Commercial & Scientific Diving Services for the Narragansett Bay Test Facility (NBTF) Statement of Work

1.0 Background

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Narragansett Bay Test Facility (NBTF) supports Research, Development, Test, and Evaluation (RDT&E) in advanced underwater weapons, SONAR systems, Unmanned Underwater Vehicles (UUVs), launchers, and various oceanographic equipment. NBTF operates undersea ranges in Narragansett Bay and Rhode Island Sound. As part of these RDT&E efforts, NBTF is frequently requested, by the various NUWCDIVNPT technical departments, product lines, and outside agencies, to provide diving support in various capacities. The commercial diving services to be performed under this contract will be provided in support of the Code 7022 Narragansett Bay Test Facility (NBTF) Service Cost Center and available for all NUWCDIVNPT departments as coordinated by Code 7022. The services performed in this procurement can't be attributed to a specific sponsor and are required for the general operation and customer support of the SCC.

2.0 Scope

The contractor shall provide diving services as defined in this Statement of Work (SOW). These diving services shall include search and recovery of items on the sea floor; underwater photography (still and video); cable installation, removal, and inspection; underwater ship’s husbandry; installation, inspection, and repair of mooring and anchoring systems; and other underwater work as required. It is important to note that due to fluctuations of test event schedules and workloads, this tasking will be supported as required on a part-time or on-call basis. A vendor representative is expected to be present at each weekly NBTF Range Operations coordination meeting or to have previously coordinated with the NBTF Operations Manager to ensure understanding of where and when their services may be required for that week and potentially several weeks out. On-call notification of required support will be given at least 24 hours prior to events and notification of event cancellation can be as little as one hour.

4.0 Requirements

4.1 COORDINATION MEETINGS

4.1.1 Unless otherwise coordinated through the technical point of contact (TPOC) and NBTF Operations Manager, the contractor shall have an authorized person attend the weekly scheduled NBTF Range Operations coordination meeting. This meeting is typically scheduled in the morning of the first day of the work week. Any in-water activity required of or by the contractor will be coordinated with the NBTF Operations Manager at this meeting.

4.2 SHORT DURATION DIVING SUPPORT

4.2.1. Short duration support is defined as being able to provide dive support for three (3) continuous hours on any given day.

4.2.2.

4.2.2 The contractor shall support tests at a prescribed location by providing and operating a dive team and related equipment (for SCUBA or surface-supplied diving operations). The dive team and related equipment shall consist of sufficient members to support three continuous hours of diving for up to ten consecutive days as outlined below:

a. A dive team manned in accordance with applicable document 3.1.

b. SCUBA or surface air supply, as appropriate. It is important to note that the contractor should be capable of both SCUBA and surfaced-supplied diving operations.

c. An underwater communications system, lights, jetting pump and hose (on standby to extract items from the bottom if necessary), lift bags (on standby), and all incidental equipment required to support the team in a safe manner.

d. A vessel of appropriate size to hold the personnel and equipment required for the day’s diving operations which can be launched on the NBTF boat ramp for local dive support.

4.2.3 In a typical test scenario the TPOC will coordinate with the contractor during the weekly Range Operations coordination meeting as described in 4.1.1 above. For emergent dive support requirements that arise inside the weekly planning cycle, the TPOC and/or NBTF Operations Manager will contact the contractor at least 24 hours in advance for the required support. The Government will request diving services via GFI 6.3.

4.2.4 The contractor shall recover, or standby to recover, heavyweight (MK-48) or lightweight (MK-46, MK-50, and MK-54) torpedoes, targets, or other underwater vehicles or equipment from the sea floor to the surface. The Government will set up an approximate location position marker for diving on lost torpedoes or equipment.

4.2.5 In addition to target and weapons system recovery defined above, the contractor shall provide other light duty range diving support such as cable and sensor deployment or recovery, vessel and buoy/mooring maintenance inspections, underwater ship’s husbandry, and other miscellaneous tasks requiring diving support.

4.2.6 Response Time Performance Standard: Services are provided in accordance with GFI 6.3 schedules. The acceptable quality level for compliance with this performance standard is 90%.

4.3 LONG DURATION SUPPORT

4.3.1 Long duration support is defined as being able to support diving operations for six (6) continuous hours on any given day.

