This is a Statement of Work (SOW) for the procurement of All-Terrain Vehicles (ATVs) by the U.S. Customs and Border Protection (CBP), U.S. Border Patrol Headquarters (USBP). The government seeks to procure five commercially available ATVs for use by specialized border patrol units throughout the United States: four Can-am Outlander Pro XU HD7 vehicles and one Can-am Outlander XT 850, with quantities potentially increasing based on bid pricing. All vehicles must be brand-name or equal, new and unused with no reconditioned components, and delivered to the USBP Academy in Artesia, New Mexico.

The contractor is responsible for purchase, handling, shipping, and delivery of the ATVs with all specified upgrades and accessories pre-installed. Required specifications include detailed engine, suspension, brake, and steering components for each model. Mandatory upgrades include 8-piece aluminum skid plates and black impact-resistant hand guards. Vehicles must be delivered in preferred colors of green, tan, or camouflage with black powder-coated accessories; if green vehicles are unavailable, camouflage units will substitute at no additional cost. Contractor deliverables include operations manuals, equipment specifications, and manufacturer distribution letters. The contractor must test and certify all equipment prior to delivery, manage risk and quality assurance, and handle all packaging and offloading at the delivery location. Delivery must commence within 90 days of contract award with all items delivered within 365 days. The government furnishes no equipment or information, and no security classification applies. All changes to the SOW or cost increases require written approval from the Contracting Officer, Jesus Solis (jesus.solis@cbp.dhs.gov).
