STATEMENT OF WORK (SOW)

Electrical Project, Bldg. 381, 3rd floor

TRAVIS AFB, CALIFORNIA

12 August 2020

INTRODUCTION

The Contractor shall be responsible for all equipment, labor, tools, materials, and ancillary items necessary to demo and install of all electrical and data in building 381, 3rd floor.

BACKGROUND

Currently, the 921st Contingency Response Squadron is expanding its manpower to fill additional positions required by AMC driven policy. The current construct does not support additional manpower or personnel.

As a result, a new layout was drafted and needed to be designed based on this template. New furniture needs to be purchased in order to meet the manpower requirements of the section and an electrician hired to perform the electrical work.

SCOPE OF WORK

The performed tasks shall be based on the project description and other data furnished in this SOW. The scope of this project includes installing whips for new furniture, troubleshooting existing electrical wiring, running new wiring as needed for furniture whips and cap old whips not in use. Additionally, CAT-5 cables will need to be extended from the wall ports through the new furniture to all workstations. This shall include, but is not limited to:

1.1 Task 1 – Scope of Electrical Work

As part of the proposed effort, the Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent practicable throughout the project performance. The government provided documents and existing field conditions shall be reviewed by the contractor to identify any potential discrepancies and develop necessary requests for information (RFI) prior to work beginning. Efforts shall be in strict accordance with the contract documents. Clean up all debris, restore disturbed areas, dispose of all waste off site at the conclusion of work. The task descriptions below are summaries of work to be completed.

A. Contractor shall conduct site visit to mitigate unforeseen site conditions.

B. Contractor shall conduct site visit to coordinate the current electrical layout and data points.

C. Use existing circuits for any and all power needed. No additional circuits to be added.

D. As-built drawings will be provided to the Contractor for reference in their present form.

The Government bears no responsibility for the accuracy of these drawings. Actual field investigation and survey of the facility must be conducted by the Contractor to ascertain existing conditions before start of design.

E. Conference room:

a. Install an over-floor raceway from the wall to the conference room table for electrical and data, and projector cables.

b. Connect whip power for a false wall

F. RM C306:

a. Cap Whips and verify that existing outlets in existing wire-mold are functioning.

G. Wing B/ A bay:

a. Cap Whips and verify that existing outlets in existing wire-mold are functioning.

a. Run wiring for 11 new Furniture Whips to feed cubicles

b. Extend data from wall for 40 work stations

a. Reconfigure existing whips for new furniture and hook up 6 tails.

b. Extend data from wall for 25 work stations

c. Demo whips not in use and repurpose circuitry

d. Also verify power for copier and shredder is functional

a. Reconfigure existing whips for 3 new whips

b. Extend data from wall for 9 work stations

c. Verify power and data in place for copier

GENERAL REQUIREMENTS

Applicable provisions of the Contract Clauses in the contract will govern work under each section of the specifications.

1.2 Identification of Employees:

The Contractor shall be responsible for obtaining security clearances and badges for each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the CO and Security Forces.

1.3 Job Site Tools and Equipment:

All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use.

1.4 Notification Requirements:

The Contractor shall notify the Government a minimum of five (5) days in advance of demolition/installation. The Contractor is required to notify the CO and end-user of critical issues that may affect the contract performance and/or human health and the environment.

1.5 On-Site Field Oversight:

The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure responsible oversight throughout accomplishment of the project. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract.

1.6 Period of Performance:

A. The Period of Performance shall be no longer than 21 calendar days.

B. The Contractor will be notified of furniture removal and be notified of furniture install.

1.8 Working Hours:

The normal working hours for the base are from 7:30 AM to 5:00 PM, Monday thru Friday excluding Federal Holidays.

1.9 Availability and Use of Utility Services:

The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract.

1.10 Clean Up:

At the end of each working day the Contractor shall clean up the work site by the removal of all debris, waste materials, packaging material and the like. If the before mentioned items could become airborne they shall be placed in refuse containers immediately.

UTILITY OUTAGES

1.11 Definition:

Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.

1.12 Outage Coordination:

All utility outages shall be coordinated with the Using Agency through the CO or the COR. Notice of the necessity for an outage shall be provided by the Contractor to the CO, in writing, not less than seven (7) working days prior to the time of the required outage and written approval for the outage will be issued by the Contracting Officer. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration.

1.13 Restoration:

Once a utility outage is arranged and work begun, work shall continue until all utilities are restored to the affected facility or facilities.

1.14 Cancellation:

In the event a scheduled utility outage is cancelled by the Government, notification will be given to the Contractor at least 24 hours in advance of the time for the outage to start. Rescheduling of a cancelled outage must be coordinated with written notification as described above.

DELIVERABLES / SUBMITTALS

1.15 Delivery/Warranty:

A. The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the warrant documentation. The warranty shall be issued in accordance with FAR 52.246-21.

B. Upon completion, Contractor will provide updated drawings and electrical schematics.

CONTRACTOR’S QUALITY CONTROL

1.16 Field Measurements:

A. The Contractor shall be required to make his/her own field investigations to verify existing conditions, dimensions and other information shown on Government furnished reference drawings. Deviations, errors, or omissions in the government supplied reference materials shall be identified and addressed by the Contractor prior to the start of work.

INSPECTION AND ACCEPTANCE

1.17 Provisions:

Government inspections and final acceptance shall be scheduled by the Contractor as the work is completed with the following additional provisions:

A. The Contractor shall give the Government a minimum of a one (1) working day notice for all requested inspections.

B. The Contractor shall verify that the work to be inspected is in full compliance with the contract documents prior to the requested date of inspection.

RESOURCE CONSERVATION

Contractor storage / staging area

1.18 Operations and Storage Approval:

Notwithstanding Contract Clause, FAR 52.236-10, Operations and Storage Areas, subject to approval by the CO and in turn, availability and need, a storage/staging area shall be provided at the subject project site.

1.19 Storage Area Clean Up:

At work completion, clean the storage area. This area must be free of any materials, trash or debris before receipt of final payment.

1.20 Contracting Officer Authority:

A. CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
