STATEMENT OF WORK
ACTIVE ATTACK INTEGRATE RESPONSE (AAIR) COURSE FOR DOVER AIR
FORCE BASE FIRE DEPARTMENT BLDG. 140
OVERVIEW
This Statement of Work is to describe the Active Attack Integrate Response (AAIR) Course taught by Broaddus Defense LLC at Dover AFB Fire Department. The intent of this service is to provide an integrated response effort between Fire and Security Forces in the event of an Active Shooter response on the installation.
1. DESCRIPTION OF SERVICE. Active Attack Integrate Response Course is essential for establishing the Rescue Task Force (RTF) program on base. The 436th Civil Engineer Squadron, Fire Emergency Services, and the 436th Air Wing have demonstrated strong interest in developing this program and its associated capabilities.
2. SCOPE OF WORK. The following items must be performed by contracted personnel:
2.1. The Active Attack Integrated Response (AAIR) course is a performance level course designed to improve integration between law enforcement, fire, telecommunicator and emergency medical services (EMS) in active attack / shooter events. This includes stopping the attacker(s), establishing initial command, rendering medical attention to casualties, establishing unified command, and facilitating the rapid evacuation of casualties to a higher level of care.
This course uses classroom instruction, hands-on performance-based training, and scenario-based practical exercises to achieve its Educational Objectives.
- Broaddus Defense agrees to provide two iterations of the two-day AAIR ALERRT course with dates to be determined pending the approval of this package. The contractor requires a minimum of 45–60-day lead time from notification to ensure they can gather all required training equipment, schedule instructors, and arrive prepared to deliver the best courses possible.
3. Acceptance of Work. The Contractor shall provide a Certificate of Completion at the end of each course to all members who attend said sessions. These courses will be closely monitored by the COR.
The Contractor shall coordinate all work and scheduling of said courses with the Contracting Officer Representative at the DAFB Fire Dept.
4. Quality Assurance. The government will evaluate the Contractor’s performance under this contract in accordance with appropriate guidance.
5. GENERAL INFORMATION.
5.1 HOURS OF OPERATION. Typical Dover AFB operation hours are 0700am-3:30pm, Monday through Friday excluding federal holidays. The contractor must request approval from the Contracting Officer to coordinate all work that needs to be performed before or after the normal base operation hours.
5.2 RECOGNIZE HOLIDAYS. The contractor is not required to provide service on federal holidays. Federal holidays are as follows:

▪ Martin Luther King Day - 3rd Monday in January
▪ Washington’s Birthday - 3rd Monday in February
▪ Memorial Day - last Monday in May
▪ Emancipation Day – 19 June
▪ Independence Day - 4 July
▪ Labor Day - 1st Monday in September
▪ Columbus Day - 2nd Monday in October
▪ Veteran’s Day - 11 November
▪ Thanksgiving Day - 4th Thursday in November
▪ Christmas Day - 25 December
5.3. VEHICLES AND PASSES. All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. In addition, all vehicles described above must be registered through the Security Forces Squadron, Pass and Registration and will comply with DAFB directives when entering the Dover AFB through the commercial gate. All personnel needing base access will need a base pass. Please forward the name, date of birth, living address, SSN, driver’s license number and state of issue for all personnel needing access to the COR for processing at least ten (10) business days in advance of starting date.
5.4 OPERATIONS SECURITY (OPSEC). Dover AFB Critical Information and Indicators List (CIIL) will be provided to the contractor for their understanding and compliance. 436th Contracting Squadron unit OPSEC coordinators will state OPSEC requirements on DD Form 254, contracts and SOW/PWSs with sufficient detail to ensure complete contractor understanding of the exact OPSEC provisions or measures required by the organization. If the OPSEC block is checked on DD Form 254, the 436th Contracting Squadron unit OPSEC coordinators shall: Task the contractor to develop an OPSEC program plan to address how the contractor plans to protect critical and sensitive contracted information, and upon organization acceptance, implement the OPSEC program plan. Provide OPSEC guidance for the contractors to use in developing their own OPSEC plan.
6. SECURITY AND SAFETY REQUIREMENTS. In performing any work under this contract on premises which are under the direct control of the Government, the Contractor shall conform to all safety rules and requirements prescribed in Air Force Pamphlet 91-210, Contract
Safety and Public Law 91-596, The Occupational Safety and Health Act of 1970. Effective on the date of this contract, the contractor shall take such additional precautions as the Contracting Officer may reasonably require for security, safety, traffic fire, personnel clearances and accident prevention purposes. The Contractor agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor, Government Property and Government personnel performing or in any way coming in contact with the performance of this contract on such premises. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the Occupational Safety and Health (OSHA) Act. In the event of a conflict between the OSHA Standards and these requirements, the most stringent shall apply. Any violation of such rules and requirements, unless promptly corrected, as directed by the Contracting Officer, may be considered grounds for termination of this contract in accordance with the default provisions hereof.
6.1. SECURITY. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of DAFB. Employees are responsible for safeguarding all government property provided for contractor use.
6.1.1. At the close for each work period, equipment and materials shall be secured.
6.1.2. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
6.1.3. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
6.1.4. The contractor shall submit a request for compensation on delays to the Contracting Office for approval. The contractor shall notify the Contracting Office or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.
6.1.5. All contractors and subcontractors when working in a Controlled, Restricted or other sensitive area must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
6.2. INSTALLATION ACCESS. The contractor shall obtain a personal contractor identification badge for all employees and vehicle passes for all contractors and personal vehicles requiring entry onto DAFB from Pass and Registration, for the duration of the contract.
Employees are only permitted to enter the installation during the date and time periods indicated on their contractor badge. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
6.2.1. During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
6.2.2. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
6.2.3. During Higher FPCONs (Charlie and Delta) the base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended at the direction of the Installation Commander.
6.2.4 ANTITERRORISM AWARENESS LEVEL 1 TRAINING. DoD Contractors supporting a Base
Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card. DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.
