STATEMENT OF WORK
Non-Personal Services Contract for CCAF Education Advisor
Seymour Johnson Air Force Base NC
1. DESCRIPTION OF SERVICES: Non-personal services in support of 4 FSS/FSDE, Seymour Johnson Air Force Base, North Carolina voluntary off-duty education program to include providing Community College of the Air Force (CCAF) academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned.
2. QUALIFICATIONS: A baccalaureate degree from a regionally accredited U.S. college or university is required. Applicants must have knowledge of the CCAF degree programs. Excellent customer service skills, oral and written communication skills are essential. Knowledge and experience with the following: AF terminology, office procedures, AF education programs, WINDOWS 10, Microsoft Word, Outlook, PowerPoint, Excel and Access.
3. WORK HOURS/DAYS: The normal office hours are 8:00 am to 4:00 pm, however the number of hours and days required each week will be determined by the Education and Training Flight Chief and may be modified according to changing program needs. Normally 20 hours will be worked per week, 4 hours per day. Notification will be provided to the Contractor no later than 7 days prior to the designated work period of any changes. Hours will not be assigned when the office is closed (e.g. Federal holidays, family days) or outside the normal office hours.

4. GUIDELINES: All tasks shall be accomplished in accordance with Air Force Instruction 36-2649 Voluntary Education Program and all other pertinent Air Force, Air Combat Command, Defense Activity for Non-Traditional Education Support (DANTES) and local command policies and publications.
Contractor will become thoroughly familiar with the CCAF Catalog and Student Guide, as well as all on-base schools and degree programs, preferably prior to but no later than the second week of employment.
The catalog and guide are available on-line and in the Education and Training office. Contractor will also utilize the CCAF Advisor Handbook.
5. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS:
a. Identification Items. The contractor shall ensure the identification items required for contract performance are obtained for employees. The Contractor will be responsible for routing both a Base Access Authority Letter and a Base Access Sponsor Letter or appropriate forms as required from Security Forces. The employee will need a valid driver’s license, vehicle registration, and insurance for their
Attachment 1 vehicle. The contractor will be expected to begin coordinating these forms at the time of award so their employee has base access before the first day of work.
b. Retrieving Identification Media. All identification media, Common Access Card (CAC), will be turned into the Education and Training Flight Chief from employees/contractors who depart for any reason; e.g. terminated for cause, retirement, etc. or when the contract terminates.
c. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
d. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Seymour Johnson AFB.
e. For Official Use Only (FOUO). The contractor shall comply with Department of Defense (DoD)
5400-7-R, Chapter 4, DoD Freedom of Information Act Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
f. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
g. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
h. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
The contractor shall not duplicate any keys issued by the government.
1) The contractor shall immediately report to the Education and Training Flight Chief or building manager any occurrences of lost or duplicated keys.
2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor.
3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
i. Required Training

Information Assurance Training Contract employees requiring a CAC shall receive documented Information Assurance (IA) training, by the government, prior to receiving access to the local area network (LAN). Authorized users will receive initial IA orientation and annual awareness training to ensure they know, understand, and apply the IA requirements of Air Force information and IAs. The minimum orientation and awareness requirements for users are outlined in DoD 8570.01-M. IA Program. The contractor shall comply with the established Command, Control, Communication, and Computers (C4) Systems IA program to integrate security education, training, and awareness covering the Communications Security (COMSEC), Computer Security (COMPUSEC), and Emissions Security (EMSEC) disciplines.
j. Computer Security (COMPUSEC).
Local Area Network (LAN). The government will provide limited access to the existing LAN to include email capability. The contractor shall not use the LAN for purposes other than for work required under this contract.
Common Access Card (CAC) Security Clearances. As per AFSSI 5027 paragraph 5.3.1 All persons accessing the base network must, at minimum, have a completed National Agency Check (NAC, ENTNAC, or equivalent) verified through the automated security clearance approval system roster. On-line course requirements may also need to be met for network access. Contractor will, as a part of the Public Key Infrastructure, obtain a CAC to protect and digitally sign electronic mail and documents. This card is utilized as a DoD identification card.
k. Personnel Security
National Agency Check Investigations (NACI). The contractor shall have current favorable National Agency Check investigations for its employees, from the government, by contract start date and throughout the life of contract. These investigations shall be submitted by the government at no additional cost to the service provider.
Identification of Contractor Employees. All contract personnel attending meetings, answering government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contract personnel will be required to obtain and wear badges in the performance of this service.
7. SPECIAL REQUIREMENT: Incumbent must inform the Education and Training Flight Chief of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of one week or more must be scheduled with the Education and Training Flight Chief at least two weeks in advance and may not exceed two weeks at a time with anticipated four weeks in one fiscal year. Time off should not be scheduled two weeks prior to the end of on-base college registration periods or while one or more staff are on leave or TDY.
8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.
9. SPECIFIC TASKS:
a. Brief active duty AF personnel, spouses and DoD civilians on programs available through voluntary off-duty education. Advise military on the CCAF, DANTES, Air University, officer accession programs and other educational support programs as required by the Education and Training Flight Chief. Keep Education and Training current on all CCAF program and catalog changes and advise affected students promptly.
b. Provide information to prospective applicants on AF commissioning programs to include: LEAD, AFROTC: SOAR, ASCP, POC-ERP, and OTS. The contractor will provide applicants with resource information as needed.
c. Provide information regarding Air Force tuition assistance, education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel.
d. Refer students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.
e. Must be thoroughly familiar with the DANTES testing program and advise students of DANTES tests that are applicable to their programs of study.
f. Contractor will act as point of contact for outreach to identify potential CCAF candidates, maintain education records and track progress of CCAF students. Will contact all students in advance standing and possible graduate status. Conduct follow-up activities and document in Air Force Automated Education Management System record (phone calls, emails) to ensure student educational objectives are being met.
g. Track CCAF graduates and maintain database. Contact and distribute CCAF diplomas and information on graduation. Provide support to requests for information pertaining to CCAF graduation ceremony.
h. Responsible for preparing all necessary correspondence and forms and maintaining related records and logs required to support all aspects of job tasks. Maintain statistical data as required by the Education and Training Flight Chief and assist with reports and other administrative tasks as requested.
i. AFAEMS to maintain individual student records and other tools in support of flight mission.
j. Provide customer service assisting with walk-ins, answering phones and emails, and conduct briefings as needed.
k. Assists AF students in out processing.
10. TERMINATION: Contract may be terminated in accordance FAR 52.212-4, Contract Terms and Conditions-Commercial Item.
11. PAYMENT SUBMISSIONS: Contract employee’s time card shall be verified by the Education and Training Flight Chief, or representative, prior to submission to contractor. Monthly invoices submitted to WAWF without verification of record of hours/days worked shall be rejected.
