About this file
The document is a Sources Sought Questionnaire issued by the GSA Federal Acquisition Service for a potential Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Military Working Dog food. The solicitation (47QSCC-25-Q-0022) seeks information from potential vendors about their capability to provide dog food that meets specific nutritional requirements, with a potential annual requirement of 5,000 bags. Interested contractors must complete a detailed questionnaire addressing product availability on GSA Multiple Award Schedule (MAS), nutritional profile compliance, production capacity, worldwide distribution capabilities, shipping timelines, and ability to meet MIL STD 129R shipping requirements.
The GSA intends to use responses to determine an appropriate small business set-aside and will evaluate technical factors including compliance with nutritional characteristics and past performance. Contractors must have NAICS Code 459910 (Pet and Pet Supplies Retailers) in their System for Award Management (SAM) profile to be eligible. The procurement will use FAR Part 13 Simplified Acquisition Procedures, with anticipated fixed-price contract terms and potential economic price adjustments. Responses are due by April 10, 2025, at 12:00 PM ET through eBuy or sam.gov, with the government emphasizing that this is an information-gathering step and not a formal quote request.
