Statement of Need Portable Lavatories with Scheduled Weekly Servicing

STATEMENT OF NEED

FOR

PORTABLE LAVATORIES WITH WEEKLY SERVICING

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, licenses, transportation, supervision, and other items and services necessary to provide waste removal and sanitation of contractor provided lavatory cabins at Spangdahlem Air Base. The contractor shall perform to the standards in this Statement of Need as well as to all applicable commercial standards, local, state, federal, and environmental laws and regulations for this of type of service. This requirement will be for a one-year base period with four, one-year option periods. Collection points and reference to site maps are listed in Appendix A of this Statement of Need.

1.1. COLLECTION REQUIREMENTS.

1.1.1. POINT OF COLLECTION. Lavatory cabins requiring waste removal and sanitation are listed in Appendix A. The contractor shall position the containers in each area to be easily accessible for the customers. The contractor shall position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions.

1.1.2. SERVICING VEHICLES. Vehicles used for collection of waste and resupply of consumables shall be contractor-provided, maintained in a clean-manner and registered at all times. Vehicles shall be clearly identified as contractor vehicles with company information/logos present.

1.1.3. PROTECTION OF WORK SITE/SURROUNDING AREAS. The contractor shall be responsible for immediately cleaning up any spills, debris, etc., during servicing of lavatory cabins. The contractor shall be responsible for keeping areas free of refuse and debris.

1.2. DISPOSAL. The contractor shall transport and dispose of all waste to an acceptable offbase disposal site selected by the contractor. The contractor shall be responsible for any permits or fees associated with the use of off-base disposal locations.

1.3. GOVERNMENT-APPROVED CONTAINERS. The contractor shall maintain all lavatory cabins, ensuring they are free of unpleasant odors, dirt, debris, and pests. All containers shall remain in good, workable condition, and easily accessible to customers. Containers will be fixed against turbine burst and winds. Containers will not be fixed to the ground and/ or to buildings or parts or buildings which could fly away.

2. GENERAL INFORMATION.

2.1. HOURS OF OPERATION. Servicing visits shall be made weekly on Fridays from 0600- 1800. Servicing outside these hours shall require prior approval of the contracting officer. No collection will be made during American Holidays, German Holidays and weekends unless otherwise emergency call is made.

2.1.2 American Holidays.

• Martin Luther King Day (3rd Monday in January)

• President's Day (3rd Monday in February)

• Memorial Day (Last Monday in May)

• Independence Day ( 4th of July)

• Labor Day (1st Monday in September)

• Columbus Day (2nd Monday in October)

• Veteran's Day (November 11th)

(If the 11th falls on Saturday, then holiday will be on Friday.)

(If the 11th falls on Sunday, then holiday will be on Monday.)

3. SECURITY REQUIREMENTS. All personnel employed by the Contractor in performance of this Statement of Need (SON) and any representative of the Contractor entering the government installation in the performance of this requirement, shall abide by all security regulations of the installation. The Contractor shall be escorted at all times by/will notify the 480 aircraft maintenance unit at +49-6565-61-2800 to coordinate a meeting time. A section representative will meet the Contractor at the gate to sign them onto the base and escort them to and from the lavatories located on the flight line. At the conclusion of performance, the Contractor will then be escorted off the installation.
