Background:

FHA is responsible for the development, maintenance, and improvement of all program area Cash Flow Models (CFMs) used for Credit Subsidy Estimation and Re-estimation.

FHA has employed a variety of financial and statistical models to project its loan performance and cash flow transactions. These models have often used econometric or actuarial techniques and are referred to as Net Present Value (NPV), Return on Asset

(ROA), and Credit Subsidy Re-estimate (CSR) models. The four main sets of data points produced for the Single-Family Mortgage Insurance program are:

1. Liability for Loan Guarantee (LLG) accounting data for the annual audited financial statements. The LLG is the present value of anticipated cash outflows such as claim payments (including partial claim payments), premium refunds, property expenses for FHA held properties, and sale expenses for sold properties, less anticipated cash inflows such as premium receipts, and proceeds from property sales on Secretary-held notes.

2. Net Present Values of the cashflows and capital position forecast estimates.

3. Current year budget estimates of the Federal credit subsidy cost.

4. Annual revisions to prior budget estimates of Federal credit subsidy costs.
