ADAM NPS Transportation Service Statement of Work Adams National Historical Park – Quincy, Massachusetts

I. General Description

Adams National Historical Park, in the City of Quincy, Massachusetts, is a unit of the National Park Service (NPS). Located 10 miles south of Boston, the Adams NHP resources are located at three different sites within the City of Quincy, all within a loop of 4.3 miles:

Visitor Center at 1250 Hancock Street Adams’ Birthplaces (John Adams & John Quincy Adams) at 133-141 Franklin Street Old House at 135 Adams Street

The transportation service described by this Statement of Work is intended to alleviate traffic and parking congestion in downtown Quincy while providing free, continuous public transportation between the Adams NHP Visitor Center and the other park sites (listed above). (See attachment 9 route map.)

Utilizing two (2) National Park Service-owned busses also referred to as trolleys, the Contractor will operate a seasonal visitor transportation service and provide all maintenance, repair, and storage for the NPS vehicles. The 2024 year trolley service will operate five days a week Wednesday – Sunday during the period of May 1st – October 31st. During that period of performance, the trolley shall operate from 9:10 am – 5:10 pm, with a 30-minute lunch break. During the performance period, the trolleys will be stored by the Contractor. Adams NHP will store the busses during the non-performance period.

Charter Orders/Special Events: Trolleys shall be operated at the request of Adams NHP/NPS for special events and programs. The Contractor shall receive a written authorization to proceed with a Charter Order detailing the special event instructions.

Independently and not as an agent of the Government, the Contractor shall furnish all drivers, fuel, maintenance equipment, storage facilities, and automotive expertise and shall do all things necessary to provide for the season-round safe, timely, professional, and reliable operation and maintenance of the trolleys.

II. Contractor Requirements

The Contractor shall operate and maintain the busses (trolley) service in full compliance with the safety and inspection requirements of the Massachusetts Department of Public Utilities (DPU/Transportation Oversight Division) and all other rules and regulations of DPU/TOD relating to the operation of motor vehicles for the carriage of passengers for hire.

The Contractor will provide daily circuit transportation, between 9:10am and 5:10pm, on the following route:

Arrive at Visitor Center, 1250 Hancock Street
Leave Visitor Center at 9:15am
Adams’ Birthplaces (John Adams & John Quincy Adams) 133-141 Franklin Street
Old House 135 Adams Street
Return to Visitors Center
Continuing with 45-minute headways until 5:10pm

Trolley shall complete the circuit every 45 minutes, with the last trolley returning to the Visitor’s Center at 5:10 pm.

Unless otherwise modified by the Contracting Officer, the Contractor shall adhere to the established schedule, routes, and stops at all times.

III. Service Coordinator

The Contractor shall designate and provide a Service Coordinator, who will be the Contractor’s primary representative and will have full authority to act for the Contractor. The Service Coordinator will be on-duty or on-call during the hours in which the trolley service is operating or the trolley vehicles are being maintained and/or repaired. The Service Coordinator will be in direct and frequent communication with NPS to ensure the effective exchange of information pertaining to all aspects of the Contract, particularly on matters of damage or loss to NPS property.

IV. Use of National Park Service Trolleys

A. Trolleys

The trolleys to be used in providing the service described here shall be owned by the National Park Service. The vehicles to be used consist of two all-weather, diesel-operated, new Spirit of America 29’ double door ADA trolleys. Manufactured by ARBOC Specialty Vehicles, with a Freightliner Custom Chassis, model XBA, engine Cummins 6.7 ISB, 26 seats, 25,990 GVWR, delivered in November 2020 and not yet put in service.

The Contractor shall be responsible for the totality of the operation, including vehicle operators, maintenance, fueling, and secure storage of the two trolleys during the operational season. The Contractor shall ensure that use and operation amongst the two trolleys will be rotated to ensure equal mileage and wear on both vehicles.

One of the two trolleys will be retained at all times as a back-up vehicle. The contingency vehicle will be immediately available in the event of an emergency breakdown, accident, etc. of the scheduled vehicle. In the event that both park vehicles are out of service, a substitute park owned 16-passenger shuttle bus will be provided by the National Park Service.

The trolleys display the NPS logo and other signage identifying the trolleys as transportation for Adams NHP. The trolleys have a property identification number, assigned by NPS. The Contractor must ensure that these signs are visible at all times.

The Contractor shall provide vehicle maintenance and preventative maintenance in accordance with Section V of this Statement of Work.

B. Use of NPS Trolleys

NPS shall remain the sole owner of the trolleys and nothing contained in this Contract or in the payment of services shall enable the Contractor to acquire any right, title, or interest in or to the trolleys.

The Contractor shall not sublease any NPS vehicles to any other private transportation provider or charter company. The Contractor shall not use any NPS vehicles for non NPS charters or other profit-making ventures. The provisions in this paragraph apply at all times and for the duration of the contract.

The process of providing the trolleys to the Contractor will be determined by NPS in coordination with the Contractor. NPS shall be responsible for assuring that the trolleys are clean, interior and exterior, and ready for operation when picked up and the Contractor shall be responsible for assuring that the trolleys are clean, interior and exterior, fully fueled, and ready for operation in the NPS fleet upon conclusion of the contract.

An inspection shall be performed with each trolley when the Contractor accepts the trolleys prior to commencing contract performance. Following inspection of each trolley, an acceptance inspection sheet (attachment 7) will be signed by representatives of NPS and the Contractor.

Upon return of the trolleys to NPS after contract performance, another inspection shall be conducted, repairs made - reasonable wear and tear excepted - (see definitions on attachment 7 Inspection Sheet). A return inspection sheet shall be signed by representatives of NPS and the Contractor acknowledging the return of the trolleys to NPS in acceptable condition. The condition of the trolleys at acceptance shall be documented by NPS with a written checklist and, if necessary, photographs. A representative of the Contractor shall initial the documentation as an accurate account of the condition of the trolleys at the time of acceptance by NPS.

Damage to NPS-provided trolleys as a result of the fault of the Contractor shall be the sole responsibility of the Contractor. This shall include mechanical failures as a result of the fault of the Contractor and damage caused by accidents as a result of the fault of the Contractor. If damage caused to a trolley as a result of the fault of the Contractor exceeds the current market value of the trolley, the NPS will require the contractor to reimburse NPS at the fair market value of the trolley. If damage caused to a trolley as a result of the fault of the Contractor causes the trolley to be considered beyond repair, the Contractor shall reimburse NPS at the fair market value of the trolley.

NPS will provide government issued license plates for the trolleys.

V. Trolley Drivers

A. Basic Requirements

The requirements listed here establish the minimum standards for any new or existing employee of the Contractor in the position of trolley driver.

1. Each trolley driver of the Contractor shall be at least 21 years of age and shall possess a minimum of a valid Massachusetts Commercial Driver’s License Class "B" with a passenger endorsement. before the commencement of the operating season each trolley driver must have a current U.S. DOT physical card in his or her possession when operating a trolley.

2. All staff that operate trolleys for any reason shall have a valid Massachusetts Commercial Drivers License Class "B."

3. Trolley drivers shall comply with all traffic laws, as well as any other regulations and instructions pertaining to conduct of persons on NPS facilities and operating Government vehicles.

4. The Contractor shall have in force and shall cover all expenses associated with a substance abuse policy that complies with the regulations of the Federal Transit Administration, Title 49, Chapter 6, Part 655 of the Code of Federal Regulations.

5. The Contractor shall maintain a system of records to meet U.S. DOT regulations regarding employee records for driving time and for on-duty time.

6. The Contractor shall review the current motor vehicle record (MVR) of each applicant for the position of trolley driver and shall reject any applicant whose record contains more than five infraction points within the last 2 years or whose record contains a conviction for DUI or DWI within the last 5 years regardless of the type of vehicle that was being driven. The Contractor shall perform annual as well as random MVR checks on all drivers for compliance with the above.

