About this file
This is a Sources Sought Response Form template for an IDIQ Multiple Award Contract supporting the E-6B Mercury Aircraft's Airborne Strategic Command, Control, and Communications (ASC3) Program Office (PMA-271). The form requests detailed company information including CAGE code, UEID number, business size status, security clearances, and ISO/quality certifications. It contains seven functional areas requiring capability responses: Mission Communications Systems and Integration, Mission Systems Architecture Design, Systems Engineering, Software Design/Development, Systems Security Engineering, and Sustainment/Product Support. Each area requires companies to describe their experience, subcontracting needs, and prime/subcontractor history.
The form supports market research for a 10-year IDIQ MAC with anticipated RFP release in Q1 FY2026 and award in Q1 FY2027. Companies must demonstrate capabilities across multiple NAICS codes including aircraft manufacturing, engineering services, and software development. Small businesses must show ability to perform 50% of contract labor as prime contractor. The form includes optional sections for industry feedback on contract type, period of performance alternatives (5, 7, or 10 years), NAICS codes, and potential competition barriers. All responses must be unclassified and submitted to the Navy contacts listed in MS Word format.

If an interested party identifies as a Small Business, please provide the following information below:
Teaming Partners (if applicable). To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize “similarly situated entities” to meet the Limitations on Subcontracting (FAR 52.219-14), Small business primes may count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. Identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN to assist the Government’s capability determination
Limitations on Sub-Contracting Note:
Small businesses must demonstrate the ability to perform at least 50% of the cost of contract labor performance as the prime contractor with similarly situated small business sub-contractors as defined in FAR 52.219-14 Limitations on Subcontracting (OCT 2022). If your company is planning to team with a similarly situated small business, the response must clearly identify the potential team members and the Sources Sought response must clearly articulate which portion of the work each team member will be responsible for. The response must be detailed enough for the Government to make a determination whether the proposed team will be able to perform 50% of the work when combined. Businesses that are not considered a small business under any of the potential NAICS are encouraged to respond to this request and include information regarding their intentions for small business utilization.
