DEVCOM Ballistic Testing and Evaluation Statement of Work
1. Background: The US Army Combat Capabilities Development Command Soldier Center (DEVCOM SC) conducts research and development efforts for materials and systems offering ballistic protection for the individual Warfighter. DEVCOM SC also provides support to various customers in the same area. Ballistic test and evaluation against a variety of threats and in various environmental conditions are standard practice in conducting this type of research, and the DEVCOM SC requires the services of a contractor(s) to perform tests that are unable to be performed in-house. As a result of the Government’s continual ballistic test and evaluation requirements, the Government desires to enter into two (2) to four (4) Blanket Purchase Agreement(s) with contractor ballistic test and evaluation facilities.
2. Requirements: The contractor must be able to perform a broad spectrum of ballistic tests with accuracy and precision using a wide variety of ballistic threats. The contractor must be able to perform other assessments often associated with ballistic testing such as blunt impact evaluations, environmental conditioning among others. The contractor must maintain all information as proprietary to the Government and shall not disseminate any information, data or reports acquired or developed during the conduct of evaluations conducted for the Government. Classified data will be treated appropriately (see paragraph 6 below). Requests for data and information shall be referred back to DEVCOM SC. The Contractor must be able to accommodate the use of multiple ranges to complete testing, if required.
a. General Requirements. The contractor's primary focus shall be to conduct ballistic testing and evaluations in accordance with DEVCOM SC prescribed test plans and schedule on Government furnished property/test samples (GFP).
b. Specific Requirements:
(1) The contractor shall conduct ballistic resistance testing and evaluation of armor systems and materials, including but not limited to unfinished materials (e.g., ceramics, composites (may include shelter samples), textile based soft armors) and finished products (e.g, vests, helmets, plates, limb and sensory protection components, eyewear); against a broad range of ballistic threats, including but not limited to: small arms ammunition and fragment simulating projectiles (e.g., right circular cylinders, military specification projectiles, spheres, cubes); over a broad spectrum of environmental conditions, including but not limited to: ambient, hot and cold temperatures; after immersion in fresh, brackish and salt water; after exposure and/or saturation by lubricants and fuels. Testing against puncture and slash type weapons may also be required.