7. The Contractor shall review the criminal history of each applicant for the position of trolley driver and shall reject any applicant with any felony conviction.

8. The Contractor shall review the national wanted felon status of each applicant for the position of trolley driver and shall reject any wanted felon.

9. Drivers shall have a high school or equivalency diploma with the ability to read and write the English language. The Contractor shall provide trolley drivers proficient in communicating in the English language in order to comprehend and respond to inquiries from trolley riders and/or National Park Service staff.

10. Drivers shall meet the minimum physical standards as described in the regulations of the Federal Motor Carrier Safety Administration, Title 49, Part 391.41 of the Code of Federal Regulations.

11. In accordance with the Privacy Act of 1974, Public Law 93-579, December 31, 1974 (5 U.S.C. 552a) and applicable agency regulations, the Contractor shall provide to NPS the following information, at a minimum, for each trolley driver: name, home address, telephone number, date of birth, license number, date of license issuance, results of any drug or alcohol testing, results of physical exam(s), results of criminal background checks, and current MVR.

12. NPS reserves the right to require, in writing and at any time, the removal from the Contract of any trolley driver deemed incompetent, careless, negligent, or otherwise detrimental or harmful to the quality and functionality of trolley operations and visitor/passenger relations. The driver shall be replaced within 24 hours.

B. Training

The Contractor shall provide vehicle orientation to the trolley drivers, such as:

· Review of safe operations (driving within posted speed limits, using directional when turning).

· Route information (familiarize drivers with the route to be driven and stops the trolley will make).

· Review of policy and procedures outlined in this Scope of Work.

· Orientation may include, for example, how to open and close trolley doors, operation of the wheelchair ramp, wheelchair tie downs and location of directional and lights.

Following the completion of all training and instruction, but prior to the commencement of trolley service, each trolley driver shall demonstrate proficiency in all aspects of the operation of the trolley to the Contractor at their site.

The Contractor shall maintain a complete training file on each driver and shall make it available to NPS upon request.

C. Accidents

The Contractor shall submit an accident and emergency-response plan to NPS for approval prior to the commencement of the Contract. Accident and emergency-response plan to include reporting procedures, safety plan, emergency contact names email and phone numbers.

The Contractor’s Service Coordinator will notify the NPS COR (Kevin Kelly) immediately of any accident (regardless of how minor) or incident, whether it occurs during operational hours or during maintenance. Driver shall immediately notify the Visitor Center of any visitor injuries, vehicle accidents or delays in service.

D. Driver Appearance

All trolley drivers shall be courteous, tactful, and maintain a pleasant and polite attitude to the public at all times. All trolleys drivers shall present a neat and professional appearance both of self and attire at all times and shall dress in accordance with Contractor employee standards of dress as detailed in the policies of or promulgated by the successful firm. Prior to the commencement of work, the Contractor shall submit their dress standards to the National Park Service for approval. All drivers shall wear an identification badge that clearly identifies them as employees of the Contractor firm.

E. Route Information

Drivers will be expected to announce stops. Any questions about the park sites on the route or general information about the City of Quincy should be referred to an Adams NHP staff member. Drivers shall not offer interpretive or historical information about the Adams NHP sites.

Under no circumstances shall trolley drivers solicit or accept gratuities of any sort.

F. Contact with the Media

The trolley drivers shall refer all media inquiries, whether in person, or by phone, fax, mail, or email, to the NPS Visitors Center, Phone 617-770-1175 or by email ADAM_Visitor_Center@nps.gov

G. Lost and Found

Lost articles shall be tagged with an NPS-provided tag and trolley drivers shall deliver the items to the NPS Visitor Center no later than 11:00 am for articles lost on the previous day.

VI. Vehicle Maintenance and Cleaning

It is the responsibility of the Contractor to maintain the NPS trolleys in a clean and safe operating condition. Periodic preventive maintenance of the trolleys is required under this Contract, as well as any unanticipated maintenance costs that result from the Contractor’s operation of the trolleys, or which occur while the Contractor has possession of the trolleys in storage or in use. The Contractor shall provide maintenance personnel and institute a trolley maintenance program as described in the attached maintenance schedule. (See the Attachment 5, Maintenance Schedule).

