About this file
This Statement of Work (SOW) details a repair and replacement project for sewer and storm drain lines at the Roseburg VA Health Care System (HCS) campus in Roseburg, Oregon. The project involves demolition and construction services for infrastructure improvements, with a total project duration of 425 calendar days divided into two parts: 60 days for submittals (Part I) and 365 days for project completion (Part II). The contractor must provide all labor, materials, and equipment, ensure compliance with federal, state, and local codes, and coordinate closely with VA staff throughout the project.
Key requirements include developing and implementing a quality control plan with weekly site inspections, an infection control plan to manage construction impacts, and maintaining ongoing communication through bi-weekly project meetings. The project site and campus buildings are eligible for the National Historic Register, which may impose additional preservation considerations. The contractor must have an authorized representative on-site at all times, adhere to Roseburg VAMC security and safety requirements, and submit comprehensive documentation including inspection reports, materials testing, and safety inspections to the Contracting Officer's Representative (COR) on a weekly basis.
