STATEMENT OF WORK
FOR
RELOCATION AND RENOVATION OF DECOMMISSIONED C-130 TRAINER OWNED BY
352 SWTS AT POPE ARMY AIRFIELD NORTH CAROLINA
1. DESCRIPTION OF SERVICES
1.1 The contractor shall provide all labor, equipment, tools, materials, transportation, supervision, and other items and services necessary to safely move, park, tie-down, and upgrade a decommissioned C-130E model trainer to convert it into a stationary trainer for 352 SWTS curriculum.
2. SCOPE OF WORK. The following scope of work shall serve as general information only and shall not limit the contractor’s responsibility or obligations to perform all tasks(s) within local, state and federal laws as well as manufacturer’s recommendations. All quantities in this statement of work are approximate and shall be verified by the contractor without a written request approved by a government representative.
2.1 The contractor shall travel to the work site, deliver needed equipment, coordinate with Base Operations (910-394-6510), tow the aircraft from existing area to the new location, set it up on permanent stands and anchor it, power up the hydraulic system, power up the electrical system to include lights, jump lights, and bells, set up in TAP 21 for jump and load training, install HVAC system, and leave the area and aircraft swept and clean. The contractor is responsible for cleaning up all materials and disposing of refuse.
2.2 Due to the nature of the task and the high value of the aircraft, contractor must have at least 3 years’ experience breaking down, transporting, and setting up C-130s for jumpmaster and loadmaster configurations and must provide records and contacts for at least 3 verifiable set ups for the US Military.
2.3 Site visit is required.
3. PERSONNEL
3.1 The contractor shall provide supervision that is experienced, fully qualified, and well versed in terminology.
The supervisor shall maintain direct control and surveillance of all contract personnel who are performing the work.
4. WORKING HOURS AND SCHEDULING
4.1 Work will be performed during normal duty business 7:30 to 4:30 Monday through Friday.
4.2 Work will be done in such as manner as to not interfere with student training. The contractor will coordinate with the unit representative/ facility manager (Mr. Dan Kaster) to de-conflict schedules or rooms are required.
4.3 The contractor will be required to meet with the facility manager (Mr. Dan Kaster) and any contract representative within 48 hours after contract award to establish a work schedule. Work will be inspected, repaired, and completed within a timely manner within the agreed upon schedule of the contract.
5. SECURITY
5.1 All workers will be legal U.S. Citizens with legal picture ID’s and able to gain a clearance on to the military installation.
5.2 No guns, drugs, or illegal paraphernalia will be allowed on the military installation.
5.3 All vehicles, equipment, and containers will be subject to search at any time while on or seeking access to the military installation.
6. GENERAL NARRATION OF WORK
6.1 Contractor will deliver equipment needed for the job.
6.1.1The Contractor supply a concrete pad built to specifications with a four-inch high concrete border or curb to contain shock-absorbing material for Parachute Landing Fall practice.
6.1.2 The Contractor will run power from the adjacent building (636), providing circuit breakers and box as necessary after assessing building’, underground to a junction box to power the C-130 as necessary.
6.1.3 The Contractor will coordinate with Base Operations to tow the aircraft from existing area to the new location set it up on permanent stands and anchor it.
6.1.4 The stands must be rated to 500,000 lbs and the anchors rated to 250 mph winds (H2 Rating).
6.1.5 The Contractor will connect power to the aircraft and power up the electrical system to include interior lights, jump lights, and bells.
6.1.6 The Contractor will test and make sure the hydraulic system is functioning.
6.1.7 The contractor will set the aircraft up in TAP 21 for jump and load training, install HVAC system, and leave the area and aircraft swept and clean.
6.2 Materials to be assessed, purchased and installed (as required):
6.2.1 A self-sustained power source such as a HVAC unit (5-Ton recommended).
6.2.2Custom support stands and mounting kit (C-130 E Model).
6.2.3 Durable concrete pad to support stand/mounting kit.
6.2.4 Any needed supplies for Hydraulic Pump w/fittings, drain line and sealed bucket (uses mineral oil).
6.2.5 Any needed supplies for electrical conversion and lights and bells
7. PROTECTION OF GOVERNMENT PROPERTY
7.1 The contractor will protect all government and personnel property from damage.
8. SAFETY
8.1 All OSHA standards will be complied with.
8.2 Proper PPE will be worn at all times.
8.3 Best practices of safety in the work place will be adhered to at all times.
8.4 Any electrical, gas, or chemical work will be done by licensed personnel only.
8.5 All tools and materials will be cleaned up and stored safely at the end of the work day or on extended breaks (i.e. lunch).
9. INSPECTION AND ACCEPTANCE
9.1. When work is complete the POC will inspect the work for completion and quality prior to the job being accepted.
9.2. A minimum of a 12-month warranty on all work will be required in writing upon job completion.
10. FINAL CLEAN UP
10.1 Upon completion the contractor will adhere to industry standards for clean-up and remove all work related debris as required.
