STATEMENT OF WORK
Cooling Towers & Chilled Closed Loops Water Chemical Treatment
1.0 Introduction:
This is a maintenance and service contract for the water treatment on two 750 ton Chiller systems and Condenser water Colling Towers, two 100 ton Chiller systems and Condenser water Cooling Towers and one 100 ton Chiller system with air cooled condenser located at the Wilkes Barre VAMC at 1111 East End Boulevard Wilkes Barre PA, 18711.
2.0 Purpose:
2.1 The purpose of this contract is to prevent the occurrence of scale, corrosion and biological growth in the water used for cooling requirements at the facility.
3.0 Scope:
3.2 The contractor shall provide bi-weekly visits (26 per year) by a certified chemical engineer, who will perform the water testing, chemical treatment and chemical adjustment as needed on the equipment listed under the requirements of this contract.
4.0 Requirements:
4.1 The company shall have been engaged in the business of water management for a minimum of 10 years.
4.2 The contractors onsite service rep must have a minimum of 10 years of water treatment experience.
4.1 The contractor shall supply, deliver and maintain a monthly supply of chemicals needed to maintain the water chemistry for the prevention of scaling, corrosion and microbial growth.
4.2 The contractor shall provide all necessary chemicals, per below performance requirements, to keep the cooling towers and chilled water systems free of deposition, corrosion, biological growth, biofilms and algae. Double wall containment required on all liquid concentrate products.
4.3 The contractor shall maintain the water chemistry to prevent scale, corrosion and microbial growth in both the closed chilled water and open type condenser water circuits on each system located onsite.
4.4 The contractor must have a warehousing facility as spare chemicals will not be stored onsite.
4.5 The contractor is responsible for empty container removal.
4.6 The contractor shall provide bi-weekly documentation to include test results and operating conditions for each system. The test results shall include but not limited to the following recorded levels.
Conductivity (mmhos) pH
Free Cl
Total Hardness
M-Alkalinity
Biological Microbio.Dipslide Count (CFU/mL)
Cycles of Concentration
Water Meter Total (gallons)
Daily Make-up (gallons/day) Blowdown
5.0 Onsite Equipment Description
5.1 Two 750 ton chillers with two open type cooling towers. With approximate chilled water circuit capacity of 7,000 gallons and a condenser water circuit of approximately 6,000 gallons. (Yearly average make-up water is approximately 4,000,000 gallons)
5.2 Two 100 ton chillers with two open type cooling towers. With approximate chilled water circuit capacity of 1,100 gallons and a condenser water circuit of approximately 1,000 gallons. (Yearly average make-up water is approximately 150,000 gallons)
5.3 One 100 ton chiller with an air cooled condenser. With approximate chilled water circuit capacity of 700 gallons
5.0 Chemical requirements for the above systems
Condenser Water:
A. Scale & Corrosion Control:
· Program chemistry and controls shall be based on quality of makeup water at project site. Chemistry must provide 12-15 cycles of concentration. Documentation of past proven history of cycles of concentration must be provided.
· Systems where the cycled water pH will exceed 8.4, continuous use of a white rust inhibitor is required, similar to ProChem Tech 6212B.
· Due to environmental restrictions, use of Molybdate or Molybdate traced products is forbidden. An organic trasar is required.
· Due to health & safety reasons, use of acid for pH adjustment is forbidden.
· Corrosion rate maximum to be: Carbon Steel: 1.0 mil/yr. Copper: 0.2mil/yr.
· Corrosion rates to be determined by Corrater LPR Monitoring System.
B. Biological Control (ie: Legionella):
· The following guidelines shall be followed.
a. Culture methods to be completed monthly: plate counts to be controlled under 1,000 CFU/ml
b. Legionella sampling per tower: within 14 days of startup, ever 90 days thereafter.
c. If Legionella is detected, NY State corrective action will be followed based on level.
d. Preference will be given to companies currently holding NYS Certified Pesticide Applicators 7G on staff.
e. Onsite production of electrolytic bromine from non-hazardous precursors is preferred. A typical acceptable system is the ProChemTech ElectroBrom, Model EB or MB units.
f. Manual feed of biocide is not acceptable.
g. Solid, powder or pellet biocides are not acceptable.
h. All biocides must be registered with the USEPA.
i. Cooling systems must be kept free of algae and biofilms.
Chilled Water:
A. Scale & Corrosion Control:
· Standard corrosion & deposition chemistry will consist of a Nitrite/Nitrate/Azole/Borate blend.
· pH range:
8.5-10.5
· Nitrite:
600-1500 ppm
· Use of Molybdate is not acceptable.
Deliverables:
1. If there is a need for work to be performed beyond the scope of this contract. The contractor is required to provide a written cost estimate for any work or materials beyond the scope of this contract. The contractor shall not perform any work or make any purchases beyond the scope without approval from the contracts VA Contracting Officer. This is not a promise of future work as the Government reserves the right to obtain supplies and services from other entities.
2. The contractor shall schedule each service visit one week in advance with the Maintenance and Operation Supervisor.
3. All work shall be performed Monday through Friday during Administrative Hours Only (7:00 AM- 5:00 PM). No work shall be conducted on Federal Holidays and/or Weekends. All Contractor staff shall be required to wear company badges with company name and employee name. Staff shall utilize appropriate Personal Protective Equipment.
4. The contractor must be able to provide 24 hour 365 day emergency service and be onsite at the facility within four hours of initial call.
5. After each service the contractor shall provide documentation of the service provided. This shall be submitted in the form of a Microsoft Word Document or similar to the maintenance and operation supervisor and the HVAC lead technician.
