STATEMENT OF WORK FOR
HAZARDOUS WASTE AND STORM WATER SAMPLING SERVICES AT
DOBBINS ARB, GEORGIA
SECTION I
GENERAL REQUIREMENTS
1.0 DESCRIPTION OF SERVICES. Contractor shall provide all labor, materials, equipment, transportation, and tools necessary to provide monthly, seasonal and on-call environmental sampling and analytical services for Dobbins Air Reserve Base (Dobbins ARB), Georgia, as coordinated by, and designated through, the Environmental Flight of the Mission Support Group, Base Civil Engineering Squadron (94MSG/CEV). Analytical services and collection methods shall be performed in accordance with applicable local, state, and Federal regulations. Services shall include, but are not limited to: sample collection, sample preservation, field sample collection records, sample transportation, chains-of custody, laboratory analyses, analysis reports, Quality Control reports, and consultation.
1.2 HOURS OF OPERATION. On-site work shall be accomplished on weekdays, Monday through Friday, between the hours of 8:00 A.M. and 4:00 P.M.
1.3 QUALIFICATIONS. The Contractor and any sub-contractors shall have all appropriate licenses and/or certifications necessary to perform the work prior to the bid date.
1.3.1. The Contractor shall be responsible for using qualified, trained and experienced employees to take the samples required. Contractor shall submit (reference submittal section 2.5.1.) copies of current qualifications and/or certifications for the employee(s) to be designated to take the samples on Dobbins
ARB.
1.3.2. The Contractor shall utilize analytical laboratories which are NELAC certified, and which shall be accredited/approved by Georgia IAW GA R&R, Rule 391-3-26.04, governing the type(s) of analyses performed. The designated laboratory to be used shall have all necessary State and Federal permits and/or licenses required to operate said laboratory facility. Contractor shall submit (reference submittal section 2.5.2.) copies of current laboratory certification, accreditation and license.
1.4. SECURITY. Dobbins ARB is a limited access federal facility. Entrance to the base is controlled and security is enforced. Some sampling sites are behind locked gates/fences, and will require the Contractor to be escorted by 94 MSG/CEV in order to access the sampling site.
1.4.1. The Contractor shall complete and submit security forms (Form 4) provided by the Contract Administrator to obtain appropriate access to Dobbins ARB for each Contractor employee to perform work under this service contract. Completed forms shall be submitted to the Contract Administrator within seven (7) days after award of this contract. Any changes in personnel or vehicles originally submitted and accepted by the government shall require revised security forms to be submitted at least seven (7) days prior to any service performance to ensure prompt access to the base work site.
1.4.2. Contractor employees shall keep their base access passes or badges on their person at all times while working on Dobbins ARB. Contractor vehicle passes shall be displayed in the window dashboard at all times while on the installation.
1.4.3. Dobbins ARB Security Forces reserves the right to check all personnel and vehicles entering or exiting the base or any on site facility. Compliance with all security requirements will minimize delay in gaining access to the work site. Any consequences of Contractor delay due to Contractor noncompliance with these security requirements shall be the responsibility of the Contractor.
1.5. FIRE PROTECTION. The Contractor shall take all necessary precautions to ensure all operations are performed in a fire-safe manner and that they are in compliance with all applicable local, state and federal codes and regulations. Should any medical or fire emergency arise during work while on Dobbins property, the Contractor shall immediately contact the Dobbins ARB Fire Department at (678) 655-3117.
1.6 SAFETY. All work shall be accomplished by Contractor employees in accordance with OSHA 29 CFR 1910, OSHA 29 CFR 1926, and applicable AFOSH Standards. Additionally, the Contractor shall conform to any safety requirements and/or restrictions as identified by the Base Safety Officer at any time, along with the installation COVID-19 protocols.
1.7 DEFINITIONS. The following definitions apply to this Statement of Work.

SECTION 2
TECHNICAL SPECIFICATIONS
GENERAL. The Contractor shall furnish all labor, supplies, transportation, equipment, materials, and office support necessary to collect, analyze, and report findings for industrial waste water, storm water, facility materials, and industrial waste from Dobbins ARB, GA. Routine storm water sampling is needed to meet permit conditions, and is based upon precipitation events. Industrial waste characterization sampling will occur as needed. Industrial wastes may be hazardous or non-hazardous, and shall include, but not be limited to: aircraft paint solids and liquids, aircraft maintenance fluids and paints, vehicle maintenance solids and liquids, off-spec fuels, washrack sludge, facility maintenance solids and liquids;
and other industrial wastes. Sampling may also be required to characterize soils, oil/water separator sludge, petroleum-contact water, storm drain sludge, or sewage sludge.
