STATEMENT OF WORK
Inventory Management Software
TITLE OF CONTRACT
USDA APHIS Wildlife Services (WS) Bio-Archive Storage Facility Inventory Management Software
BACKGROUND
The USDA-APHIS-Wildlife Services Bio-Archive Storage (BAS) facility in Fort Collins, CO, is being built to house 110 ultra-low temperature (-80) freezers containing millions of archived samples obtained for scientific study by Wildlife Services’ biologists and researchers across the country.
The BAS will be the largest wildlife tissue archive of its kind in the United States and will serve WS National Programs such as the National Wildlife Disease Program, Chronic Wasting Disease Program, National Rabies Management Program, the National Wildlife Research Center, the National Feral Swine Damage Management Program, as well as university researchers and collaborators from around the nation.
Impetus for the creation of the BAS followed a flooding event at the WS National Wildlife Research Center in 2021 that cutoff power to the main building for more than a year. During that event, it was discovered that the Center’s ultra-cold freezers and their valuable contents were spread throughout the campus, which required numerous generators operating nonstop in various locations. It was decided at that time a central archive to hold WS’s frozen tissue samples for long-term storage would be beneficial to the WS program as it would provide greater security, enhanced inventory management, and reliable back-up power in case of emergency.
OBJECTIVE
The objective of this acquisition is to obtain inventory management software for use in the USDA APHIS WS BAS located in Fort Collins, CO.
TYPE OF CONTRACT
APHIS-WS intends to enter into a Firm-Fixed Price Contract.
REQUIREMENTS
The government seeks a contract to purchase Inventory Management Software for use in the management of operations for the WS Bio-Archive Storage facility located in Fort Collins, CO.
Minimum Requirements:
The operation of the BAS requires inventory management software and necessary equipment (thermal barcode printer and label scanner engineered for use with long-term ultra-cold storage) to help with creating freezer inventories, managing sample locations, security, data storage and retrieval, barcoding and labeling, shipping and receiving, as well as producing reports and a reliable audit trail.
For the BAS to operate efficiently, we need software that can provide:
• Product that is “turnkey”, i.e., ready for immediate use with no additional development necessary to make the software compatible with USDA WS systems.
• Section 508 Compliant
• tracking software for effective traceability of archived samples
• workflow management for checking out, checking in, requisitioning, shipping, sample pooling, and testing of aliquots
• ability to search any and all fields
• security to prevent unauthorized access to sample data and freezers
• a secure audit trail to meet regulatory requirements
• the ability to add and remove fields, adjust entry and viewing screens, and format labels, without the need of a programmer or custom work order
• software that supports institutional standards with single sign-on and gives multiple NWRC research units and WS National Programs ownership of freezers, configurable data fields, entry and view screens, as well as access to reports.
Awardee must also provide the following items at the time of initial delivery:
1. One (1) Thermal transfer printer (Zebra ZD621 Network Printer or similar)
2. One (1) wireless bar code reader (Code Reader 2700 Wireless Scanner or similar)
3. Labels designed to adhere to frozen vials, which lowers the risk of thaw when labeling samples (Freezerbondz Label - 1.00" x 1.00" (1"core) - 2500 labels or similar)
The period of performance is 4/15/2024 – 4/14/2025
Delivery shall be provided by 4/15/2024 FOB destination. The contractor must deliver line item(s) to the address listed below.
