About this file
This document is a Statement of Need (SON) for a requirement to upgrade the National Cancer Institute's Beckman Coulter CytoFLEX S Flow Analyzer from a V2-B2-Y2-R0 configuration to a V2-B2-Y3-R2 configuration. The upgrade will add a red laser and 3 additional detectors to enable the system to measure 3-4 fluorescent signals simultaneously. The SON specifies the required product features, including a USB dongle, compatibility with the existing instrument, and the required installation and warranty terms. The related federal contract opportunity is a Request for Quote (RFQ) issued by the Department of Health and Human Services, National Cancer Institute, as a Total Small Business Set-Aside with a NAICS code of 334516. One Firm-Fixed-Price award is anticipated, with delivery and installation required within 45 days of award.

STATEMENT OF NEED (SON)
1.0 TITLE
CytoFLEX S Flow Analyzer Upgrade from V2-B2-Y2-R0 to V2-B2-Y3-R2.
2.0 BACKGROUND
The LCMB studies Wnt signaling, which is an important signaling pathway involved in the development of tissue homeostasis and cancer. The output of the Wnt pathway is the transcriptional activation of target genes that execute diverse cellular programs. The main readout of Wnt pathway activity is used in the lab as a reporter system in which the fluorescent protein GFP is driven by a Wnt-responsive element. LCMB also uses fluorescent protein fusions and immunofluorescent staining to measure changes in Wnt pathway components. Therefore, the LCMB uses a CytoFLEX S Flow Analyzer to perform flow analysis on a daily basis to measure the effects of genetic or pharmacological perturbations on the Wnt pathway. Their current instrument uses three lasers – violet, blue and yellow/green – and their associated detectors to measure these parameters. However, LCMB’s emerging need is to be able to measure 3-4 fluorescent signals simultaneously, which requires a red laser and additional detectors to be added to the labs CytoFLEX S Flow Analyzer.
3.0 TYPE OF ORDER
This is a Firm Fixed-Price Purchase Order.
4.0 SPECIAL ORDER REQUIREMENTS
4.1 PRODUCT FEATURES/SALIENT CHARACTERISTICS
The following product features/characteristics are required for this requirement:
