STATEMENT OF WORK

National Oceanic and Atmospheric Administration (NOAA)/ National Environmental Satellite, Data and Information Service (NESDIS)/ Office of Satellite and Product Operations (OSPO)

Wallops Command and Data Acquisition Station (WCDAS) Landscaping Services

1. Background

The Wallops Command and Data Acquisition Station, herein referred to as the “Station”, is a tenant partner of NASA Wallops Flight Facility (WFF). The Station’s mission is to provide ground systems support to the National Environmental Satellite, Data and Information Service (NESDIS). The Station commands and receives data from the nation’s environmental satellites including Polar Orbiting Environmental Satellites (POES), and the Geosynchronous Orbiting Environmental Satellites (GOES) to promote, protect, and enhance the Nation’s economy, security, environment, and quality of life.

The Station is located within Wallops Neck, on the mainland of Virginia’s Eastern Shore, in northern Accomack County. The facility is located on the south bank of Little Mosquito Creek, at the northeast corner of NASA’s WFF and located immediately west of Chincoteague Island, north of State Route 175.

The physical address is 35663 Chincoteague Road, Wallops Island, VA.

The facilities and grounds maintenance support services are necessary not only to maintain the aesthetic appearance of the Station’s property, but also to ensure a safe operating environment for our employees, contractors, and visitors.

2. Scope

The Contractor shall provide landscaping services to include grass cutting, trimming, weed pulling and remediation at the Wallops Command and Data Acquisition Station.

3. Tasks

The Contractor and Contractor’s employees and subcontractors must comply with the GSA’s Rules and Regulations Governing Public Buildings and Grounds (as posted in the building) and must promptly report violations by employees, or as otherwise observed, to the Contracting Officer’s Representative (COR) or security personnel.

The operation and maintenance activities specified under this contract shall comply with the Federal Property Management Regulation 101-20 (Management of Buildings and Grounds), and the Safety and Environmental Management Handbook PBS P 5900.2C.

3.1 Landscaping

The Contractor shall provide all labor, equipment, materials and supplies necessary to accomplish grounds maintenance. This is not exempt to mobile equipment including mowers, which shall be provided by the Contractor. Grounds maintenance shall be performed in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.

The Contractor shall provide grounds maintenance services no later than the third business day after the Government has requested services.

3.1.1 Grass Cutting and Weed Trimming:

The Contractor shall provide 20 annual visits at the discretion of the Government.

This component includes weeding the flowerbeds and trimming the crape myrtles and other plantings within the flowerbeds in front of the Operations Building when needed, as well as spraying for weeds and grass growing through cracks in sidewalks, roadways, and other concrete and asphalt pads throughout the Station.

The hedges and other plantings in the flower beds need to be kept neatly trimmed and are to be kept from growing too close to the building or getting too tall under the overhang of the building. Clippings shall be blown off the roads, parking lots, and sidewalks.

All efforts shall be taken to avoid damage to obstacles such as cable vaults when mowing or trimming. Many cable vaults are made of a composite material that can be easily damaged by a mowing deck.

The grass shall be cut as low as possible without the mower deck scrapping or damaging the ground. All efforts shall be taken to avoid “skinning” the grass or cutting it too low thus creating an area of dead grass and exposed soil as this may cause erosion problems. This height will vary depending upon the terrain of the area being cut.

All areas shall be cleared of trash, debris, and other discarded material each time the native grasses, weeds, etc. are cut.

Weed Control: The Contractor shall limit weed control to noxious or invasive.

Mow: The Contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance at all times. Maintain grass height between 3- and 5-inches uniform in appearance, free of skips, gaps, rutting, or scalping. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The Contractor shall remove or mulch grass clippings when visible after mowing, before leaving the work area.

Edge: The Contractor shall edge improved grounds for appearance and as necessary for infrastructure protection, e.g. prevent infiltration of grates, equipment. This includes edge sidewalks, driveways, street edges, curbs, and other hard surfaces located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs, and other hard surfaces. Grass, vegetation, and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.

Trim: The Contractor shall trim improved grounds for appearance and as necessary for infrastructure protection, e.g. to prevent infiltration of manholes, grates, equipment, etc. Trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The Contractor shall remove or mulch grass clippings when visible after trimming, before leaving the work area.

3.1.2 Perimeter Fence Grass Cutting and Trimming

The Contractor shall provide 10 annual visits at the discretion of the Government.

