Federal Geographic Data Committee (FGDC)

Support for Geospatial Shared Services

The United States Geological Survey (USGS) is issuing this sources sought synopsis to conduct market research to identify potential sources for Federal Geographic Data Committee (FGDC) Support for Geospatial Shared Services in accordance with the attached DRAFT Statement of Work (SOW). There is no solicitation at this time. This request for information does not constitute a request for quotes, proposals, or bids; submission of any information in response to this market survey is purely voluntary;

the Government assumes no financial responsibility for any costs incurred. Responses to this announcement are for planning purposes only. The results of the market research will contribute to the development of the acquisition strategy and guide acquisition decision-making.

The primary North American Industry Classification System (NAICS) Code to be used for this requirement is 541519 – Other Computer Related Services, with a small business size standard of $34 million.

USGS is currently contemplating a multiple award Indefinite-Delivery Indefinite-Quantity contract with a five-year ordering period.

Only material suitable for internal Government distribution shall be submitted. Any restricted, export-controlled, or proprietary information must be marked accordingly. The Government will protect all such information and the distribution of any such material will be based on a strict need-to-know basis.

Classified material must not be submitted. Submittals identified as containing such material will be destroyed and given no further consideration.

USGS will not be restricted in, nor incur liability for, disclosure, use, and reproduction of any information provided which is or becomes publicly available other than by breach of the parameters above; or which is known to the USGS at the time of disclosure; or which becomes known to the USGS from an independent source without breach of any agreement to the contrary; or which has no restricted markings.

This sources sought is open to all types of organizations, including U.S. businesses, industry, universities, nonprofit organizations, federal centers, federally funded research and development centers, other U.S.

Government agencies, and international organizations.

THIS IS NOT A REQUEST FOR QUOTES, PROPOSALS, OR BIDS. No award will result from this request. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of participation in this request. If a solicitation is released, it will be synopsized on the System for Award Management (SAM) at www.sam.gov. It is the interested party's responsibility to monitor the site for the release of any future announcements.

Responses to this announcement are strictly voluntary and will not in any way affect an organization’s ability to submit a quote or offer, nor will it have any influence on the evaluation of any organization’s response to a future solicitation, should one be issued.

Information Requested

If your company is interested and can demonstrate it’s qualifications, capability, and responsibility to provide the services detailed in the attached DRAFT SOW, you are encouraged to respond to this announcement with the information requested below. In response please provide:

1. Organization information including name, Unique Entity Identification (UEI), and point(s) of contact with telephone numbers and e-mail addresses.

2. Business size and applicable socioeconomic classifications to include any designations as Large Business, Small Business, HUBZone, Woman owned, Service-Disabled Veteran Owned, 8(a), or Indian Small Business Economic Enterprise.

3. Narrative of your organization’s capability to provide the services described in the attached DRAFT

SOW.

4. Description of experience on contracts with similar requirements. Please provide no more than three (3) examples of projects completed within the past five (5) years of the issue date of this announcement.

Please include project title, location, general description of the services to demonstrate relevance to the DRAFT SOW, your organization’s role, approximate dollar value of project, and name of the company, agency or government entity for which the work was performed. If submitting experience on a project in the role of a subcontractor, include the prime contractor's name and approximate percentage of the project your company contributed to the work relevant to the DRAFT SOW.

5. All feedback on the DRAFT SOW is welcome including changes to the wording, structure, requirements, and tasking.

Please keep responses as relevant and concise as possible and avoid any extraneous or unnecessarily lengthy narratives. All documents must be included as an email attachment using Microsoft Office and/or Adobe Acrobat compatible file formats.