2.1. SAMPLING LOCATIONS. All samples shall be performed within the fenced boundary of Air Force property known as Dobbins Air Reserve Base, in Marietta, Cobb County, GA, except in the cases where storm water sampling needs to take place off base.
2.1.1. STORM WATER SAMPLING POINTS. Storm water sampling shall be accomplished at seven
(7) sampling points (Outfalls 1, 3, 4, 5, 6, 7, and 8) located throughout the base storm water collection system, drainage canals, swales and trenches. These sampling points are shown in Attachment 1. Steep slopes and uneven terrain are common within the storm water system. Potential encounters with small wild animals shall be anticipated, including but not limited to, poisonous snakes, feral dogs and cats, and coyotes, which have been observed at some of the more remote sites.
2.1.2. OTHER SAMPLING POINTS. Waste characterization samples shall generally be taken from waste containers located at Building 748 (Hazardous Waste Storage Facility). Sampling may also occur at oil/water separators, sewer manholes, facility floors and structural members, and storm drains.
Government personnel will assist the contractor in locating areas or facilities where waste samples are requested to be taken when the sampling is scheduled.
2.2 SCHEDULING SAMPLING EVENTS
2.2.1. Following the terms and conditions in the 2022 GAR050000 Georgia Environmental Protection Division Industrial Storm Water Permit, the Contractor is responsible for scheduling quarterly storm water sampling based upon anticipated precipitation events. Quarterly storm water sampling shall be conducted during the first qualifying rainfall event of each calendar quarter (CQ). CQ1: January through March, CQ2: April through June, CQ3: July through September, and CQ4: October through December. A “qualifying event” is a rainfall event that results in precipitation greater than 0.1 inches of rain which occurs at least 72 hours after the previously qualifying rainfall event. Contractor shall review available meteorological forecasts, advisories and notices every business day and determine in advance if an attempt to collect storm water samples will be made that day. Contractor shall document any lack of sampling performed during a quarter, due to lack of precipitation meeting the qualifying event criteria.
2.2.1.1. Samples shall be taken within the first 60 minutes of time at which runoff discharge begins during a qualifying rainfall event, or as soon as practical thereafter, as long as the runoff discharge continues, during normal business hours for Dobbins ARB.
2.2.1.2. The Contractor is responsible for: anticipating the need to attempt sampling as effectively as possible; the protection of their employees during severe weather; and the minimization of repeated trips to Dobbins ARB.
2.2.2. All sampling events shall be coordinated and scheduled with 94 MSG/CEV.
2.3 EQUIPMENT
2.3.1. All sampling equipment shall be free from contaminants (properly decontaminated) prior to entering Dobbins ARB. All equipment decontamination shall be accomplished prior to entering Dobbins ARB; no chemicals shall be brought onto Dobbins ARB except for those inside prepared sample containers.
2.3.2. Fecal coliform sampling containers shall be sterile and shall be preserved prior to entering Dobbins, as required by specific analytical procedures.
2.3.3. The Contractor shall ensure that only appropriate containers as specified and/or supplied by the laboratory are used. Subsequent to sampling, proper sample preservation methods shall be employed during the transportation of the collected samples to the laboratory. Expenses incurred by the Contractor to perform resampling as a result of unsatisfactory sampling procedures, contaminated equipment or equipment failure shall not be reimbursed by the Government.
2.4. SAMPLING AND ANALYSES. An estimated quantity of samples by type (storm water, hazardous waste) is provided in Attachment 2 of this document. Samples shall be collected, transported and delivered to the laboratory within the prescribed holding time of the most time-sensitive parameter, and shall be accompanied by an appropriately completed Chains of Custody documents. Sample analyses shall be performed IAW US EPA and State of Georgia requirements. Analytical results and supporting documentation shall be reported as indicated in Section 2.5 Submittals.
