STATEMENT OF WORK

FOR

ADVANCED SMALL ARMS SHOOTING

RANGE AND LODGING

371 SOCTS

HURLBURT FIELD, FLORIDA

1. DESCRIPTION OF SERVICES.

The contractor shall provide all management, tools, equipment, supplies, and labor necessary for the 371 Special Operations Combat Training Squadron (371 SOCTS) personnel to perform training, practice, drills, and qualifications required on the contractor shooting ranges. If the range is more than a 60-minute drive from Hurlburt Field then the contractor shall provide onsite field-like billeting conditions for the students and billeting facilities for the 371 SOCTS instructors, separate from the students. The range facility shall be inspected and certified annually by the Government for risk mitigation and safety.

1.1. Description of Range Requirements.

1.1.1. Minimum of three (3) operational pistol ranges. Each range shall be a minimum fifty (50) yards long by twenty-five (25) yards wide and consist of three (3) berms no shorter than fifteen (15) feet. Each range shall have a minimum of fourteen (14) firing positions.

1.1.2. Minimum of two (2) of the three (3) pistol ranges shall provide stationary paper target stands for each of the fourteen (14) firing positions that are flush mounted to the ground for a total of twenty-eight

(28) firing positions. A total of twenty-eight (28) moveable paper target stands, and silhouettes shall be available to configure (14) firing positions, within the three (3) pistol ranges.

1.1.3. Minimum of twenty-two (22) flat surface steel reactive targets shall be available to reconfigure each of the (14) firing positions, within the 3 pistol ranges. Steel reactive targets shall have a certified Brinell hardness rating of 400 to 550 and include a minimum of eighteen (18) body targets, two (2) plate racks, and two (2) pepper popper targets on a steel stand. The steel shooting targets shall be provided and maintained by the contractor in accordance with the manufacturer’s recommendations and be stored near the pistol ranges.

1.1.4. Minimum two (2) operational rifle ranges. One (1) range shall be a minimum of one hundred

(100) yards and consist of three (3) berms no shorter than fifteen (15) feet. Range shall have a minimum of fourteen (14) firing positions and include paper target stands. One (1) shall be a minimum of six hundred (600) yards. Range shall have a minimum of fourteen (14) firing positions and include paper target stands.

1.1.5. Any other live fire ranges directly facing 371 SOCTS reserved areas will not be in use while training is being conducted. The contractor will ensure access to these other ranges is prevented by locking associated gates and posting clearly visible “Off Limit” signs. A government representative from the 371 SOCTS will make certain this is complied with prior to the execution of training. No other users will be allowed on the ranges reserved for the 371 SOCTS or ranges directly facing them.

1.1.6. Barricades shall be provided, maintained and stored by the contractor. Barricades provided shall include a minimum of four (4) 9-hole barricades, two (2) mobile door frames with doors, thirty (30) cross piece barricades, twenty (20) plastic 50-gal drums that are easily moved around the range.

1.1.7. Facilities shall be provided to store training and logistics equipment. Storage facility shall be an enclosed metal container minimum of 20 X 8ft, or equivalent area of storage space. The contractor shall ensure the storage space can be secured with government provided locks and security seals.

1.1.8. The contractor shall also provide the following items:

a. Land line or Wi-Fi capability to contact key personnel or emergency services via telephone.

b. A potable water source and ice shall be available for use to support up to 35 personnel.

c. Bathrooms or portable toilets within 100 meters of training area to support up to 35 personnel.

d. Daily internet access for official e-mail communications with military leadership at Hurlburt.

If the facility provides Wi-Fi to commercial customers, it shall be provided free of charge.

e. One classroom able to seat 28 personnel shall be available for use.

f. Contractor will be responsible for all brass/spent casing pick up.

g. A dumpster for trash collection will be available on site and emptied on a routine basis.

h. Lights and electrical outlets or alternate power source at all shooting bays.

i. Contractor shall ensure all barricades are located on the range and all equipment is in working order prior to the start of the requested training day.

j. Contractor shall ensure all covered facilities to include but not limited to shooting bays are grounded and protected against lightning.

1.1.9. Contractor shall charge the government on a per day basis for usage of the range facilities.

1.2. Description of Lodging Requirements. Contractor provided on site lodging at the range is required for any ranges located more than an average 60 min drive time from Hulburt Field based on mapping software travel time estimates. This lodging requirement is due to available syllabus instruction time, duty day limitations and safety.

1.2.1. If required, the contractor shall provide a minimum of two (2) separate lodging facilities that are cleaned and maintained prior to training events. One facility for instructor lodging and one facility for student lodging as outlined below.

1.2.2. Instructor lodging. Separate sleeping area from the students for (6) instructors shall be provided and consists of heated/air-conditioned facility with 110v power and either 6 beds or room to set up 6 sleeping cots. Facility must have bathrooms, shower facility, refrigerator, and kitchen like area with appliances for food preparation.

1.2.3. Student lodging. Lodging shall consist of a facility where up to 28 students may expand and disperse their cots overnight/for multiple days. Facility shall have a flat, hard surface floor with a roof overhead which provides cover and weather protection over entire student cot/sleeping area. Water access and permanent toilets shall be provided. 110v power shall be accessible. Shall also consist of climate-controlled storage for long-term placement of cots, sleeping mats, large heaters/fans, etc.

1.2.4. Contractor shall charge the government on a per night basis for usage of the instructor lodging facility and student lodging facility.

1.3. Cancellations.

1.3.1. The 371 SOCTS will attempt to notify the contractor no later than two (2) weeks prior to the 1st day of class for cancellation. No other fees or costs shall be claimed in the event of a timely cancellation notification.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

2.1. 371 SOCTS will provide all medical services, ammunition, weapons, and target supplies (excluding steel targets and target stands as described in section 1 of this document).

2.2. The Government will provide all instructors, safety personnel, and medical support.
