SATEMENT OF NEED (SON)

1. Project Title:

FADGI Compliant Scanner Bundle

2. Background Information and Objective:

A collaborative effort by federal agencies formed as a group in 2007 to articulate a common sustainable set of technical guidelines, methods, and practices for digitized and born digital historical, archival and cultural content. The goal of the FADGI-Conformance Program is to reduce image quality variability when digitizing important historical records and to ensure the most accurate digital representations of these records are created which is why we are looking to purchase a FADGI compliant scanner. After 2022, federal agencies such as the National Archives and Records Administration (NARA) and the Office of Management and Budget (OMB) will no longer accept paper documents, and any documents submitted to these agencies electronically must meet minimum image quality standards. The Division of Technology Management (DTM) Records Management team has the need for a FADGI compliant scanner for scanning in SAMHSA records to comply with FADGI requirements and the M-23-07 (Update to Transition to Electronic Records) mandate.