2.4.1. Storm Water
2.4.1.1. MOBILIZATION. One (1) storm water event per calendar year quarter (CQ), is required to be sampled by the Contractor; four (4) events per calendar year. The Contractor shall monitor National Weather Service (NWS) weather reports daily for potential rainfall events that may occur around Dobbins ARB to determine if a qualifying rainfall is likely to occur or is occurring, requiring mobilization and capture of storm water samples. This is a determining criterion for mobilization to sample storm water outfalls. The Contractor shall notify 94 MSG/CEV by phone or email at the time they anticipate an attempt to perform storm water sampling.
2.4.1.2 FIELD OBSERVATIONS. Visual field observations shall be made at each of the seven (7) outfalls during every sample collection event. At a minimum, documentation of the visual assessment must include:
Sample location(s);
Rainfall event including the amount of precipitation, the duration of the event, and the date and time of the previous rain event.
Sample collection date and time, and visual assessment date and time for each sample;
The name(s) and signature(s) of the inspector(s) collecting the sample and performing the visual assessment;
Nature of the discharge (i.e., runoff or snowmelt);
Results of observations of the stormwater discharge describing the relative quality, quantity, or degree of each characteristic listed in Part 4.2.1 of the Permit, as applicable;
Probable sources of any observed stormwater contamination; and If applicable, why it was not possible to take samples within the first 30 minutes
All observations made during a sampling event shall be documented and submitted in the Storm Water Field Observation report (reference submittal 2.5.6.). Collection and documentation of the following field parameters is required at each outfall:
Sample location (outfall number with lat/long in decimal degrees).
Date/time sampled Color Odor Turbidity Floating debris Settled Solids Suspended solids Foam or scum Oil sheen Other obvious indicators of storm water pollution Additional observations are to be included at the Contractor’s discretion
2.4.1.3. SAMPLING PARAMETERS. Grab samples shall be obtained from each of the seven (7) outfalls. The Contractor shall plan in advance the order in which samples will be obtained to ensure that applicable analytical holding times are met for ALL parameters sampled. To the extent practicable, the Contractor shall ensure that the same employee assigned to collect samples on Dobbins ARB is available to conduct the visual monitoring and sampling for every sampling event throughout the term of this contract to ensure the greatest degree of consistency possible when recording observations. Samples must be analyzed consistent with 40 CFR Part 136 analytical methods. Storm water samples shall be prepared for analysis of the following parameters:
Total Chemical Oxygen Demand (mg/L) PAHs (16 individual priority pollutants as listed in permit GAR050000) pH (s.u.)
Total Oil & Grease (mg/L) (EPA method 1664) Total Suspended Solids (mg/L) Fecal coliform for outfalls that discharge to Rottonwood Creek (impaired water)
2.4.1.4. FIELD BLANKS. The Contractor shall prepare a field blank sample consisting of distilled water in appropriate sample containers for each parameter sampled during the sampling event. The blank shall be prepared in the field under the sampling conditions prevailing during the sampling event. The blank shall be identified with a unique sample number for quality control of sampling equipment and containers.
The blank results shall be reported in the Analytical Report.
2.4.1.5. DUPLICATE SAMPLES for OUTFALLS 3, 4 and 5. The Contractor shall collect a duplicate set of samples during each sampling event from sampling points Outfall 3, 4, or 5. The duplicate samples shall be identified under a unique sample number for quality control of sample collection. The duplicate results shall be reported in the Analytical Report.
2.4.1.6. ANALYTICAL RESULTS REPORTING FOR STORM WATER SAMPLING EVENTS
2.4.1.6.1. Contractor shall produce and submit a quarterly Storm Water Analytical Report (reference submittal 2.5.7.2.) for all storm water samples taken within one calendar quarter, which shall include: the analytical results; the Chain-of-Custody logs; the QC results; the blank results; the duplicate results; the results for any follow-on resampling performed during the quarter. This report shall be submitted within seven (7) days of the end of each quarter.
2.4.1.6.2. If no qualifying rainfall event occurs during a calendar quarter, the Contractor shall submit a Statement of No Qualifying Rainfall Event, stating that sampling could not be performed due to the lack of qualifying rainfall events during that quarter. Contractor shall substantiate this Statement with supporting documentation from the NWS or other recognized meteorological records used for that quarter. This Statement shall be submitted within seven (7) days following the end of the quarter.
