STATEMENT OF WORK

HYDROLOGIC DATA COLLECTION

BACKGROUND

Work consists of tasks listed below for sites located within the Bureau of Reclamation’s Upper Colorado region. The work is to be performed within the state of Colorado, on the San Luis Valley Project, Closed Basin Division. The Closed Basin Division is in south central Colorado in the San Luis Valley in a topographic basin called the Closed Basin. The Closed Basin has a surface area of 2,940 square miles.

The contractor collects hydrologic data from the waterways, pumping plants, and measuring structures within the Closed Basin Division Project area. This data provides the proper accounting of Project waters in compliance with the Rio Grande Compact and a mechanism for the Project personnel to verify the accuracies of the water measuring devices currently being used within the Project.

Accurate reading and analysis of readings are critical to downstream reporting and is presented at the Compact Commission Meeting. Data is reviewed by the Colorado State Engineer and the Rio Grande Compact Engineer Advisor and must meet USGS Standards or greater.

SCOPE

• The gauging and rating program will continue to be followed under this contract as deemed reasonably necessary with respect to circumstances and duties to be performed.

Gauging is performed at Parshall Flume twice a month and a measurement note shall be produced for each measurement

• Contractor personnel will be available to provide Bureau personnel with data and advice regarding water measuring devices located on the Closed Basin Project.

• Monthly discharge records for the Parshall Flume and periodic shift information will be provided to Reclamation within five working days of the end of each month.

• The original data will be filed electronically by the contractor for the period required by the Rio Grande Compact for hydrologic data. These records will be available to Reclamation, the Compact Commission, and other agencies for publication or other related work.

OBJECTIVES

The objective of this contract is to acquire contractor services to collect hydrologic data from the waterways, pumping plants, and measuring structures within the Closed Basin Division Project area.

TASKS

Data Collection Activities: Data will consist of copies of all field measurement records for all sites; developed rating tables for water measuring structures and other devices. Stream gauging to collect surface water data from the Parshall Flume at Sta. 281 + 00 will be performed twice monthly. Contractor personnel will measure the flow through additional water measuring structures and devices at specific locations on an as needed basis, not to exceed three visits per site per year. Other sites are as follows:

Site Normal.

Freq.

CHO1, CHO2, CHO3, CHO4 – all have flow meters various

Alamosa National Wildlife Refuge Pumping Plant – Gauging Station various

San Luis Lake Pumping Plant Discharge – flow meter various

San Luis Lake Feeder Canal - flow meter various

San Luis Lake Flume – flow meter various

San Luis Creek at San Luis Lake – Gauging Station various

Head Lake Turnout – no equipment seldom

Head Lake Flume – no equipment seldom

Big springs Creek Flume – Gauging Station various

Rate Devices: Perform the rating of the Stevens Recorder located at the Parshall Flume at Sta.

281 + 00 defined by Reclamation on a semimonthly basis.

•This data will be utilized by Reclamation to verify the accuracies of the water measuring devices, to monitor surface water conditions, and to account for water salvaged and delivered from the Project.
