SPECIFICATIONS

FOR

ARMORY RACK UPGRADE

STATEMENT OF WORK

JBSA-Lackland Air Force Base Chapman Training Annex

Armory Rack Upgrade

1. PROJECT SCOPE: Offerors shall inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. The vendor shall provide all personnel, equipment, supplies, tools, materials, and all non-personnel services necessary for setting up purchased items. Items included are forty-two (42) M4 mobile weapons racks and four (4) handgun mobile weapons racks. All mobile weapons racks will be set-up in Armory located in building 950 on JBSA-Lackland Air Force Base Chapman Training Annex.

2. PROJECT DESCRIPTION:

The Contractor shall:

2.1 Disassemble and remove one (1) Space Saver approximately 8'5" H x 14'8" L x 6'8" W.

2.2 Remove forty-four (44) existing M4 mobile weapons racks capable of storing 20 weapons each.

2.3 Transport all used equipment to DLA located on JBSA Fort Sam Houston approximately 25 miles from the job site.

2.4 Shall deliver, unload, unpack, and assemble every mobile weapons rack in the Armory annotated in paragraph 1.

3. SPECIFICATIONS OF EQUIPMENT:

3.1 42 (EA) M4 MOBILE WEAPONS RACK

3.1.1. Overall dimensions: Approximately 74 1/2” H x 42” W x 30 3/8” D

3.1.2. Storage Capacity: 24 M4s per side, total of 48 weapons per mobile weapons rack

3.1.3. Heavy-duty caster base manufactured with a minimum 14-gauge steel

3.1.4. Contain a Push/Pull handle for transporting.

3.1.5. Welded full-length piano hinge (no rivets)

3.1.6. Welded for heavy duty performance

3.1.7. Lockers must have 4 ratchet adjustable feet.

3.1.8. Full height modular back panel with punch outs for adjustable components spaced

3.187” apart in the horizontal direction and 1” in the vertical direction.

3.19. Must have built in carry handles, not external handles bolted or welded to the locker.

3.1.10 Removable stock base plate and angled to prevent weapons from falling forward.

3.1.11. Bi-folding locker doors must remain within a door track to prevent from swinging open.

3.1.12. Rifles must be stored with a barrel saddle to secure the barrel and stock saddle to prevent weapon from shifting.

3.1.13. All weapon Storage Components must be made of 14-gauge steel.

3.1.14. Barrel saddles must have a rubber pressure clamp to prevent the weapons from falling.

3.1.15. Perforated gates for visual inventory.

3.1.16. Heavy duty padlock hasp with rotating arm and thumb locks to engage two concealed lock rods that cannot be seen through door perforations.

3.1.17. Concealed lock mechanism concealed even when the doors are open.

3.1.18. Back panel with 14-gauge stiffener panels.

3.1.19. Welded internal eyelets.

3.2. 2 (EA) HANDGUN MOBILE WEAPONS RACK

3.2.1. Overall dimensions: Approximately 74 1/2” H x 42” W x 30 3/8” D.

3.2.2. Storage Capacity: 160 Handguns per side, total 320 handguns per mobile weapons rack.

3.3. 2 (EA) HANDGUN MOBILE WEAPONS RACK

3.3.1. Overall dimensions: Approximately 74 1/2” H x 42” W x 30 3/8” D

3.3.2. Storage Capacity: 30 handguns with magazine bins on one side and 56 handguns on the other side, total 86 handguns per mobile weapons rack.

4. Delivery

4.1. The contractor shall be responsible for off-loading items form delivery vehicles and shall provide any additional equipment to accomplish the task.

4.2. The contractor shall also be responsible for properly protecting the service entrance and flooring of building 950.

4.3. The facility is single-story facility but does not have a loading dock or storage area.

All mobile weapons racks are to be located on the first floor.

4.4. There are entrances to the facility that will put the delivery technician closer to the

Armory.

6. Site Maintenance

6.1. The contractor shall maintain work areas in a neat, clean, and safe condition.

6.2. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian in the work area.

6.3. The contractor shall collect all trash, debris, refuse, garbage, etc. (related to contractor personnel and this requirement). The aforementioned materials shall be removed from the site by appropriate means daily.

6.4. Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and doors in the event of an emergency or fire. Storage of materials shall be coordinated with the customer.

6.5. The contractor shall be responsible for freight, unpacking, delivery, installation, and disposal.

7. Clean up

7.1. The Contractor shall also remove all packaging materials from JBSA Lackland TX and shall be responsible for any refuse containers needed for trash and packing materials.

7.2. The contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.

8. Site Program Manager/Point of Contact (POC)

8.1. The Contractor shall designate an on-site project manager as the Site POC for individual projects.

8.2. The Site POC or alternate(s) shall be available during normal duty hours until project completion.

8.3. The Site POC shall be the interface for all work site communications with the

Government, including quality, safety, and discrepancy matters.

8.4. The Program Manager for this project is Mr. Michael Sherburne, 210-671-8005.

9. Hours of Operation and Special Conditions Work hours shall begin at 7:00 a.m. through 4:00 p.m., Monday through Friday, exclusive of Federal holidays. At the option of the Government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:00 p.m. at no additional cost to the Government.

10. Warranty Manufacturer and Standard Commercial warranties for individual pieces shall be provided along with contact information as well as any operation manuals.

11. ACCEPTANCE

Upon completion of the work, the contractor shall be subject to a final acceptance by the Customer POC Mr. Michael Sherburne (210) 671-8005 or Mr. Detra Whitfield (210) 671-6177 and Contracting Officer and/or designee.

12. RECORDS MANAGEMENT

The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force

Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".

13. CONTRACT MANAGEMENT

No changes in or deviation from the scope of service shall be affected without a modification executed by the Contracting Officer authorizing such changes.
