STATEMENT OF WORK (SOW)
As-Built Drawings B3212
PN# AJXF222001
REQUIREMENTS:
1.0 SCOPE OF WORK:
The Contractor shall furnish all services, to include plant, labor, transportation, equipment, tools, and materials in all operations to perform the required work to capture building data and to create As-Built drawings and Building Information Reports (BIR) for B3212 Supply Warehouse (29,700sf). The As-Built drawings should be in AutoCAD and PDF format. This scope of work is intended to be a general description of the work to be accomplished within the attached area of work on attached drawing.
2.0 SPECIFIC REQUIREMENTS
The following is a list of major items of work to be accomplished by the Contractor. The list of the major items of work is not intended to be a complete listing of every operation to be performed. All work incidentals to these major items of work shall be performed by the contractor to furnish the Government with complete and usable deliverables at no additional cost. A site survey should be conducted in order to capture a buildings’ interior and exterior data in order to create:
1. Floor Plans to include walls, windows, doors, floor type, etc.
2. Reflected Ceiling Plan to include soffits, lighting, sprinklers, HVAC registers, smoke detectors, exit signs, etc.
3. Exterior Building Elevations to include walls, windows, doors, roof, wall texture, piping, lighting, etc.
4. Roof Plan to include parapets, slope, roof top units, drainage, etc.
5. Building Information Report (BIR) to include pictures and detail information of utility meters, fire system, and MEP equipment.
Should circumstances of rejected work be identified. Contractor shall replace at no additional cost to the United States (U.S.) Government (hereafter referred to as Government).
3.0 TECHNICAL INSPECTION
A member of the 113th Civil Engineering Squadron will be designated as the Contracting Officer Representative (COR) and will be delegated the responsibility for the Technical inspection and review of the As-built drawings and BIR reports. The AutoCAD drawings should follow the A/E/C Computer-Aided Design (CAD) Standard, Release 6.1.

3.1 GOVERNING STANDARDS
All work shall conform to the following standards:
1. Safety: OSHA 1926.10 standards.
2. The Contractor shall conform to all Base Regulations and directives pertaining to security, safety, traffic, fire, ANG publications.
3. Regulation accessibility: The latest issue of the following publications, including their revisions and any publications referenced in this Statement of Work form a part of the Technical Requirements of this project. The contractor is responsible for obtaining these publications so that he can comply with their requirements throughout the investigation and design of the project. Publications of Government agencies may be purchased from:

4.0 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
The contractor will be required to commence and complete the entire work ready for use within 90 calendar days. The time stated for completion date will be computed starting the date of receipt of Notice to Proceed.
5.0 DRAWINGS
See attached drawing for work site locations.
6.0 SUBMITTALS
Submittals will be reviewed by COR and returned within 7 calendar days of receipt. Product selections must be clearly identified on each submittal. General catalog sheets without specific selections will be rejected.
The required submittals include:
1. Company HASP (Health and Safety Plan) or a statement indicating use of USACE EM 385.
2. Provide company POC telephone numbers for 24/7 emergency contact.
3. AS-BUILT DRAWINGS: Two (2) disks and Two (2) half-size hard copies of As-Builts and BIR reports shall be submitted to the Government upon completion and shall be reviewed for accuracy. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. The contractor shall also provide As-Built drawings in AutoCAD and PDF formats. The contractor shall verify that computer files are in a format that the government can use. If needed the contractor shall back save to previous software versions.

7.0 WEEKLY REPORT TO INSPECTOR
When work commences, a signed weekly report shall be submitted to the Contracting Officer Representative (COR) by 10:00 AM on the working day following the day the work was performed. The daily report format shall be at the discretion of the Contractor.
8.0 BASE REGULATIONS
The Contractor shall conform to all Base Regulations and directives pertaining to security, safety, traffic, fire, and personnel clearances, as they pertain to the Contractor's activities on Joint Base Andrews. The Contractor shall be responsible for providing and placing all barricades, lighting, and safety devices during any of his activities.
9.0 COORDINATION OF WORK OPERATIONS
The work to be performed under this contract is on an active base inside secured fence line. Therefore, the Contractor, prior to starting any work under this contract, shall coordinate all of his work operations with the COR. The Contractor shall have a superintendent who speaks, reads, writes, and understands the English language to act for the Contractor, and will be available on the job site throughout each workday.
10.0 PROTECTION OF PROPERTY
Any damage or theft caused directly or indirectly to Government or private property on the base by the Contractor's operations shall be repaired or replaced by the Contractor to the satisfaction of the Contracting Officer or the Technical Representative at no additional cost to the Government.
11.0 SAFETY AND ACCIDENT PREVENTION:
a. OCCUPATIONAL SAFETY: The Contractor shall be subject to no-notice inspections under Occupational Safety and Health Act (OSHA) Program by inspectors of the Department of Labor.
b. GENERAL SAFETY REQUIREMENTS:
1. Provide a safe and healthful workplace for employees while performing the contract work.
2. Supply each employee with personal protective equipment. This equipment includes but is not limited to protection for the eyes, face, head, and extremities.
3. Use the proper protective equipment for the work performed.
4. Obey the posted base speed limits. Wear Seat belts on base IAW AFI 91-207. No use of hand held phones or commutation devices while driving on Base.
5. Report Contractor accidents involving injury to COR/Contracting Officer or damage to Government property to the Contracting Officer, 113th DC ANG CONS (240) 857-0076 and the Andrews Ground Safety Officer, (240) 857-5039.
6. Familiarize yourself and comply with the general safety requirements IAW DOL regulations, OSHA 29 CFR Part 1926, as well as applicable AFOSH standards and AFRs. These standards and AFRs are available in the Ground Safety Office, Building 3252.

