About this file

This is a Statement of Work (SOW) for the refurbishment and repair of Fujinon "Big Eye" binoculars for the National Oceanic and Atmospheric Administration (NOAA), specifically the National Marine Fisheries Service Southwest Fisheries Science Center.

The contractor must provide complete overhaul services for Fujinon 25x150 MTM binoculars, including stripping all parts, sandblasting and powder coating frames, rebuilding and aligning optics, and replacing 25 power eye lenses. The contractor shall also refurbish the binocular yokes through sandblasting and powder coating as needed. Critical to the work is assembly using dry nitrogen gas purging to ensure the equipment is completely dry and clean internally, a highly specific procedure required for maintaining equipment that will be used in marine cetacean and ecosystem assessment surveys. The contractor must be a factory-authorized repair center with demonstrated expertise in nitrogen purging procedures. All work must meet Fujinon 25x150 MTM standards.

The contract includes a Base Year (September 1, 2026 – August 31, 2027) with a deliverable of 25 refurbished Big Eye binoculars due upon completion, and Option Year 1 (September 1, 2027 – August 31, 2028) with deliverables of up to 2 refurbished binoculars, up to 4 replacement eye lenses, up to 4 eye cell retainer rings, and up to 2 refurbished binocular yokes, with due dates to be determined. Deliverables shall be distributed to the Technical Point of Contact at the Southwest Fisheries Science Center in La Jolla, California. The contractor must also complete NOAA Sexual Assault and Sexual Harassment training within 30 days of award and annually thereafter.

STATEMENT OF WORK

Fujinon “Big Eye” Binocular Refurbishment and Repair

1. Background/Overview:

NOAA Fisheries conducts cetacean and ecosystem assessment surveys which require large binoculars that are mounted to ships. These binoculars are required for scientists to sight, identify, and quantify cetaceans for Stock Assessment Reports as mandated by the Marine Mammal Protection Act. These large binoculars, often referred to as “Big Eyes” require refurbishment on a regular basis.

The binoculars were manufactured by Fujinon in the 1990s and have been fitted with reticles specific for NOAA’s cetacean surveys. Because they are exposed to environmental elements including working at sea for several months at a time, they require refurbishment on a regular basis. Further, Fujinon only has one authorized repair center in the United States: Eastern Mountain Optics, also known as Baker Marine. It is critical to use an authorized repair center to ensure the equipment is properly refurbished including purging the equipment with nitrogen.

2. Scope of Work

Complete overhaul of Fujinon 25x150 MTM “Big Eye” Binoculars which includes stripping all parts, sandblasting and powder coating frames, rebuilding and aligning optics, and replacing 25 power lenses as needed. Complete overhaul of yoke to support 25x150 MTM binoculars including sandblasting and powder coating as needed.

The 25x150 MTM “Big Eye” Binoculars must be protected from the slightest of impurities and moisture.

Assembling the Big Eyes without the possibility of moisture being trapped inside requires dry nitrogen gas to be run through them. This compels any impurity present in the equipment to move out and makes certain that binoculars are completely dry and clean from inside. This is a highly specific procedure.

3. Tasks