2.4.2 Waste Characterization
2.4.2.1 Waste characterization samples are not recurring and shall only be scheduled upon request.
Contractor shall coordinate a date and time with 94 MSG/CEV to collect any waste samples after receiving a request for sampling. Waste characterization is generally single phase of known substance.
Contractor shall submit via email to 94 MSG/CEV the analytical results of waste samples within 48 hours of receiving the results from the laboratory (reference 2.5.9.). Turn-around time for waste analyses is expected to be less than five (5) days. Waste characterization may not require all of the parameters listed below, and generally only requires TCLP metals and flash point; however, the Contractor shall be prepared to sample for all of the following characterizations:
Corrosivity [pH meter using Method 9040C of EPA SW-846] Flash Point [Pensky Martens Closed Cup using ASTM Standard D 93-79 or D 93-80, or a
Setaflash Closed Cup Tester using ASTM Standard D 3278-78]
Toxicity [TCLP Test Method 1311, for: Arsenic, Barium, Benzene, Cadmium, Carbon tetrachloride, chlordane, chlorobenzene, chloroform, chromium, o-cresol, m-cresol, p-cresol, total cresol (if o-, m-, and p-cresols cannot be differentiated), 2,4-D, 1,4-Dichlorobenzene, 1,2- Dichloroethane, 1,1-Dichloroethylene, 2,4-Dinitrotoluene, Endrin, Heptachlor, Hexachlorobenzene, Hexachlorobutadiene, hexachloroethane, Lead, lindane, mercury, methoxychlor, methyl ethyl ketone, nitrobenzene, pentachlorophenol, pyridine, selenium, silver, tetrachloroethylene, toxaphene, trichloroethylene, vinyl chloride, 2,4,5-trichlorophenol, 2,4,6-trichlorophenol, 2,4,5-TP (Silvex).]
RCRA Metals [EPA Method 6010D for metals with the exception of waste antifreeze, which requires Method 6020, and EPA Method 7470A for Mercury
TCLP Volatiles [EPA Method 8260D] TCLP Semi-Volatiles [EPA Method 8270D] Reactivity [methods to detect properties which will meet 40CFR261.23]
2.4.2.3. The Contractor will maintain a Quality Assurance plan specifying the numbers, types, and frequency of quality assurance measures employed during this contract. Quality assurance methods include, for example: field duplicates, field and/or laboratory blanks, spiked samples, duplicate samples.
Some program sampling protocols specify random sampling methodology. The Contractor shall employ these methods when requested by CEV to collect samples governed by those methods.
2.4.2.4. ANALYTICAL RESULTS REPORTING FOR WASTE SAMPLING EVENTS. The Contractor shall submit analytical reports for all waste analyses performed.
2.4.2.4.1. Contractor shall submit via email the initial analytical results of waste samples to 94 MSG/CEV within 48 hours of receipt.
2.4.2.4.2. Contractor shall produce and submit a quarterly analytical report, including: the Chain-of- Custody logs, the QA/QC results, the blank results, the duplicate results taken, and any follow-on resampling results, for all waste samples taken within one calendar quarter. This report shall be submitted within seven (7) days following the end of the quarter.
2.4.2.4.3. If no waste samples are taken during a quarter, no quarterly analytical report is necessary to be submitted.
2.4.3 Laboratory.
2.4.3.1 The Contractor shall arrange for analyses, and deliver the samples to, a Georgia certified laboratory IAW GA R&R, Rule 391-3-26-.04 Approval and Rule 391-3-26-.05 Procedures. The Contractor shall ensure the laboratories selected for use maintain current accreditation under NELAC during the performance period of this contract. Samples shall be analyzed using federally approved and/or state-approved methodologies. The laboratories providing analytical services must be NELAC certified and hold any other current certification(s) recognized by the GAEPD for all analyses to be performed under this contract. The Contractor shall submit proof of certification (reference submittal 2.5.2.) before any work under this contract is permitted. The Contractor's laboratory(s) must be able to achieve the minimum detection limits (MDL) for all contaminants. Any published revisions of MDLs during the time period of this contract must be adhered to.
