About this file

This is a Statement of Work for the acquisition of an 80-ton rough terrain crane by the 704th Test Group, Detachment 1 at Holloman Air Force Base.

The National Radar Cross Section Test Facility (NRTF) requires delivery of a used 80-ton crane, serial #236124, to support daily testing operations at the Radar Target Scatter Advanced Measurement System (RAMS) site located approximately 50 miles from Holloman AFB. The crane will be used regularly to load/unload trucks, mount and flip large test targets, dismount targets during weather emergencies, and move targets safely. Due to the remote location and frequency of use, the crane must be permanently available on site and cannot be rented or borrowed. The acquisition of this used crane is expected to save over $1 million compared to purchasing new equipment. The crane must meet specific physical requirements including 80-ton lift capacity, 360-degree rotating planetary swing, 40-to-135-foot boom length, heated and cooled cab with skylight, 4-wheel drive with 4-mode steering, grooved drum main hoist with infinitely variable speed, water-cooled diesel engine, and full lighting package. Safety and regulatory requirements include an installed fire extinguisher, single swivel hook with safety latch, backup alarm, dual rear view mirrors, and front storage well. The contractor must complete the acquisition within 60 days after receipt of order. Points of contact are Shane Eastman at (575) 572-1045 and Jason Hutchinson at (575) 572-1008, with electronic correspondence directed to shane.eastman.2@us.af.mil and jason.hutchinson.5.ctr@us.af.mil.

28 January 2026

1.0 PURPOSE

The 704th Test Group, Detachment 1 (704 TG, Det 1), National Radar Cross Section Test Facility (NRTF), mission is conducted on the Radar Target Scatter (RATSCAT) Advanced Measurement System (RAMS) site approximately 50 miles from Holloman AFB. The NRTF has an Operations and Maintenance contract that includes building, ground and utility maintenance. These contractors also support daily testing requiring frequent moving and flipping of large test targets with the assistance of the assigned crane. This crane is used on a regular basis to load/unload trucks, mount targets for test and flips, dismount targets quickly during weather emergencies as well as move targets safely. Due to the remote location of the RAMS site and frequency of use of the crane, this crane must be available on site and cannot be rented or borrowed. NRTF is seeking to purchase this used crane, serial #236124, to fill an open authorization and save over $1M dollars over buying new.
