Statement of Work (SOW) Paleontological Survey for Proposed Trails

North Fruita Desert Special Recreation Management Area

This Statement of Work (SOW) describes requirements for linear paleontological resource surveys along the alignments of approximately 32 miles of trails and trail modifications proposed in the Trails Master Plan for the North Fruita Desert Special Recreation Management Area.

DESCRIPTION OF SERVICES

The Contractor shall:

• Conduct a Paleontology Resources Inventory and report satisfactory to BLM GJFO staff, and meeting the requirements of the Paleontology Resources Protection Act of 2009 (as amended), the National Environmental Policy Act of 1969, and other applicable laws.

• Conduct a pre-field meeting and literature review with BLM GJFO Recreation program staff and/or paleontologist.

• Conduct pedestrian field surveys of the proposed trail alignments provided by the BLM GJFO as GIS shapefiles and shown on the attached map. The corridor width for the survey will be approximately 60 meters (200 feet - 100 feet in each direction from the centerline of the proposed trail alignment). The proposed routes are not flagged or otherwise marked on the ground.

• Reevaluate any newly-discovered localities and, if necessary based on the results of the inventory, writing complete management recommendations and mitigation measures for resources at risk of damage or destruction by trail construction and/or use.

• Complete and submit a written Paleontology Resource Inventory Report, associated digital documentation (PDFs and shapefiles), and, if the results of the inventory are positive, paleontology locality forms.

• Complete the contracted services on or before August 15, 2021

QUALITY ASSURANCE PLAN

The Government will consider the work acceptable when the contracted services meet the standards illustrated in the “Description of Services” section above. If the work does not meet these requirements, then the contractor will be notified to take corrective action. Payments for services will be made according to these requirements.

PAYMENT OF SERVICES

The vendor will submit proper invoices for services performed; the government will make payments for actual services performed that meet performance requirements illustrated under the “Description of Services.”

PERIOD OF PERFORMANCE

The period of performance will be from 07/01/2021 to 08/15/2021.
