STATEMENT OF NEED
PURCHASE OF SUAS (Skydio XD2) Skydio XD2
FOR 502 ABW/PA, JBSA
1. PROJECT SCOPE
This Statement of Need (SON) defines the effort required for the purchase of the Skydio X2D.
The 502 ABW/CVR is responsible for the small unmanned aircraft system (SUAS) program at JBSA, and to further enhance Small Uncrewed Aircraft System Operator (SUAS-O) training program for Air Force military and civilian personnel, personnel from other services and JBSA units.
The purchase of this SUAS will allow the 502 ABW/PA to train and enable 502 ABW/PA staff to capture high quality still and motion imagery for 502 ABW and JBSA mission partner requirements in accordance with JBSA and all required guidance in AFMAN 11-502.
2. BACKGROUND
502 ABW SUAS program started in 2017 which enables the 502 ABW to support JBSA installation mission requirements by utilizing SUAS to support command and control (C2), emergency management operations, civil engineering (CE), mapping, facility and infrastructure support, security and fence line inspections, public affairs operations, installation safety, and morale welfare and recreation (MWR) services. 502 ABW units that have a SUAS mission requirement are required to provide a unit Concept of Employment (CONEMP) and must update the CONEMP on a periodic basis and/or as appropriate, once completed the 502 ABW/PA will train all 502 ABW/PA SUAS operators.

4. SALIENT CHRACTERISTICS
We are requesting 1 each of Skydio X2D small uncrewed aircraft system Brand Name. Must meet the following characteristics in accordance with AFMAN 11-502 and Safety Foundation requirements for AFI 91-202 Ch 7 as well as be able to operate reliably in our environment.
The SUAS must comply with Trade Agreement ACT (TAA) and Buy American Act (BAA).
Reference attached literature for complete salient characteristics.
• Max range of 6 miles (10km)
• Max speed of 31 mph (50kph).
• Minimum Secure 4K60P HDR video streaming
• Provide all SUSA manuals and instructions
• Training materials and course outline
3. WARRANTY REQUIREMENTS: Standard manufacturer’s warranty.
4. TRAINING: Training will not be required.
5. TECHNICAL EVALUATION: Meets Salient Characteristics, delivery and training schedule
6. DELIVERY and COORDINATION FACILITY ADDRESS: Call POC prior to delivery
