

CLSM (soil-cement slurry) around the CMP culvert embankments and up to 0.7* diameter of the CMP culverts. Once the appropriate amount of soil cement is placed then Reclamation will let this first pour cure to the appropriate strength. It is expected this placement will take one to three days depending on weather and work progress.

• In summary, the awardee of the material pumping services is expected to mobilize the pumping equipment and operator to the project sites two to six different days.

The materials being pumped will include CLSM having a strength of 40 to 80 psi and slump from 6 to 8 inches. The pumping equipment estimated boom distance shall range from 50 to 150 linear feet.

• Prior to site mobilization of pumping equipment, a meeting with the SFD and service provider shall occur to determine equipment needed for the given placement.

9. Delivery – Delivery shall be Monday through Thursday between 7:00 AM to 5:00 PM

MDT, except federal holidays. The Government will contact you forty-eight (48) hours prior to material delivery. The following persons are allowed to notify the supplier for required delivery time and location:

Bureau of Reclamation Representative: Brian Skornia, COR

2401 Sate Road 1, P.O. Box VV Socorro, NM 87801 Office No. (575) 835-1202 Mobile No. (505) 388-8324 Bskornia@usbr.gov

Bureau of Reclamation Representative: Joseph Otero, OGR

2401 State Road 1, P.O. Box VV Socorro, NM 87102 Office No. (575) 835-1202 Mobile No. (575) 517-5428 Jotero@usbr.gov

The Government requires these materials and concrete pumping truck with operator be delivered to a construction project located along Low Flow Conveyance Channel (LFCC) near Ft. Craig, New Mexico. To access this site exit Interstate 25 at the San Marcial, exit #125, ~40 miles south of Socorro located at Latitude 33°44’14.69” and Longitude 107°0’45.74”, then travel east. The delivery driver(s) would meet a Bureau of Reclamation heavy equipment operator at the annex yard location and follow them to the staging area to unload materials, staging area is located at Latitude 33°35’25.13” and Longitude 107°3’5.24”. This location is approximately 10 miles south of the annex yard on the East side of the Low Flow Conveyance Channel (the road will be maintained for transport travel but does consist of rocks and in some locations rough terrain).

An access map can be provided by requesting from the COR or OGR.

Period of Performance. - The Soil-Cement Slurry materials and Pumping Truck with Operator being supplied under these specifications shall be available from time of award through November 2022. Offeror shall coordinate delivery with Brian Skornia and/or Joseph Otero prior to delivery of the Soil-Cement Slurry and arrival of Pumping Truck and operator.
