SOLE SOURCE JUSTIFICATION
PinPoint TestVue Software License
PID 25-0128
DESCRIPTION OF REQUIREMENT:
Naval Undersea Warfare Center (NUWC) Division Newport, Keyport Detachment Field Engineering Office Norfolk (NUWCDETFEONOR) is designated as the In-Service Engineering Agent (ISEA) responsible for the test measuring and diagnostic equipment assessment, deployment, and life cycle support. Code 441 Miniature Micro miniature (2M) / Module Test and Repair (MTR) Program has a requirement for a two-year license renewal for licensing and software assurance requirements for 64 NAVAIR PMA 260, 28 NAVSEA 04RM33, and 3 USCG owned PinPoint test system assets. The PinPoint test stations are benchtop test systems that utilize TestVue software in order to test, diagnose, and troubleshoot circuit and component failures.
The Astronics TestVue software is proprietary to the PinPoint test systems and is the only software that will provide 100% compatibility with Module Test and Repair (MTR) Program PinPoint test routines developed and published for use by the Fleet. This software license / assurance agreement will fulfil the mandatory DONCIO requirement of providing for software assurance and life cycle sustainment and allow for legal operation of the PinPoint test systems.

SOLE SOURCE JUSTIFICATION:
Since 2000, the Naval Sea Systems Command (NAVSEA) MTR Program has been utilizing PinPoint test equipment. MTR Test Routine distribution contains one hundred sixty-one (161) National Stock Number (NSN) combinations for Circuit Card Assemblies (CCAs) supporting mission critical weapon system fault isolation and subsequent repair. The MTR Test Routines have been developed using the PinPoint diagnostic test instrument hardware and proprietary TestVue software which provides 100% backward compatibility with the current test routine library and currently deployed hardware configuration.
No other vendors retain the reseller rights to acquire the necessary PinPoint TestVue software maintenance. Astronics Test Systems, Inc. is the sole vendor retaining the intellectual property rights to the PinPoint TestVue source code. No other vendor can support the required application development necessary to sustain the life cycle software maintenance. The PinPoint TestVue software maintenance is a mandatory Department of Navy Chief Information Officer (DONCIO) requirement supporting the software assurance and life cycle sustainment. Currently fielded PinPoint test stations are compatible with the minimum hardware requirements to establish communication with the test instruments using the PinPoint TestVue application.
Furthermore, conversion, and reutilization of the test routines is the paramount economic consideration related to the acquisition requirement. ISEA evaluation of the PinPoint validated 100% operational compliance using converted PinPoint Test Routines which minimizes duplicative cost and effort as v1.6_FEBRUARY2021 Page 2 of 2 discussed further below. Previously developed test routines must operate and produce 100% compatible test results on the replacement test instrument. If the current quantity of 95 PinPoint test routines cannot be reutilized, the Government estimates an additional average cost of $44,220.00 for each test routine development and verification. The effort is estimated to take an additional two hundred and thirty-six
(236) months to reach current day standards. The Government determined potential savings from competition cannot likely offset the duplicative costs and schedule delays that arise from needing to move to an incompatible test station.
TestVue software is only available from Astronics Test Systems, Inc. Astronics Test Systems, Inc. is the sole vendor retaining the intellectual property rights to the PinPoint TestVue Source Code.
No other vendor can support the require application development necessary to sustain the life cycle software maintenance. The currently fielded 29 NAVSEA PinPoint test stations are compatible with the minimum hardware requirements to establish communication with the test instruments using the PinPoint TestVue application.
Note that TestVue software was previously owned and provided by Diagnosys Test Systems, Inc.
Diagnosys was acquired by Astronics Test Systems, Inc. 2019 October 04. The Diagnosys maintenance services will enable continued life cycle sustainment of the PinPoint test station information assurance, enhance risk mitigation, allow operational enhancements, and permit access to experienced technicians who are able to troubleshoot issues using the previously developed MTR Test Routines.
RESELLERS:
No additional resellers exist to provide the required PinPoint TestVue software license.
