About this file
This Performance Work Statement (PWS) details the removal of a derelict 1976 18' Cane Cutter fiberglass john boat from Santa Rosa Island in the Fort Pickens area of Florida. The project, designated for Fiscal Year 2025, requires a contractor to remove the abandoned vessel from the shore with minimal environmental impact, using water-based extraction methods. Specific requirements include using a containment barrier to prevent hazardous waste dispersal, towing the vessel through the Gulf of America and Pensacola Pass, and completing full disposal in compliance with industry standards.
The scope of work mandates comprehensive vessel removal services, including pulling the boat from the sand, towing, haul out, hazardous waste management, salvage, and final disposal. The contractor must provide before-and-after site photographs and ensure all work adheres to federal, state, and local environmental regulations. The vessel was originally discovered on August 5th, 2025, by U.S. Park Rangers and Florida Fish & Wildlife officers, who were unable to identify its owner, and was subsequently marked as abandoned. The project's primary objectives are to prevent environmental damage, protect park resources, and maintain visitor safety at the Santa Rosa Island location.
