SOLE SOURCE JUSTIFICATION

High Inertia Positioner

PR 1301066577

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), Code 15, Underwater Sound Reference Detachment (USRD) is tasked with conducting acoustic calibration to US Navy fleet towed arrays. A multi-million dollar capital investment is required to continue operations at the existing calibration facility (USRD Leesburg). A production ready capability to calibrate towed arrays at the Newport, RI Building 1246 Test Tank Facility provides a path to reduce non-recurring and recurring cost for this service, while also simplifying logistics, providing environmental protection, and improving responsiveness to fleet requirements.

The estimated lead time is 16 weeks after receipt of order.

SOLE SOURCE JUSTIFICATION:

Under an FY23 219WFD internal investment requirement, a new technique is being developed to conduct acoustic calibrations in a tank environment. The technique requires many components to complete the new capability. A principal item among these components is a rotational motor.

The rotational motor must be capable of handling the calibration facility weight, required torque, and must be able to control rotation position via computer control. An FY22 internal investment project was used to demonstrate a small-scale proof of concept of towed array calibration in a tank environment. During that event, the calibration test articles were mounted to a large reel that had to be rotated manually. A capability with (hands-off) automated rotation is one of the objectives for the FY23 219WFD internal investment. The mechanical mount for the calibration hardware has been designed. Leveraging the existing design will keep the development on track.

Alternate motors and subsequent new mechanical mount design will require a larger effort in developing the in-tank calibration capability.

To automate the system, an azimuth rotational positioning motor and motor controller must be incorporated into the acoustic calibration system design. The motor must interface with a v1.6_FEBRUARY2021 government designed mechanical mount that is part of the acoustic calibration system. The mechanical mount design has been completed. The Orbit Advanced Technologies azimuth positioner motor model AL-862-1 meets the size requirements to fit to the existing mechanical mount design while simultaneously meeting the central thru-hole diameter of 4 inches, the 8,800 lbs. vertical load and the 10,000 ft-lbs. bending moment requirements.

Though there are other manufacturers of rotational motors, it is the opinion of this principal investigator that the Orbit Advanced Technologies Inc., dba Microwave Visions Group Azimuth

Positioner System AL-862-SYS meets the technical requirements while reducing development risk.

The rationale behind this justification is to maintain the highest level technical capabilities.