2.4.3.2. Samples shall be collected by qualified, certified sampling personnel. Contractor shall submit current qualification documentation for persons designated to take samples on Dobbins when submitting the bid proposal. Due to Dobbins ARB security requirements, the Contractor shall make every effort to use the same employee for each event, as practical, and complete the Visitors form (Form 4) and follow all current COVID protocols for the installation. Samples shall be collected and preserved IAW federal and/or state approved methodology. Samples will be stored, packaged and shipped in accordance with instructions provided by the laboratory. All shipping and transportation arrangements and costs for shipping of samples shall be the responsibility of the Contractor. All sampling personnel shall initiate a chain of custody log, which shall be completed by the laboratory and submitted with the analytical report.
2.4.3.2. Contractor shall ensure sample delivery or shipments of samples shall arrive at the laboratory within specified holding times appropriate for the analyses required. The holding times for each analytical method shall not be exceeded.
2.4.3.3. Samples received at the laboratory which exceed their holding time, or are otherwise unable to be analyzed in accordance with the specified standards for reasons due to poor sampling technique, damage during transport or contamination, shall be retaken by the Contractor at the Contractor’s expense.
2.4.3.4 Pricing for the sampling shall include the following costs, as appropriate to the sampling requested:
2.4.3.4.1 Labor costs associated with sample collection, packaging, documentation, and chain-of-custody;
2.4.3.4.2 Travel costs associated with collection and shipment of the samples to the laboratory; and
2.4.3.4.3 Preparation and submission of one (1) hard copy of each analytical report and one electronic copy of each analytical report.
2.5 SUBMITTALS
2.5.1. Sampling Employee Qualifications Contractor shall submit legible copies of current certifications and/or licenses for sampling personnel, designated by the Contractor to perform the sample collection work required within this contract, with bid proposal for government review.
2.5.2. Laboratory Qualifications Contractor shall submit legible copies of current certifications and/or licenses for all accredited NELAC laboratories to be utilized by the Contractor with bid proposal for government review.
2.5.3. Secure Access Forms (reference section 1.4.1.). Contractor shall submit completed security forms provided by Contract Administrator (Form 4) within seven (7) days after award of this contract. Any changes in personnel or vehicles originally submitted and accepted by the government shall require revised security forms to be submitted at least seven (7) days prior to any service performance to ensure prompt access to the base work site.
2.5.4. Equipment List (reference section 2.3.1.). Contractor shall submit their list of equipment to be used to conduct the sampling activities with bid proposal for government review.
2.5.5. Sampling Attempt Determinations The Contractor shall document justification for not attempting sampling, as well as their attempts to sample, mainly using daily weather observations showing no precipitation in the area. This documentation shall be included in the Storm Water Analytical Report as supporting documentation for justification for not taking samples during any quarter where no storm water sampling occurred.
2.5.6. Storm Water Field Observation Report. Contractor shall document observations made during storm water sampling events (reference section 2.4.1.2.) and submit them with the Analytical Report (reference section 2.5.7.2.).
2.5.7 Storm Water Analytical reports shall be submitted to 94 MSG/CEV at the end of each quarter where in at least one sampling event occurred. Analytical reports shall be in electronic format, adobe (pdf). Signed hard copy documents (i.e. chain of custody logs) shall be scanned as adobe (pdf) files as well.
2.5.7.1. Initial results shall be emailed to 94 MSG/CEV with Field Observations within 7 days of receipt.
2.5.7.2. Storm Water Analytical Report. This report shall include: the Chain-of-Custody logs for each sampling event, the QA/QC results for each sampling event, the blank results for each sampling event, the duplicate results for each sampling event, any follow-on re-sampling results, and the Field Observations Report for all samples taken within one calendar quarter.
2.5.8. Report of No Qualifying Rainfall Event. In the event that no qualifying rainfall event occurs during a calendar quarter, the Contractor shall submit a Statement of No Qualifying Rainfall Event stating that sampling could not be performed due to the lack of qualifying rainfall events during that quarter.
Contractor shall substantiate this report with supporting documentation from the NWS or other recognized meteorological records used for that quarter. This Statement shall be submitted within seven
(7) days following the end of the quarter.
2.5.9. Waste Characterization Analyses Results. Contractor shall submit via email to 94 MSG/CEV the analytical results of waste samples within 48 hours of receiving the results from the laboratory. Turn-around time for waste analyses is expected to be less than five (5) days. Analytical reports shall be in electronic format, adobe (pdf). Signed hard copy documents (i.e. chain of custody logs) shall be scanned as adobe (pdf) files as well.