A. Maintenance and Storage Facility/Facilities

The Contractor agrees that it will own, lease, or otherwise directly control a facility or facilities that (1) is/are safe and secure, (2) is/are satisfactory, in terms of size and equipment, for use to properly repair, maintain, and clean the NPS trolleys, (3) is/are able to provide a storage environment that protects the trolleys from harm and excessive elements.

NPS reserves the right to inspect the maintenance facility/facilities at any time during the term of this contract.

B. Personnel Requirements

Maintenance personnel assigned to work on the NPS trolleys shall have a thorough knowledge of:

1. Diesel-fueled bus engines, chassis, transmission, electrical, hydraulic and air systems, and related mechanical parts.

2. Tools, equipment, and procedures used in the general repair and maintenance of bus and trolley equipment, including wheelchair lift equipment.

Maintenance personnel shall be able to:

1. Inspect trolley engines, transmission, and other parts.

2. Diagnose trolley engine, transmission, electrical, hydraulic and air system problems.

3. Repair trolley engine, transmission, electrical, hydraulic and air system problems.

C. Preventative Maintenance

All preventative maintenance requirements shall be performed at regularly scheduled intervals and within 500 miles of the manufacturer’s recommended interval. The maintenance schedule is attached to this solicitation (See the Attachment 5, Maintenance Schedule).

It shall be the responsibility of the Contractor to maintain change-out records for all components.

All vehicles shall have a valid annual US DOT inspection sticker. The sticker must be in plain view from the outside of the vehicle at all times. The Contractor shall be responsible for obtaining the sticker prior to the commencement of the trolley’s seasonal operation, and the maintenance of the sticker throughout the life of the contract.

D. Mechanical Maintenance

The Contractor shall provide all parts, supplies, lubricants, and major components to perform the specialized maintenance required for the operation of the trolleys, as detailed by the trolley specifications Dealer Customer Links (arbocsv.com).The Contractor shall be fully responsible for the safe and efficient maintenance of the trolleys in strict conformity with all applicable regulations, orders, and requirements. The duty and responsibility of the Contractor to maintain all vehicles and equipment cannot be delegated to any other firm or corporation, without the prior written consent of the Contracting Officer.

All repairs shall be made in accordance with applicable procedures listed in the vehicle manufacturer’s maintenance manuals and shall comply with all local, state and federal regulations located at Dealer Customer Links (arbocsv.com)

Each trolley shall be systematically and regularly inspected, repaired, and maintained by the driver and by maintenance personnel as required by the most current regulations of the Federal Motor Carrier Safety Administration. Their website is: http://www.fmcsa.dot.gov/rulesregs/fmcsrhome.htm Records of each inspection shall be retained. All safety defects found shall be corrected before the trolley resumes service for the day. Such inspections shall include, but not be limited to: brakes, steering, tires, doors, interiors (loose seats, loose/broken stanchions, flooring), exterior and interior lights, safety equipment (fire extinguisher, flares or triangles, emergency exits), wheelchair lifts and associated devices; and dents, scrapes, and other body damage that may be considered a hazard to passengers.

The Contractor shall maintain a spare parts inventory sufficient to meet vehicle requirements and reduce down time. Parts and labor for unforeseen maintenance will be supplied by the Contractor and will be reimbursed at the established mark up and labor rates.

All wheelchair lifts, tie downs, and related equipment shall be inspected, serviced, and lubricated at appropriate intervals to ensure that the wheelchair lifts are fully operational before the trolleys are used in transit service.

Heating and air-conditioning systems shall be maintained and used to ensure that the passenger compartment temperature is comfortably maintained.

Trolleys shall be rotated into service in such a way as to equalize mileage usage over time.

