About this file

This Statement of Requirements details Maxwell AFB 908th Maintenance Group's procurement of a tire mounting cage for MH-139 helicopter tire inflation operations. The requirement seeks a tire cage that is either the Alberth Aviation, Ltd Model TC-36 or an equivalent product meeting specific technical specifications. Key requirements include containing tire debris during high-pressure inflation (up to 300 PSI), ensuring personnel safety, allowing easy tire insertion/removal, and providing external pressure monitoring. The cage must accommodate MH-139 helicopter tires up to 24" outer diameter and 8" width, comply with OSHA and USAF safety standards, and feature secure door latching, nitrogen compatibility, and controlled ventilation. Physical specifications mandate maximum dimensions of 55" length, 55" width, and 60" height, with corrosion-resistant surfaces. Delivery is specified to Hangar 1 at Maxwell AFB, Alabama, with no installation or training requirements. The contractor must provide standard manufacturer warranties and ensure all equipment is brand new.

Statement of Requirements Maxwell AFB

908 MXG Tire Cage

1.0 PURPOSE. Maxwell AFB 908TH Maintenance Group requires a tire mounting cage to conduct essential operations. This cage is needed to provide a safe environment for inflating tires, protecting personnel from potential over-inflation and explosion hazards associated with the assembly of the mh- 139 wheel assemblies.

1.1 The requirement is seeking a tire cage that is Brand Name or Equal to the Alberth Aviation, Ltd Model TC-36. If an “or equal” product is offered, it must meet the below specifications:

Line Item Description Quantity Unit

0001 Tire Cage 1 Ea

2.0 General:

2.1 Intended Use: Tire Inflation Containment Device/Safety Cage for High-Pressure Tire Inflation of MH-139 Helicopter Tires.

2.2 Function: To safely contain exploding tire and wheel components during inflation procedures for MH-139 helicopter tires, protecting personnel and equipment. Designed for inflating tires with nitrogen gas up to 300 PSI (2068 kPa).

2.3 Compliance: Must meet or exceed all requirements of OSHA 1910.177 "Servicing Single Piece and Multi-Piece Rim Wheels.”

2.4 USAF Compliance: Tire Cage must meet or exceed all requirements of USAF USAF T.O. 4T-1-3.

3.0 Performance Specifications:

3.1 Containment Performance:

3.1.1 Must contain all debris from a rapid tire deflation (explosion) event of an MH-139 helicopter tire.

3.1.2 Target Tire Size: The device must be capable of containing debris from a tire with an inflated outer diameter of up to 24” Outer Diameter and a maximum width of 8” Main Tire Width.

3.1.3 Target Inflation Pressure: The device must be capable of containing debris from a tire inflated to a pressure of up to 300 PSI (2068 kPa).

3.2 Ease of Use:

3.2.1 The device shall be designed to allow for easy and safe tire insertion and removal, considering the weight and size of MH-139 helicopter tires.

3.2.2 The fill process should be ergonomic and require minimal physical exertion from the operator. The cage should not require excessive manipulation of the tire within the confines of the cage.

3.2.3 Device shall allow for the external inflation of the tire while allowing the tire to be fully contained from within the cage.

3.3 Nitrogen Compatibility: All components of the inflation system (hoses, fittings, gauges, valves) must be compatible with nitrogen gas and rated for pressures up to 300 PSI plus a safety factor.

3.4 Inflation System Performance: The inflation system must allow for controlled and monitored inflation of tires to precise pressure values.

4.0 Physical Specifications (Maximum/Minimum Requirements):

4.1 Overall Product Dimensions:

4.1.1 Maximum Length: 55 inches (1397 mm)

4.1.2 Maximum Width: 55 inches (1397 mm)

4.1.3 Maximum Height: 60 inches (1524 mm)

4.1.4 External Gauge Visibility: External gauge must be easily visible from a safe operating distance.

4.2 Corrosion Resistance: All exposed surfaces must be resistant to corrosion.

5.0 Functional Specifications (Minimum Requirements):

5.1 Door Operation:

5.1.1 Doors must provide clear access to the tire for insertion and removal.

5.1.2 Doors must be securely latched during inflation procedures.

5.1.3 The latching mechanism must be designed to prevent accidental opening during inflation.

5.2 Inflation Connections:

5.2.1 Must include a quick-disconnect fitting for connection to a nitrogen supply.

5.2.2 Must include a fill fitting compatible with standard aircraft tire inflation chucks.

5.3 Pressure Monitoring:

5.3.1 Must include an external pressure gauge for monitoring tire pressure during inflation. The gauge must be calibrated and accurate to within +/- [Specify Accuracy Percentage, e.g., 0.5%] of the full-scale reading. The gauge must have a range appropriate for the 300 PSI target.

5.4 Ventilation: The cage should incorporate some form of controlled ventilation to allow for the safe removal of nitrogen gas in the event of a minor leak during inflation.

5.5 Restraining Mechanisms: Integrate internal tire restraining mechanisms (straps, chains, or equivalent) to minimize movement of the tire within the cage during inflation. This reduces the risk of the tire shifting or rotating during a failure.

6.0 DELIVERY REQUIREMENTS:

6.1 Deliver to Hangar 1 SOC drive west building 1455 Maxwell AFB. AL 361125

7.0 INSTALLATION REQUIREMENTS: None

8.0 TRAINING REQUIREMENTS: None

9.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

9.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.

9.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance.

This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.

10.0 GENERAL INFORMATION: Items must be brand new. Refurbished items are not authorized.
