Attachment 1_ Solicitation
The method of Evaluation to be used, for offers submitted to this solicitation, will be Lowest Price Technically Acceptable (LPTA).
1. Technical Acceptability
Technical acceptability is achieved when the offeror states written acceptance of NASA’s terms and conditions including rider, provides proof of being a National Instruments Federal Authorized Reseller demonstrating the ability to fully pass National Instruments’ warranty and any software through to NASA, SAM certifications have been verified, and all products on the BOM have been proposed according to the requirements included in the Addendum to 52.212-1 Instructions to Offerors. Products must be brand name.
2. Price Evaluation
Product pricing submitted on the Bill of Materials (BOM) will be evaluated for all products against the commercial list prices, to determine whether the discounts proposed are favorable for this requirement and lead to a competitive price. Prices provided for all years of the contract will be analyzed and evaluated for reasonableness. Prices and discounts submitted by offerors will be compared to rank the offerors from lowest price to highest price submitted for product list in its entirety.
Price evaluation will only be conducted for technically acceptable proposals.
Basis for Award:
The contractor that offers the lowest price for all products listed on the BOM including option periods while also being deemed technically acceptable, will receive the award for this requirement.