E. Fuel

The Contractor shall provide all fuel and DEF (diesel exhaust fluid) for the trolleys. Each trolley has a 70-gallon fuel capacity. Actual fuel cost and mark-up will be reimbursed monthly.

F. Maintenance Record Keeping

The Contractor shall maintain an up-to-date vehicle file for each trolley that shall contain, at a minimum, the following information:

1.Make

3.Coach serial number/NPS fleet number
4.License number
5.Date received
6.Preventative maintenance reports
7.Unforeseen mechanical maintenance or events
8.Daily trolley condition reports
9.Work orders
10.Fuel usage
11.Mileage
12.Hours in service
13.Component replacements
14.Failure and road call information

The National Park Service reserves the right to request additional documentation to substantiate work performance and costs, including, but not limited to: daily mechanical inspection records, time sheets, work orders, maintenance logs, invoices, and receipts. These reports are not required during the off-season months, unless requested by NPS.

The vehicle maintenance file shall be available to NPS upon request, both during the operational season and during the off-season months. Any requests for information made by NPS shall include a reasonable time when a response is due.

G. Trolley Cleaning

On a daily basis, the trolleys shall be cleaned, including washing of the full exterior, wheels, windows, fuel-fill area; the scrubbing of oil or other excessive residue on the rear end; the dusting or vacuuming of all seats, dashboard, stanchions and exposed surfaces; the sweeping or vacuuming of all floor areas, including the removal of gum, grease, oil, etc. All graffiti, interior and exterior, that is cleanable shall be removed before the trolley is placed back in service for the day.

Every fifteen days, each trolley shall have the seats, stanchion, ceiling, sidewalls and floors scrubbed, washed or shampooed. Insects and vermin shall be removed as necessary. No high pressure washing of interior surfaces will be allowed.

Seats and windows that have been vandalized, damaged, or have graffiti shall be cleaned and/or replaced within 7 days unless NPS is notified in writing as to the reason for the delay and the delay is approved by NPS. If the graffiti is obscene, it shall be removed immediately or the vehicle shall not be used in transit service until corrected.

H. Quality Control

NPS reserves the right to monitor the cleanliness, maintenance, wheelchair accessibility device operation, damage condition, and climate control of the trolleys. These inspections may be done with or without advance notice to the Contractor and may be done at any time during the life of the contract.

Communications from passengers and other individuals relative to proper maintenance will be thoroughly evaluated.

VII. Dispatching and Radio Communications

Radio equipment will be furnished by NPS prior to the commencement of the contract and within 5 calendar days after contract award. The Contractor shall have a person assigned to work as dispatcher at all times during service hours. Dispatchers are responsible for communications with NPS concerning on-street service operations. The dispatchers are responsible for extra assignments; the substitution of vehicles for routine maintenance; late pull-outs; detours; re-spacing of trolleys; mechanical problems requiring a trolley to be removed from service; accident/incidents that may cause a delay; special instructions to the driver; and other requirements that may be identified.

Each trolley driver shall contact the dispatcher under the following conditions:

1. If the driver is involved in any accident with another vehicle or a fixed object (regardless of the amount of damage), or if a passenger is hurt on the trolley. This applies both to accidents on the road and accidents in the maintenance facility.

2. If the driver is 10 minutes or more behind the schedule time, for any reason.

3. If the driver has a mechanical problem, including but not limited to heat, wheelchair lift, destination sign, and no-starts.

4. If the driver has an incident on the trolley, such as an argument with a passenger, a sick passenger, or physical violence on the trolley.

5. If the driver encounters a detour or blockade on the route that was not previously reported.

6. If the driver must pass up a passenger due to an overload or a lift not working.

7. If the driver resumes picking up passengers (giving the approximate number of passengers passed up).

8. If the driver requires information, assistance, or action by the dispatcher or NPS.

Upon receipt by the dispatcher of a radio message that NPS staff should be made of aware of, the dispatcher will immediately contact NPS by telephone (see NPS Contacts, page 1). Circumstances in which NPS must immediately be notified include but are not limited to any accidents involving the trolleys, any emergency or accident that is observed within Adams NHP, any incident on the trolley (argument with a passenger, sick passenger, physical violence on the trolley), and any detour or blockade on the route that was not previously reported. NPS must also be notified immediately of all motor vehicle accidents observed by the trolley driver.

