2022 Well Maintenance
Statement of Work
Project Objectives The project is to maintain five water wells in the North Park area to provide upland water to livestock and wildlife. The proposal consists of converting two wells to solar power and descaling three wells to remove iron deposits, and replacing the submersible pump on one well.
1. Solar Conversion:
The project would remove two old, dilapidated windmills and replace them with solar panels to provide water to livestock and wildlife. The current systems are archaic and are increasingly hard to keep in working order due to the sheer age of the structures and difficulty in finding replacement parts. These structures also create perches for raptors and ravens to prey on Sage-grouse.
The solar panel set up is powered by solar energy and the energy can be stored in a battery to provide continuous power to the pump when solar energy is not available. This system is more reliable and lower to the ground; removing the perching ability for raptors and ravens.
Project Location Two wells are scheduled to be converted to solar, located west of Walden, Colorado. The legal locations of the wells are:
T. 8 N R. 80W Sec. 3, SWSW. (Case Flats Well, Project 4629)- pump set @ 12 feet T. 9N R. 80W Sec. 33, SESE. (Horn Well, Project 4537) – pump set @ 110 feet
Description of the Work Remove the windmill towers and replace them with submersible pumps and solar panels and all necessary hardware to make the new system operational.
Once the windmill is removed the contractor will cut the tower and fans making them inoperable.
2. Water Well Rehabilitation:
The water wells are developed in the Coalmont formation, which is very high in iron. Iron deposits tend to seal off the well screens and perforations, reducing well yields. The BLM has had wells treated in the past, restoring well production. Another problem with iron can be contamination with iron bacteria colonies, fouling the well screens. The allotment permittee had the wells inspected, and the wells’ lack of production was due to the casing condition. Depending on if there are deposits or bacteria, chemical and/or physical methods would be used to clean the well screen and casing.
| Project Locations: The wells proposed for descaling include: |
| T. 9 N., R. 80 W., Sec. 33 SESE (Horn Well, Project 4537) Total depth: 118 feet |
T. 9 N., R. 80 W., Sec. 27 NWSW (Flinnau #2, Project 3826) Total depth: 100 feet T. 9 N., R. 80W., Sec. 26 NWSW (Fenian Well, Project #7073) Total depth: 80 feet
3. Installation of New Submersible Pump The BLM had the Soap Creek Well (Project #4278) drilled and developed in 2006 for livestock and wildlife water. The well has a submersible pump and solar panel. The well is no longer pumping water. Colorado Parks and Wildlife pulled the pump and found that the solar panel is delivering power to the pump. It is unknown if the pump’s pressure switch needs replacing or the entire pump.
Project Location: Soap Creek Well is located south of Walden. The legal location of the well:
T. 7 N., R. 79 W., Sec. 33 SESW, total depth 180 feet, pump set at 165 feet.
Scope of Work:
The contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the work required.
Access All locations can be accessed by maintained county roads and existing two tracks.
Project Inspector Name Tifany Rubalcaba Title Wildlife biologist Office (970) 200-4606
Environmental Considerations Surface Conditions - Crew carriers (vehicles) shall not be operated when the road is muddy or if on site moisture (rain/snow/hail/etc.) events exceed 0.25 inch in 1 hour or .75" in 24 hours, the PI may require a halt to traffic until the roads dry enough (or freeze) so that damage by vehicles does not occur. When/if such conditions are encountered, the Contractor shall stop work and immediately notify the PI.
Any damage to roads caused by the contractor will be repaired by the contractor to the satisfaction of the COR.
Contractor shall clean-up all generated liter and dispose of it at an approved sanitary landfill or other location and in a manner approved by the CO/COR.
Protection Range Improvement Project Markers will not be moved or destroyed. If destruction or removal by the contractor occurs, the markers will be replaced by the BLM and the actual cost of replacement will be deducted from the final payment to the contractor.
Cultural Discoveries If in connection with operations under this contract the Contractor, his subcontractors, or the employees of any of them, discovers, encounters, or becomes aware of any objects or sites of cultural value on the contract area such as historical or prehistorical ruins, human remains, graves or grave markers, fossils, or artifacts, the Contractor shall immediately suspend all operations in the vicinity of the cultural value and shall notify the COR of the findings. Operations may resume at the discovery site upon receipt of written instructions and authorization by the COR.
Inspections The BLM will make inspections to ensure the projects are installed and are functional.
Acceptance and Payment Work will be accepted or rejected on an individual project basis.
If inspections detect unsatisfactory work, the Contracting Officer will notify the Contractor in writing to improve the quality of work and correct any problems with work already completed. If the quality of work is not raised or corrected, the Contracting Officer will issue a suspend work order to resolve the problem.
Payment will be based on inspection results and will be made based on completed projects and conversions from wind power to solar power.
