About this file
This is a Statement of Work (SOW) for the procurement of a pin well detector system by the National Institute of Standards and Technology (NIST), Physical Measurement Laboratory, Ionizing Radiation Division. NIST seeks to acquire one complete turnkey Mirion Technologies pin well detector system (brand name only) to expand its capabilities for 4-pi gamma-ray measurements and enable primary standardization of radionuclides that decay by electron capture. The system must include a 3-inch diameter by 3-inch thick NaI(Tl) detector integrated with a photo-multiplier tube (PMT), high-voltage supply, preamplifiers, cabling, a 32,000-channel digital signal processor-based multi-channel analyzer (MCA), a backup MCA unit, and comprehensive data acquisition and analysis software qualified on Windows 10 and 11 with perpetual licensing. The software must include spectroscopy suite capabilities with background subtraction, efficiency calibration, nuclide identification with intensity correction, cascade summing correction, and batch programming support, with the ability to export data as delimited text ASCII or Excel files.
Delivery is F.O.B. Destination to NIST in Gaithersburg, Maryland within 120 days of contract award. All items must be new, unused, and in original manufacturer packaging with complete documentation. The contractor must provide technical drawings in PDF format and is responsible for all shipping costs and risk of loss until delivery. The Government reserves the right to conduct performance tests within 30 business days of delivery using NIST-prepared radioactive sources to verify system operation, dead-time correction, and data acquisition functionality. Payment is 100 percent upon installation and acceptance of the fully installed system following successful completion of testing requirements, with Net 30-day payment terms in arrears. The contractor must provide a minimum one-year warranty on the entire system, and NIST retains the right to reject equipment for defects or nonconformance at any time prior to acceptance, with the contractor responsible for repair or replacement at no cost to the Government.

STATEMENT OF WORK
Pin Well Detector and Electronics
I. BACKGROUND INFORMATION
The NIST, Physical Measurement Laboratory, Ionizing Radiation Division, Radioactivity Group maintains the national standard for radioactivity. The purchase of equipment capable of making 4π gamma-ray measurements provides an alternative method for primary standardization of certain difficult-to-measure radionuclides that decay by electron capture. Electron capture (EC) is a type of radioactive decay that does not produce high-energy beta- or alpha- particles, which are generally easy to detect and count with high efficiency. Instead, the radiations associated with EC are low-energy X rays, medium-energy gamma rays, and/or Auger electrons, which are harder to quantify with the methods currently used by the Radioactivity Group. The Radioactivity Group seeks to acquire a new pin-well detector to complement the existing suite of instruments currently in use in its laboratories.
Purpose/Objective: The Radioactivity Group seeks to acquire a new Pin Well Detector to complement the existing suite of instruments in its laboratories and extend its capabilities for 4π gamma-ray measurements, providing an alternate method for the primary standardization of certain difficult-to-measure radionuclides that decay by electron capture. This will enable us to expand our SRM catalog to include several EC nuclides used as radiotracers in medical and environmental research, as well as calibration sources for photon detectors.
