STATEMENT OF WORK (SOW)
C-Wing Wall, Bldg. 381, 3rd floor
TRAVIS AFB, CALIFORNIA
August 24, 2020
INTRODUCTION
The Contractor shall be responsible for all equipment, labor, tools, materials, and ancillary items necessary to install a Modular Wall in building 381, 3rd floor.
BACKGROUND
Currently, the 921st Contingency Response Squadron is expanding its manpower to fill additional positions required by AMC driven policy. Currently there is no wall around the conference room. One needs to be purchased to enclose the conference room and the CCIP office to enable sensitive conversations to be had and mission planning to be accomplished in a secure area free of distractions.
SCOPE OF WORK
The performed tasks shall be based on the project description and other data furnished in this SOW. The scope of this project includes designing and installing a false wall with electrical outlets for the conference room wall. Contractor will not hook up electrical power. This shall include, but is not limited to:
1.1 Task 1 – Scope of False Wall
As part of the proposed effort, the Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent practicable throughout the project performance. The government provided documents and existing field conditions shall be reviewed by the contractor to identify any potential discrepancies and develop necessary requests for information (RFI) prior to work beginning. Efforts shall be in strict accordance with the contract documents. Clean up all debris, restore disturbed areas, dispose of all waste off site at the conclusion of work. The task descriptions below are summaries of work to be completed.
A. Contractor shall conduct site visit to mitigate unforeseen site conditions.
B. The Government bears no responsibility for the accuracy of drawings provided. Actual field investigation and survey of the facility must be conducted by the Contractor to ascertain existing conditions before start of design.
C. Contractor shall conduct site visit to coordinate the design of the new layout with the user to ensure functionality, conformity, and use.
D. Panels Design will have the following:
a. Ceiling braces for stability.
b. Combination solid wall-glass panel
c. Acoustic insulation
d. Electrical/data pass-through ports in wall
e. Integrated electrical plugs with data
f. Color scheme shall match existing Haworth wall (Attachment 2):
I. Wall color: Cream Laminate II. Metal trim: Black III. Door Color: Walnut
E. Design shall be fit to floorplan (Attachment 1) to include a wall that is floor to ceiling and fit between columns in C- Wing:
a. Elevation A:
I. 8’ 11 ¾” x 17’ 4 3/8”
b. Elevation B1:
I. 8’ 11 ¾” x 8’ 10”
II. One Swinging Door panel that opens into the conference room
c. Elevation B2:
I. 8’ 11 ¾” x 12’ 4” II. Every-other panel will have electrical outlets on the inside with electrical power supplied by Elevation C. Outlets will be along the base of the panels. (2 total)
d. Elevation C I. 8’ 11 ¾” x 16’ 7 ½”
i. Every-other panel will have an electrical outlets on both sides of the wall. 4 electrical outlets total. Outlets will be along the base of the panels.
ii. Panels will “T” into Elevation B and spilt the elevation B1 and B2.
iii. All efforts will be made to hide power whips and/or electrical connections.
1.2 Task 2 Purchase New Wall:
a. Contractor shall purchase Haworth Enclose Wall or equal.
b. Or equal wall will meet the specifications in Task 1 D.
1.3 Task 3 Install New Wall:
A. Contractor shall install the wall (Task 2) based on manufacturer standards and approved design (Task 1).
B. Any and all deviations from approved design and/or due to unforeseen site conditions must be approved in writing by the CO.
C. Verify actual existing site conditions and identify potential conflicts prior to starting work.
D. Install protective coverings and barriers as needed to protect non-work areas and equipment remaining in the work area from damage, debris and dust during performance of the work.
E. Remove protective coverings and clean up all areas affected by demolition/installation to restore original conditions.
1.4 Dispose of all waste off site at the conclusion of work
GENERAL REQUIREMENTS
Applicable provisions of the Contract Clauses in the contract will govern work under each section of the specifications.
1.1 Identification of Employees:
The Contractor shall be responsible for obtaining security clearances and badges for each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the CO and Security Forces.
1.2 Job Site Tools and Equipment:
All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use.
1.3 Notification Requirements:
The Contractor shall notify the Government a minimum of five (5) days in advance of demolition/installation. The Contractor is required to notify the CO and end-user of critical issues that may affect the contract performance and/or human health and the environment.
1.4 On-Site Field Oversight:
The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure responsible oversight throughout accomplishment of the project. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract.
1.5 Period of Performance:
The Period of Performance shall be no longer than 7 calendar days.

1.7 Working Hours:
The normal working hours for the base are from 7:30 AM to 5:00 PM, Monday thru Friday excluding Federal Holidays.
1.8 Availability and Use of Utility Services:
The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract.
1.9 Clean Up:
At the end of each working day the Contractor shall clean up the work site by the removal of all debris, waste materials, packaging material and the like. If the before mentioned items could become airborne they shall be placed in refuse containers immediately.
UTILITY OUTAGES
1.1 Definition:
Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.
1.2 Outage Coordination:
All utility outages shall be coordinated with the Using Agency through the CO or the COR. Notice of the necessity for an outage shall be provided by the Contractor to the CO, in writing, not less than seven (7) working days prior to the time of the required outage and written approval for the outage will be issued by the Contracting Officer. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration.
1.3 Restoration:
Once a utility outage is arranged and work begun, work shall continue until all utilities are restored to the affected facility or facilities.
1.4 Cancellation:
In the event a scheduled utility outage is cancelled by the Government, notification will be given to the Contractor at least 24 hours in advance of the time for the outage to start. Rescheduling of a cancelled outage must be coordinated with written notification as described above.
DELIVERABLES / SUBMITTALS
1.5 Delivery/Warranty:
A. The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the warrant documentation. The warranty shall be issued in accordance with FAR 52.246-21.
B. Inspect partition components upon delivery for damage. Minor damages may be repaired, provided finish items are equal to new work and acceptable to Architect. Remove and replace damaged items as directed.

CONTRACTOR’S QUALITY CONTROL
1.7 Field Measurements:
A. The Contractor shall be required to make his/her own field investigations to verify existing conditions, dimensions and other information shown on Government furnished reference drawings. Deviations, errors, or omissions in the government supplied reference materials shall be identified and addressed by the Contractor prior to the start of work.
INSPECTION AND ACCEPTANCE
1.8 Provisions:
Government inspections and final acceptance shall be scheduled by the Contractor as the work is completed with the following additional provisions:
A. The Contractor shall give the Government a minimum of a one (1) working day notice for all requested inspections.
B. The Contractor shall verify that the work to be inspected is in full compliance with the contract documents prior to the requested date of inspection.
