About this file

This Statement of Work (SOW) details carpet installation services for Building 222 at Laughlin Air Force Base, involving the replacement of 1,629 sq ft of carpet across six rooms in two project phases. The work includes demolishing existing carpet, removing permanent adhesive, installing new carpet tiles, and replacing cove base, with a total performance period of 30 working days from material delivery. Contractors must source carpet exclusively from seven pre-approved manufacturers: Mohawk Group, Engineered Floors, Interface Americas, Mannington, Tarkett, Milliken, and Bentley Mills.

The project is structured as a small business HUBZone set-aside under NAICS code 238330, with a small business size standard of $19,000,000. Key requirements include working during normal duty hours (6:00 AM to 5:00 PM, Sunday through Friday), providing installer personnel information for base access, complying with safety regulations, and adhering to strict site maintenance protocols. The first phase covers the commander's office (Room 106), and the second phase includes Rooms 104, 108, 110, 112, 113, and the lobby area. The government will provide carpet materials, while the contractor must supply all other necessary materials and labor.
