1. Description of Services

Under this requirement, the contractor shall furnish materials, parts, equipment, labor, supervision, and transportation of all materials related to the replacement of two turbo chargers, gaskets, bolts, and nuts for Caterpillar generators #2 Model# 7DN00738 and Caterpillar generator #3 model# 7DN00739 in the power house Bldg. 104, Foster Annex which supports 78th LEG/SATCOM & 53rd Echo Co missions. Both Turbo system on Generator #2 & #3 are over 16 years old and require life cycle replacement in order to maintain efficient operations.

Objectives:

1.1 The replacement of these turbo chargers will address and resolve existing maintenance problems and provide reduced long term maintenance costs by improving the current state of power systems and by eliminating ongoing deterioration of the generators.

1.2 Design Requirements

Parts and materials comprising the turbo chargers shall be new, of current manufacture, of a high grade and free of defects and imperfections, and shall not have been in prior service except as required during aging and factory testing.

2 Installation Summary

2.1 Under this requirement, the contractor shall furnish materials, parts, equipment, labor, supervision, utilities, and transportation of all materials related to the replacement of the turbo chargers for Caterpillar generators #2 Model# 7DN00738 and Caterpillar generator #3 model# 7DN00739 in the power house Bldg. 104, Foster Annex which supports entire camp including SATCOM missions.

2.2 Installation

The contractor shall be responsible to furnish, install and test turbo chargers. Installation shall be in accordance with manufacturer recommendations. Contractor will be required to furnish all parts and materials needed to complete installation of turbo chargers.

2.3 Removal

The contractor shall be responsible for the removal and disposal of existing equipment and materials. All shall be conducted IAW Japanese law and done on a daily basis. Disposal fees shall be included into unit price for the turbo chargers.

2.4 Post Installation Testing

Contractor shall conducts a full load testing of the generators post installation of the turbos for a minimal of 2 hours and log any anomalies during such period to ensure the turbo systems are operational. Contractors shall follow manufacturer’s guidance in addition to industry best practices. Government employees will operate the load bank system for testing generator at capacity.

3. Facility Requirement Summary

Contractor shall adhere to current installation security policies. Contractors will be required to submit Base pass request (if needed) 14 day prior to work start to ensure adequate time to receive passes.

4. Equipment Requirements Summary

The Contractor must provide the following:

All Materials needed to replace and test the turbo chargers including new Gaskets, bolts, clamps and other hardware. Replacement of the turbo chargers are needed to keep the generators engines running efficient. Current Turbos are 16 years old and require replacement under life cycle standards.

5. Technical Requirements

The contractor shall be diesel mechanic certified with experience on 1 MW generators, and provide all required materials needed to replace and test the turbo chargers in Bldg. 104.

6. Government-Furnished Property and Services

NONE

7. Period of performance

Prior to scheduling work, all materials will need to be received and inventoried. Once all materials have been inventoried, work will be scheduled and coordinate with the client.

Request completion no later than 180 days after contract award.

9. General Requirements

9.1 The contractor shall verify all dimensions and existing conditions prior to commencement of work and notify all discrepancies to the government.

9.2 The contractor shall provide a One Year Warranty of installation and provide the standard material warranty from the manufacture. Warranty should start the day of final inspection and acceptance.

9.3 The contractor shall coordinate all work schedules with the government prior to commencement of work.

9.4 The contractor shall perform this contract work on Monday through Friday from 0800 hours to 1600 hours, except U.S holidays. Overtime work requests must be pre-approved by either the U.S. government representative listed above or an alternate POC.

9.5 The contractor shall be responsible for the protection of existing equipment, landscape, structures and surrounding facilities. Any damages shall be repaired to match conditions prior to damage at no additional cost to the government.

9.6 The contractor shall provide a contract manager who shall be responsible for the performance of the work. The contract manager shall have full authority to act in behalf of the contractor on all contract matters relating to daily operations of this contract. The contract manager shall be able to read, write, speak, and understand English.

9.7 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the company name or by wearing appropriate badges which contain the contractor’s company name and the employee’s name.

9.8 Smoking is not allowed inside and within 50 feet of the entrance of any facility. The contractor or the contract manager shall be responsible to enforce the smoking policy for all employees engaged in the performance of this contract work.

9.9 The telephone for Security Police, Fire Protection, Emergency Medical Service, and other emergencies 119.

9.10 If required, the contactor will submit on their official letterhead a base access request to the site Security Officer. Site Security Officer can be reached at DSN 315-641-3535. Access to Foster Annex is done through Camp Foster. All vehicles and personnel will need to be listed for access to the work site.

9.11 All necessary base passes / passes, permits and other requirements shall be obtained prior to the commencement of any work.

9.12 During typhoon season when Tycoon Condition 2 (TC2) is declared the contractor will stop work and proceed to secure the work are to prevent any materials from becoming flying projectiles and damaging government facilities. When TC1 is declared the contactor will depart site and return to wherever the contactor is staying. During TC1E the contactor will remain indoors due to the dangerous conditions of the typhoon. Contractor will be allowed back on site when Storm Warning is declared.

10. Safety Requirements

In performing work under this contract, the contractor shall:

10.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

10.2 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

10.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.

10.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

10.5 Record and report promptly (within one hour) to the contracting officer or designate government representative (GR), all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

10.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.

10.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

10.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

11 Contractor Incurred Expenses.

11.1 All expenses incurred by Contractor and employees while executing this Turbo Charger contract to include, but not limited to: travel expenses (taxi, plane, rental vehicle, fuel, and public transportation), lodging, and dining will be the sole responsibility of the Contractor to procure. Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as include in provides pricing quote.

11.2 TRAVEL. Contractor shall be responsible for arranging, booking, and paying for all travel reservations and related expenditures for the Contractor and its employees while traveling to and from the vicinity of the Turbo Charger install site and while working and residing in the vicinity of Fort Buckner.

11.3 LODGING AND DINING. Contractor shall be responsible to procure and pay for all lodging and dining for contracted employees.

11.4 MISCELLANEOUS EXPENSES. Contractor shall be responsible for all other miscellaneous expenses necessary to support the subsistence of contracted employees.

12 Submittals

12.1 Contractor shall be responsible for the following submittals.

12.2 Catalog Data: Submit manufacturer’s descriptive and technical literature describing the turbo charger. Include data substantiating that materials comply with specified requirements.

12.3 Certification: Submit certification that the has installed, adjusted, and tested according to the manufacturer’s recommendations

12.4 If the contractor does not install and implement turbo chargers IAW this SOW, then the USG will not accept the installation. Work will have to be corrected by the contractor.

12.5 Shop Drawings:

a. Submit shop drawings for each turbo charger including dimensioned installation plans and elevations based on field measurements. Include front and side views of turbo charger showing overall dimensions, turbo charger type, turbo charger finish, details required to demonstrate that the will function properly with the Caterpillar generators #2 Model# 7DN00738 and Caterpillar generator #3 model# 7DN00739. Include the following:

b. Front, side, and plan view of the turbo charger.

c. Single line or three line diagrams

d. Nameplate schedule.

e. Component lists.