VIII. Passenger Complaints/Commendations

Every complaint, concern, suggestion, or commendation about the trolley service received by the Contractor, must be provided to the NPS COR within 24 hours of receipt. This information shall be provided via telephone with a follow up email. NPS shall investigate any issues of concern and the Contractor shall take appropriate corrective action within 72 hours. More serious complaints, or those involving safety issues, may require immediate action by the Contractor. Every complaint, concern, suggestion or commendation about the trolley service received by NPS shall be provided to the contractor within 24 hours of receipt. This information shall be provided to the Contractor by the COR via telephone with a follow up email.

A report shall be submitted to the COR every month documenting each (1) complaint and the action taken to prevent re-occurrence, if appropriate, and (2) commendation and any individuals specifically named.

The Contractor will be furnished with standard Adams NHP comment forms to make available to trolley passengers.

IX. Reporting Requirements

A. Monthly Reports

1. Fuel receipts

2. Total Mileage driven

3. Number of passengers transported.

4. Trolleys out of service for more than 16 hours

5. Successful wheelchair loadings

6. Wheelchair loadings that were attempted but not successful

7. Number of accidents

8. Number of passenger accidents

9. Number of late and missed trips

10. Repeat maintenance

11. Report of visitor complaints or commendations.

These reports are not required during the off-season months.

B. Annual Reports

At the end of the performance season, on or before November 15th, the Contractor will submit the final annual totals for the above items.

C. Surveys

NPS may periodically request the Contractor to distribute survey forms to be filled out by the passengers and returned to NPS.

XI. Payment

A. General

Invoices shall be emailed monthly to Kevin_Kelly@nps.gov (Contracting Representative) for approval prior to submission to the IPP Invoicing System ipp.gov for services performed. Trolley operation and Trolley Storage Lines shall be billed separately on the invoice.

Invoice Pricing Breakdown from Quote Schedule:

Line A. Operational costs consisting of Bus Drivers, Service Coordinator, Storage, Insurance and Preventive Maintenance shall be billed monthly. (Firm-Fixed-Price Line Item)

Line B. Fuel Reimbursement (Time & Materials Line Item)

Line C. Labor & Materials, Mechanical Maintenance, Unknown / Unscheduled (Time & Materials Line Item)

Line D. Charter Orders (billed at a per hour cost) (Time & Materials Line Item)

Line E. Option of 2 additional days of service (Firm-Fixed-Price Line Item)

Invoices for trolley operation shall be accompanied by the aforementioned monthly reports in Section IX, “Reporting Requirements.”

XIV. Additional Information

The Contractor is fully responsible for the security and protection of all NPS-owned vehicles and equipment as specified in this Contract.

The Contractor shall maintain a safe and healthy environment for all employees, passengers, and visitors under the influence of the Contractor’s operations. The Contractor shall dispose of all hazardous wastes in Federal, state, and locally approved manners.

The Contractor does not have the right to sell additional services, freight and charter, and other passenger services in association with this Contract unless prior written approval is obtained from NPS. Under no condition will the Contractor be permitted to sell food or beverages.

Fares will not be collected by the Contractor for any transit services provided under this Contract.

Non-NPS advertising of any type shall not be allowed on the trolleys used under this agreement.

The Contractor shall provide a 24-hour emergency telephone number and contact information to be used by NPS. A primary point of contact at Adams NHP will be determined prior to the commencement of service.

The Contractor shall take a passenger count each day and submit it to NPS on the following day. The count will reflect the time and number of passengers picked up and dropped off at each stop.

The Contractor will enforce the Commonwealth of Massachusetts law against smoking on public transportation.

The Contractor will follow the local and Center for Disease Control and Prevention (CDC) guidelines for public transportation.