12.0 WORK OPERATIONS
Normal work hours are 0700 to 1700 Monday through Friday. Work outside these hours, days and on federal holidays REQUIRE an approved notice three (3) days in advance by the Contracting Officer. Due to the time constraints of working with the current mission longer hours may be requested for this project.
a. The Contractor, prior to starting any work under this contract, shall coordinate all of his work operations with the COR (TBD). The Contractor shall have a superintendent who speaks, reads, writes, and understands the English language to act for the Contractor, and will be available on the job site throughout each workday.
b. If the Contractor desires to carry on work outside the regular hours, (0700-1700) or on Saturdays, Sundays, or Holidays, he shall submit an application to the Contracting Officer or the COR (TBD). All work outside of regular hours is at the discretion of the Technical COR and must be approved by the COR and the Contracting Officer. If work outside of regular hours is approved, the Contractor shall allow three days’ time to enable satisfactory arrangements to be made by the Government for inspecting the work in progress.
c. The work to be performed under this contract is on an active Base. The entrance to the job site must take place daily with all employees and vehicles prepared to enter a controlled entry point at one time in the morning and once at the end of the work day (all tools, equipment, food, drinks should be brought to the site). All deliveries and secure gate required entrances, shall be coordinated with the COR a minimum of (3) three business days in advance. The Contractor shall coordinate work operations with the COR prior to starting work under this contract.

14.0 AVAILABILITY AND USE OF UTILITY SERVICES
Water and electricity will be furnished to the Contractor by the Government from the Government's existing system outlets and supplies to perform the work under this contract at no cost to the Contractor. The location (s) of the temporary connection points will be designated by the COR prior to permitting connections. The Contractor will not be permitted to use Government telephone service.
15.0 OCCUPIED BUILDING
a. The Contractor will be working in and around existing occupied buildings The Contractor shall confine work operations and personnel to the specified areas of construction unless otherwise authorized by the COR.
b. Taking photograps is allowed per approval of COR (TBD).

18.0 VEHICLE AND PERSONAL PASS
The Contractor MUST obtain authorization/application for Visitor/Vehicle Pass from the COR prior to mobilization. On the last workday on the contractor's visit, the Visitor/Vehicle Pass will be turned in to the COR for proper disposal. All personnel must be badged.
19.0 HOUSEKEEPING (DAILY)
The Contractor shall protect Government property and furnishings that may be in, or adjacent to, the work area with appropriate clean drop cloths, barricades, dust-stops, or other provisions as determined by, or approved by, the COR prior to starting work. The Contractor shall remove debris, tools, and equipment when work is completed in that particular area.

21.0 STORAGE
The Contractor shall store or place materials and equipment only in areas specifically approved by the Contracting Officer or the Technical Representative.
22.0 INTERRUPTION OF UTILITIES
The Contractor shall not interrupt existing utilities on the Base without first obtaining prior written permission from the Contracting Officer or the Technical Representative, a minimum of fourteen (14) calendar days in advance. The request, in writing, for any desired outage, shall state the date and duration of proposed outage.
23.0 REMOVAL AND SALVAGE
24.0 CLEAN-UP
The Contractor shall thoroughly police or clean the job site at the end of each work day. At the completion of the job requirements and prior to final acceptance inspection, all dirt, debris, and salvable material shall be removed from the site and ensure all areas are restored to original state of cleanliness
25.0 DISPOSAL OF GENERAL CONSTRUCTION WASTE
The Contractor shall dispose of all salvage, excess, and waste materials as directed by the COR. Materials removed from the project shall remain the property of the Government and shall be classified by the decision of the COR as either salvage or debris. An example of the Construction Demolition Waste Report is included in this package.
26.0 GENERAL REQUIREMENTS
1. SEVERE WEATHER WARNING REQUIREMENTS: When notified by the COR (TBD) that a severe weather warning has been issued for the area in which construction is being performed, the Contractor shall immediately take action to tie down, or otherwise secure, structures, materials, and equipment on the job site that could become missiles as a result of strong surface winds, thunderstorms, or other weather-related conditions. The requirements are applicable twenty-four (24) hours a day, seven (7) days a week.

29.0 CLOSE-OUT PROCEDURES
1. PRELIMINARY AND FINAL INSPECTION
The Contractor shall coordinate with the Contracting Officer Representative at least three (3) days in advance of project completion to allow scheduling of preliminary and final inspections. These inspections are considered part of the contract performance period.
30.0 Quality Assurance Program
a. The government shall evaluate the contractor's performance under this contract. All surveillance observations shall be recorded by a government representative. When an observation indicates deficient or defective performance, the COR shall request the contractor's representative initial the observation.
b. Government verification inspections of services shall not constitute acceptance nor replace the contractor’s inspection or in any way relieve the contractor of any responsibility to take all actions necessary to assure highest quality of service rendered.
c. The contractor shall maintain a current list of employees. The list shall include the employee's name, government identification number, contact information, and residence information. The list shall be validated and signed by the contractor and provided to the COR. Updated lists shall be provided when an employee's status or info.
31.0 Antiterrorism and operational security
1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
2. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
