1. DESCRIPTION OF WORK
Work to be accomplished: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to install 168 Radiant Window Treatments for Bldgs. 10900 /1250 Femoyer St. JBSA-Lackland, San Antonio, TX.
2. Specific requirements are as follows:
2.1 Contractor shall complete a site visit to measure all windows before manufacturing of any radiant barrier window treatments to ensure fit.
2.2 Contractor shall install 168 aluminum window screen frames.
2.3 Contractor shall install 168 window screen splines.
2.4 Contractor shall install 168 weatherstrip sealants.
2.5 Contractor shall install 4 screen corner fasteners per window.
2.6 Contractor shall install 4 window screen fasteners per window.
2.7 Contractor shall provide all installation hardware.
2.8 Contractor shall remove and dispose of all excess material/debris (off-property) from packing/shipping at the end of each workday.
2.9 Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire.
2.10 If applicable, storage of materials shall be coordinated with Mr. Walborn (210) 671- 2164.
2.11 No loading dock/ramp available
2.12 Elevator is available at the southside entrance.

5. Window Treatment; Radiant Mesh Material: (168 windows)
5.1.1 Translucent Reversable Mesh Fabric
5.1.2 Approximately 1 millimeter (mm) in thickness
5.1.3 Silver Outer Layer: Aluminum coated polyethylene and polyester sheet.
5.1.4 Black Inner Layer: Carbon Graphite/Polyvinyl Chloride (PVC)
6. Aluminum Window Screen Frames: (168 windows)
6.1 Each window treatment shall have an aluminum frame.
6.1.1 See dimensions above for sizes.
6.1.2 Shall be dark brown in color.
7. Window Screen spline: (1442 ft.)
7.1 Shall secure radiant mesh material into the edge of frame.
7.1.1 Shall be 0.120 in. diameter.
7.1.2 25-foot rolls

8. Weatherstrip Sealant (1442 ft.)
8.1 Shall cover all 168 windows
9. (4ea) Screen Corner Fasteners
9.1 Shall have 4 per window.
9.2 Shall be dark brown in color.

10.1 Shall have 4 per window.
11. WORK HOURS AND SPECIAL CONDITIONS
When working at Government facilities, work shall be accomplished during normal duty hours (0730-1630), Monday through Friday, unless otherwise approved by the Contracting Officer.
The contractor shall not schedule work on the following Federal Holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on the preceding Friday. If the holiday falls on Sunday, it is observed on the following Monday. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance.
12. NON-STANDARD HOURS OF PERFORMANCE
Written approval from the POC’s must be received before proceeding with the work. The request shall be submitted at least five (5) workdays prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.
13. BASE FIRE REGULATIONS
The contractor shall comply with all Lackland AFB Post Fire Regulations. No welding shall be permitted without obtaining a welding permit issued by the Post Fire Department. All fire and safety regulations shall be enforced.
14. SITE MAINTENANCE AND CLEANUP
14.1 The contractor shall, as conditions permits, keep a clean and neat working environment, free of such items as excess trash, construction debris, etc., while performing the requirements of this contract.
14.2 All materials, such as, but not limited to tools, debris, and trash that belong to the contractor shall be removed from JBSA Lackland at the end of each workday.
14.3 Contractor generated refuse shall hauled away from site to a disposal area located outside the physical boundaries of the installation.
14.4 All work performed shall be current to industry and code standards and ready for instantaneous use by the government (fully turnkey systems and components).
15. RECORDS MANAGEMENT

The contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements).
16. INSPECTIONS AND ACCEPTANCE
Inspection and acceptance will be at the project site by the Contracting Officer and/or 37 TRSS/DOR, Mr. Donald Walborn, (210) 671-2164/ Mr. Detra Whitfield (210) 671-6177.