4.3.2 The contractor shall support tests at a prescribed location by providing and operating a dive team and related equipment (for SCUBA or surface-supplied diving operations). The dive team and related equipment shall consist of sufficient members to support six continuous hours of diving on a given day, for up to ten consecutive days, as outlined below:

a. A dive team manned in accordance with applicable document 3.1.

b. SCUBA or surface air supply, as appropriate. It is important to note that the contractor should be capable of both SCUBA and surfaced-supplied diving operations.

c. An underwater communications system, lights, jetting pump and hose (on standby to extract items from the bottom if necessary), lift bags (on standby), and all incidental equipment required to support the team in a safe manner.

d. A vessel of appropriate size to hold the personnel and equipment required for the day’s diving operations which can be launched on the NBTF boat ramp for local dive support.

4.4 STILL AND VIDEO PHOTOGRAPHIC SUPPORT

4.4.1 The contractor shall provide a dive team and related equipment consisting of sufficient members to support six continuous hours of diving for up to five consecutive days as outlined below:

a. A dive team manned in accordance with applicable document 3.1.

b. SCUBA or surface air supply, as appropriate.

c. An underwater communications system, lights, jetting pump and hose (on standby to extract items from the bottom if necessary), lift bags (on standby), and all incidental equipment required to support the team in a safe manner.

d. The contractor shall provide equipment and operators to provide digital documentation from still and/or video cameras and/or real time closed circuit TV with digital recording for survey and inspection of vessels, moorings, or other underwater equipment at prescribed locations.

e. A vessel of appropriate size to hold the personnel and equipment required for the day’s diving operations which can be launched on the NBTF boat ramp for local dive support.

4.4.2 In a typical support requirement, the TPOC will coordinate with the contractor during the weekly Range Operations coordination meeting as described in 4.1.1 above. For emergent dive support requirements that arise inside the weekly planning cycle, the TPOC and/or NBTF Operations Manager will contact the contractor at least 24 hours in advance for the required support. The Government will request diving services via GFI 6.3.

4.4.3. The contractor shall provide a report with photo products in accordance with CDRL A002.

4.4.4 Response Time Performance Standard: Services are provided in accordance with GFI 6.3 schedules. The acceptable quality level for compliance with this performance standard is 90%.

4.5 RESERVED

4.6. RECOMPRESSION CHAMBER

4.6.1 The contractor shall provide a recompression chamber to support any dives in which a chamber is required in accordance with applicable document 3.1. The contractor shall deliver the recompression chamber not more than two days in advance of the scheduled diving services in accordance with GFI 6.3. The chamber shall be located at NBTF or at the closest access point on shore to facilitate rapid treatment and be operated in accordance with applicable document 3.1. The contractor shall remove the recompression chamber from the Government location not more than two days after the scheduled diving services in accordance with GFI 6.3.

4.7 STANDBY DIVERS/SURFACE SWIMMERS

4.7.1 The contractor shall provide a team of divers and necessary equipment to be present on-site during testing. Divers may be required to support the project as a surface swimmer (e.g. to assist in putting equipment into the water at the surface). The dive team and related equipment shall consist of sufficient members to support one to two hours of diving:

a. A dive team manned in accordance with applicable documents 3.1.

b. SCUBA or surface air supply, as appropriate. It is important to note that the contractor should be capable of both SCUBA and surfaced-supplied diving operations.

c. A vessel of appropriate size to hold the personnel and equipment required for the day’s diving operations which can be launched from the NBTF boat ramp for local dive support.

4.7.2 In a typical test scenario the TPOC will coordinate with the contractor during the weekly Range Operations coordination meeting as described in 4.1.1 above. For emergent dive support requirements that arise inside the weekly planning cycle, the TPOC and/or NBTF Operations Manager will contact the contractor at least 24 hours in advance for the required support. The Government will request diving services via Government Furnished Information (GFI) 6.3.

4.7.3 Response Time Performance Standard: Services are provided in accordance with GFI 6.3 schedules. The acceptable quality level for compliance with this performance standard is 90%.

4.8 MATERIAL

4.8.1 Vendor shall supply all required support materials as required to safely complete the required tasking. Materials shall include, but are not limited to line, buoys, straps, sand bags, lift bags, specialty tools, jetting pump and hose, etc.

5.0 Progress Reports

The contractor shall deliver the Contractor's Progress, Status, and Management Report and the Funds and Man-hour Expenditure Report in accordance with CDRL A001.

6.0 Government Furnished Information

6.1 Test Plans provided by Government for each individual requirement as needed.

6.2 Drawings or sketches of project equipment or cable layouts

6.3 Diving Schedules (range operations weekly schedule and e-mail which will include applicable CLIN, details of the required action, location, and required response times).
