About this file

This is a Sources Sought Notice (SSN) for market research purposes issued by the U.S. Coast Guard, Surface Forces Logistics Center (SFLC), Medium Endurance Cutter Product Line (MECPL).

The notice seeks potential sources capable of providing life-cycle support for FM-MAN 16V 28/33D STC Main Propulsion Diesel Engines (MPDEs) installed on the Offshore Patrol Cutter (OPC) fleet. Current market research indicates that only the Original Equipment Manufacturer, Fairbanks Morse, LLC (CAGE Code: 9MMV5), possesses the proprietary technical data and genuine parts required. The Government is conducting this notice to verify exclusive status and identify other capable authorized distributors. Support requirements include OEM-authorized spare parts, depot-level overhaul services, OEM-certified technical support for remote and on-site assistance, and operational and maintenance training for cutter crews and shore-side personnel. The notice specifies 19 target components with high failure rates or long procurement lead times, including fuel injection nozzles, turbo superchargers, various pumps, and heat exchangers, though the Government reserves the right to request any other OEM parts as operational needs arise. All supplies and services must comply with applicable OEM specifications, technical manuals, and military packaging standards (MIL-STD-2073-1 and MIL-STD-129).

The anticipated contract type is a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Firm-Fixed-Price (FFP) delivery orders, under NAICS Code 333618 (Other Engine Equipment Manufacturing) and PSC 2815 (Diesel Engines and Components). The base period runs from April 1, 2027, through March 31, 2028, with four optional one-year periods extending through March 31, 2032. Interested parties must submit a Capability Statement (maximum 10 pages, excluding required OEM authorization letter) via email to Christopher A. Katz (Christopher.A.Katz@uscg.mil) and Ani Tyler (Ani.Tyler@uscg.mil) by June 30, 2026, at 14:00 EST. Submissions must include company profile information, CAGE code, UEI, business size certification, socioeconomic certifications, clear OEM authorization status, prior experience supporting the FM-MAN engine platform with relevant contract details, field engineering and training capabilities, Quality Management System compliance (ISO 9001:2015, ISO/IEC 17025), and identification of any intellectual property or subcontracting limitations. Non-OEM sources must attach a formal authorization letter from MAN Energy Solutions and/or Fairbanks Morse Defense validating authorized access to proprietary data, parts, and technical training. This notice is for information purposes only and does not constitute a commitment to award a contract; the Government will not reimburse respondents for preparation costs.

SOURCES SOUGHT NOTICE

FM-MAN 16V 28/33D STC Main Propulsion Diesel Engine (MPDE) Support Services for the Offshore Patrol Cutter (OPC) Fleet

Notice Type: Sources Sought Notice (SSN) / Market Research

1. Regulatory & Legal Disclaimer

This Sources Sought Notice (SSN) is issued solely for information, planning, and market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This notice does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), Invitation for Bid (IFB), or a commitment by the Government to issue a solicitation in the future.

The Government does not intend to award a contract based on responses to this notice, nor will it reimburse respondents for any costs associated with preparing or submitting information. Any information submitted is strictly voluntary. The Government reserves the right to use the information provided for acquisition planning and to determine the availability of capable sources, including small business concerns. Responses to this notice will not be returned, and telephone inquiries will not be accepted.

2. Background, Introduction & Purpose The Offshore Patrol Cutter (OPC) is a new class of cutter being acquired by the U.S. Coast Guard to replace the legacy 210-foot and 270-foot Medium Endurance Cutter fleets. Each OPC is equipped with two FM-MAN 16V 28/33D STC Main Propulsion Diesel Engines (MPDEs).

Because the FM-MAN 16V 28/33D STC engine is a highly specialized, proprietary system, it requires OEM-authorized life-cycle support, genuine parts, technical expertise, and training to maintain fleet readiness.

The purpose of this notice is to conduct market research to identify potential sources capable of providing OEM-authorized spare parts, repairable component overhaul services, technical support, and training for these engine platforms.

Market research currently indicates that only the Original Equipment Manufacturer (OEM), Fairbanks Morse, LLC (CAGE Code: 9MMV5), possesses the proprietary technical/engineering data and access to genuine OEM parts required to successfully support this platform. The purpose of this notice is to verify this exclusive status and identify whether any other capable sources exist, Accordingly, capable authorized distributors who possess the required qualifications are invited to submit a Capability Statement (detailed in Section 5) to demonstrate their ability to support this requirement.

Important Requirement: If submitting a Capability Statement as an authorized distributor, you must include a formal letter from the OEM, Fairbanks Morse, LLC, verifying your company’s authorized distributor status.