The Contractor shall provide for all grass cutting and fence-line weed trimming outside of the fence where identified, mow an area 20 feet wide along the fence line and trim weeds along the fence line. In some instances, trees or other obstacles may prevent mowing 20 feet from the fence, in which case the 20 feet requirement will be reduced.

Brush Cutting: Other roads outside the central campus provide seasonal access to more remote parts of the station. Grading, brush cutting, and culvert clearing are routine summer activities for road maintenance.

The Contractor shall maintain surface drainage ditches and culverts to be free of shrubs, trees, silt, and trash; to prevent erosion and ensure continuous flow of water.

The Contractor shall maintain any vegetative growth along both sides of the fence. The overall appearance of the grounds shall be maintained in an aesthetically appealing manner.

3.1.3 Remove Debris/Police Grounds

The Contractor shall perform general litter patrol in all areas of improved grounds and additional areas as required for operational safety, and anti-Terrorism/Force Protection (AT/FP). Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, etc.), and man-made debris. The Contractor shall police areas to maintain a neat and professional appearance.

All areas including lawn, grounds, planted areas, sidewalks, hard surfaces, parking areas, garages, docks, platforms, driveways, ramps, lanes, etc. shall be clean of gum, litter, debris, paper, trash, and other discarded material.

The outside portions of the building that are to be policed by the Contractor include the parking lot, ramps, sidewalks, exterior grounds, driveways, guard booths, moats, areaways, and loading docks, and handicapped access.

3.1.4 Leaf Removal: The Contractor shall remove leaves in improved grounds to maintain a neat and professional appearance as required to prevent drainage and lawn disease problems.

4. Hours of Operation

All work shall normally be performed during the hours of:

0800-1630, Monday thru Friday, excluding Federal Holidays.

Any work outside normal hours requires prior approval of the designated COR.

5. Designation of Authority

During off-hours, 16:30 to 08:00, the Designated Official will be the Operations Supervisor.

During normal business hours, 08:00 to 16:30, the Authorized Official will be from the (Support Branch Chief) and/or the (Facilities Maintenance Supervisor). Contact information for these parties will be provided to the Contractor following award.

At award, the successful offeror shall provide a point of contact (POC) who has authority to respond to Station requests for these services in a timely manner.

6. Security Background Investigative Requirements

The Contractor shall submit the names (First, Middle, and Last Name) and nationalities of all employees serving under this SOW. The list of names shall be submitted within 30 days after the contract is awarded. Successful offeror shall submit any changes in personnel accessing the facilities no later than 48 hours prior to the start of work.

7. Safety and Health

The Contractor shall provide for the safety and health of their employees and all PPE.

The Contractor, and employees thereof, shall comply with all Station safety policies as provided by the Authorized Official.

The Contractor, and employees thereof, shall read and understand the Station visitor/contractor policy.

8. Deviations

Contractor must have approval of the Contracting Officer before any changes are implemented into the requirement.

9. Liability

Contractor shall be fully liable for the conduct of their employees during the performance of this agreement.

When cutting grass or other activities that may stir up dust or projectile debris, the Contractor and employees thereof shall take all measures necessary to avoid damage to surrounding properties of both the Government and its employees or visitors.

The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this agreement or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damaged property, the Station may have the necessary work performed and charge the cost to the Contractor.

10. Interference to Antenna Systems via Radio Frequency Interference (RFI)/EMI

All equipment used by the Groundskeeping Contractor when working within the antenna field shall be of diesel combustion as the electronic ignition systems on gasoline engines interferes with the antenna operations. Some gasoline powered/other equipment may generate RFI. That equipment shall not be used at or near the antennas.

Only diesel and gasoline powered equipment that is properly shielded and has been proven to not interfere may be allowed in the antenna field. RFI Shielding of a gasoline engine’s ignition system can often be accomplished by the installation of a resistance spark plug. However, most modern engines have plastic/unshielded ignition coils, plug wires, etc. 3M and other manufacturers sell a conductive foil tape product that can be used to shield plastic or otherwise unshielded engine components.

In the event that a piece of equipment is found to be adversely affecting Station Operations, the Authorized Official and/or Designated Official may call a work stoppage. In which case the Contractor will be required to stop using that piece of equipment within the antenna field and shall find an alternate means of completing the task without additional cost to the Government.
